APNAC – Nigeria is born!!!
Abuja, Nigeria - On Tuesday, April 27, 2021, at around 4:30 pm GMT, APNAC (GOPAC) has been launched at an event held in Abuja, Nigeria. The Chief of Justice of Nigeria, the Senate President, the Chairman of the Economic and Financial Crimes Commission (EFCC), the Attorney General, and Minister of Justice, among other high-profile personalities, graced the event. In his opening remark, the Chairman of GOPAC Nigeria in the person of Senator Dr. Ahmad Lawan reiterated the commitment of Nigeria to the fight against corruption, and that’s why Nigeria has signed the United Nations Against Corruption.
The President of the Senate, in his address, reiterated the importance of the role of Parliament and Parliamentarians in the fight against corruption. He recalled the efforts Nigeria has made in the fight against corruption but recognized that there are some gaps in achieving the benchmark of the United Nations especially with regards to Public Finance Management, Asset Declaration, and Whistle-blower protection. He concluded his address by saying that today’s event is not symbolic but is a milestone of the quest of Nigeria to fight corruption.
The Chief Justice also stressed the importance of the fight against corruption in his address. He said: “Parliament is the bedrock of democracy”. He recognized Nigerians are going through hardship because of corruption and the unity of the country is at stake. He urged Parliamentarians to find solutions to corruption-related issues plaguing the country and reiterated his support for any initiative to fight corruption.
In fine, there are genuine anti-corruption crusaders in Nigeria. The establishment of APNAC and GOPAC in Nigeria is a call to strengthen the fight against corruption and promote the development of the country.

GOPAC ROAD TO THE UN GENERAL ASSEMBLY AGAINST CORRUPTION (UNGASS 2021)
GOPAC has been actively involved in the preparatory process of the UN General Assembly Special Session Against Corruption (UNGASS) 2021. 
GOPAC submitted two contributions containing the encouragement for the UNGASS 2021 Political Declaration to include and support the role of parliament in combating corruption. GOPAC recommendation derived from GOPAC regional chapters’ views of varying challenges and approaches that each regional chapter has. Besides submitting the contribution and attending preparatory meetings, GOPAC through its regional chapters also conducts information webinars to invite fellow members and parliamentarians to stay engaged and contribute to the preparatory process of the UNGASS 2021.

Preparing the UNGASS 2021: GOPAC Oceania Webinar
Oceania - On 20 April 2021, GOPAC Oceania hold a webinar entitled “The role for Pacific parliamentarians in the UN General Assembly Special Session against corruption (UNGASS) 2021”. The webinar was aimed to increase awareness of and knowledge on international and regional anti-corruption issues identified challenges and opportunities that could help parliaments and parliamentarians play an active role in the institutionalization of anti-corruption policies, and share good practices to curb corruption and promote good governance.
Presenters at the webinar come from the UN Pacific Regional Anti-Corruption (UN-PRAC) Project, UNODC, UNDP, GOPAC chair H.E. Ahmad Bin Abdulla bin Zaid Al-Mahmoud MP, Speaker, Qatar Shura Council; GOPAC Oceania chair Lord Fusitu'a, Kiribati Parliament Speaker Hon Tangariki Reete, Gov. Gary Juffa, Deputy Chairman, Public Accounts Committee, Papua New Guinea Parliament, and GOPAC Australia Chair Margaret Quirk.
SEAPAC Information Webinar “The UNGASS 2021: What roles are there for parliamentarians?”

Bogor, Indonesia – On Tuesday, February 9, 2021, GOPAC regional chapter SEAPAC hold an information webinar entitled “The UNGASS 2021: what roles are there for parliamentarians?” The webinar is held as part of an information seminar about the 2021 UNGASS and a tool of exploration in elaborating regional priorities through shared best practices and challenges. The webinar is also expected to provide a platform where parliaments and parliamentarians can explore possible means and measures in ensuring effective implementation of the 2021 UNGASS outcome: The Political Declaration.
GOPAC Chair, H.E. Ahmad bin Abdulla bin Zaid Al Mahmoud during his opening speech highlighted GOPAC’s contribution to the preparation of UNGASS and reminded that GOPAC and SEAPAC have the strength to shape the national and international landscapes against corruption.

