City Commission Meeting Recap


The City Commission of Eudora held its regular, semimonthly meeting on Monday, May 10, 2021 at City Hall. The meeting was also held virtually to allow residents to call in and Commissioners to maintain social distance.
  • The Commissioners heard a 1st quarter report from the Chamber of Commerce Executive Director, Karen Boyer
  • Approved an amendment to the purchase agreement with Anchor Sports & Entertainment, LLC dba High 5, extending the due diligence period through July 2021
  • Approved an Ordinance to the City's Zoning Regulations that changes the following:
    • Swimming pools -- fencing and setbacks
    • Accessory Buildings -- setbacks and maximum cumulative size and number

  • Approved a real estate contract to purchase of property located at 2216 N 1420 Road for a a future water treatment and public works facility
  • Approved an operation and maintenance agreement with PeopleService, Inc to manage, operate, and maintain the City's wastewater treatment facility
  • Approved the purchase of a new bucket truck for the City's Electric Department

Zoning Code Change: Swimming Pools


The City Commission passed Ordinance 1120 at their May 10th meeting. This ordinance amends a section of the Zoning Regulations regarding swimming pools. The changes are detailed below. 

Swimming Pool Changes:
  • Requires a 4 to 6 foot fence around a swimming pool with self-closing, self-latching gates equipped with locks
  • Allows for use of powered safety cover instead of fence
  • Reduces rear and side yard setback from 10 to 5 feet

Private swimming pools that are permanent in-ground, or on-ground that stand 24 inches or more above grade, may be constructed as an accessory structure and shall be surrounded by a perimeter fence that measures at least 4 feet tall and shall not exceed 6 feet tall and shall be secured with gates. The gates shall be self-closing and have a self-latching device equipped with locks that shall be locked when the pool is not attended. A powered safety cover constructed under the coping of a pool may serve as a substitute for the required perimeter fence. The swimming pool shall meet the requirements of the city-county health department. A swimming pool shall not be constructed in front of the building line and no portion of the pool, equipment, walkway, or other facilities thereto, shall be located closer than 5 feet to the side or rear lot line. A swimming pool shall not be constructed within a utility easement and/or drainage easement. 

Frequently Asked Questions (FAQ):
  1. Do I need a permit? A permit is required for permanent in-ground pools or on-ground pools above 24 inches. On-ground pools above 24 inches require a new permit each year.
  2. What if I am not in compliance after the zoning changes? Because on-ground pools above 24 inches are permitted annually, these pools will be required to come into compliance with the new zoning code changes when permitted. In-ground pools built before these changes will be allowed to remain as a legal, non-conforming use
  3. Who should I contact with questions? Please contact the City's code enforcement officer, Gordon Snyder, at (785) 690-7160 with questions. 

Zoning Code Change: Accessory Buildings


The City Commission passed Ordinance 1120 at their May 10th meeting. This ordinance amends a section of the Zoning Regulations regarding accessory buildings. The changes are detailed below.

Accessory Building Changes:
  • Establishes a 5 foot rear yard setback for accessory buildings
  • Establishes a maximum cumulative size and number of accessory buildings based on lot size (see table below)

An accessory building may be erected as a detached structure from the principal building, or it may be connected therewith by a breezeway or similar structure.
 
1. Location. Unless otherwise provided, no accessory building or use shall be erected in any required or established front yard, and all accessory structures must meet the setback requirements for the zoning district in which they are located. No detached accessory building shall be erected closer than five (5) feet from any dwelling existing or under construction on the same lot and shall have a five (5) foot setback from the rear property line.

2. Maximum Cumulative Size and Number. Maximum accessory building size and number of accessory buildings in all residential districts shall be determined by the following table:

3. Maximum Height. Accessory building shall not exceed one (1) story. Height cannot exceed the main structure. Height is measured from grade to top of roof.
 
Frequently Asked Questions (FAQ):
  1. Do I need a permit? A permit is required if the building is over 200 square feet. However, accessory buildings smaller than 200 square feet still count towards the cumulative accessory building size and number in the above table. 
  2. What if I am not in compliance after the zoning changes? Any accessory building built before this zoning code change will be allowed to remain as a legal, non-conforming use

Church St. Construction Updates


Due to several delays, the constructions managers of the Church Street construction project have issued a revised schedule. 

Church St. Revised Construction Schedule:
  • May 15 - Phase 2 (West Side South of 15th)
  • June 14 - Phase 3 (15th St. to north end) **Church Street traffic detour through the new Nottingham Center begins**
  • August 30 - Phase 4 (Asphalt Surfacing)
  • September 29 - Tentative End of Construction

"Home is Where it Happens" Rescheduled


The "Home is Where it Happens" event has been rescheduled for Saturday, September 11 from 12:00-4:00 PM at the Eudora Community Center. The event was originally scheduled for Saturday, May 8th, but was cancelled due to forecasted inclement weather. This event is organized by the Eudora Convention & Visitors Bureau and Chamber of Commerce. More details to come!
 

Citywide Garage Sale June 18-19


Save the date! The Eudora Convention & Visitors Bureau will be organizing a citywide garage sale on Father's Day Weekend, June 18-19. Proceeds of the sale to benefit the Eudora Lions Club, Eudora Food Pantry, Eudora Senior Foundation, and Eudora Giving Garden. 

This event will coincide with the CPA Picnic, scheduled for June 17th, 18th, 19th.