SEAPAC President, Hon. Dr. Fadli Zon stated that UNGASS would create an even stronger political push in the global anti-corruption movement, especially during a pandemic.
The Speaker of the Indonesian House of Representatives, the UNODC Regional Advisor for Anti-Corruption, and the ASEAN Parties Against Corruption (ASEAN-PAC) representatives, along with the Indonesian Corruption Eradication Commission (KPK) representatives discussed the importance of UNGASS and how parliamentarians are the key to strengthen and support the implementation of UNCAC and the upcoming UNGASS Political Declaration.
The information webinar was also attended by the member of parliament from GOPAC Indonesia, GOPAC Malaysia, GOPAC Cambodia, GOPAC Timor-Leste, GOPAC Thailand, and also members of parliaments from the Philippines.
Beirut, Lebanon - ARPAC Chair, Dr. Naser Al-Sane met with UNDP Programmes in the Arab region, Mr. Arkan Sablani, discussing future possibilities of cooperation between both organizations. Dr. Al-Sane raised an idea for materializing all GOPAC publications into an interactive training program. Mr. Sablani mentioned several experiences and best practices on the idea. Both Parties agreed to explore more possibilities in the near future.
On 17 March 2021, GOPAC Oceania raised support for Pacific #TeieniwaVision aims for #SDG16 - enhanced transparency & accountability, strengthening public awareness and #RTI at the Asia Pacific Peoples’ Forum for Sustainable Development 2021

GOPAC Indonesia on “Reflecting on the Interactions between Parliaments and Anti-Corruption Agencies in the Fight Against Corruption” 
Bogor, Indonesia – GOPAC Indonesia in partnership with Westminster Foundation for Democracy hold an FGD on “Reflecting on the Interactions between Parliaments and Anti-Corruption Agencies in the Fight Against Corruption” on March 10, 2021.
The discussion explored the most appropriate relationship between Parliaments and Anti-Corruption Agencies (ACAs) which best enable the ACA’s to be independent and effective, yet accountable. The FGD shared and discussed the results of WFD’s studies on the relationship of Parliaments and ACAs in selected European and Asian countries and reflected on empirical experiences of the relationship between Parliaments and Anti-Corruption Agency in Indonesia and other countries invited in the discussion. SEAPAC President, Dr. Fadli Zon appreciates the long partnership with the WFD and hopes that in the future GOPAC, SEAPAC, and GOPAC Indonesia will continue to strengthen partnership with WFD in forming a series of knowledge products for parliaments.
GOPAC Chair, H.E. Ahmad bin Abdulla bin Zaid Al Mahmoud Participation at the UN-IPU Annual Hearing

Doha, Qatar – GOPAC Chair H.E. Ahmad bin Abdulla bin Zaid Al Mahmoud, the Speaker of the Shura Council of the State of Qatar deliver a remark during the Inter-Parliamentary Union (IPU) – United Nations (UN) Annual Parliamentary Hearing forum on Wednesday, 17 February 2021 entitled “Fighting corruption to restore trust in government and improve development prospects.”
 In his remark, H.E. Al Mahmoud emphasizes the commitment of GOPAC to actively participate and contribute to the upcoming Special Session of the United Nations General Assembly on corruption through: 

  1. Strengthening coordination and cooperation with the United Nations and the Inter-Parliamentary Union and international and regional parliamentary organizations.
  2. Expanding the base of parliamentarians who are members of the GOPAC Organization.
  3. Contributing to the preparations for the special session of the United Nations General Assembly Against Corruption.
  4. Doing everything that would support the efforts of international organizations and governments in the fight against corruption.

SEAPAC President Participated as a Panelist at the UN-IPU Annual Hearing 2021 Session

Jakarta, Indonesia – On Thursday, 18 February 2021, the President of SEAPAC (South East Asia Parliamentarians against Corruption), Dr. Fadli Zon, participated as a panelist in the “Key anti-corruption measures: assets disclosure and beneficial ownership, whistleblowers, and financing of political parties/election” session during the IPU-UN Annual Parliamentary Hearing forum. Dr. Fadli Zon affirmed that fighting corruption must be done in a more comprehensive aspect, starting from preventive until enforcement of the law, and also raising the collective spirit to implement the elements of the UNCAC. 
The implementation of UNCAC differs from each country in the South East Asia region. Some countries included asset disclosure as a product of legislation, while others only translate it as Codes of Ethics or a parliamentary regulation, it is also the case with beneficial ownership. 
Under the leadership of Dr. Zon, SEAPAC is currently developing a program to map the implementation and arrangements of UNCAC to identifying the strengths, challenges, and suitable methods to implement it. SEAPAC encourages inter-parliamentary cooperation in eradicating corruption on one common platform. And in this context, SEAPAC welcomes every member of parliaments, former members of parliaments, and international organizations to collaborate.

APNAC – Africa: Reimagining the fight against Corruption through new partnerships
APNAC Africa and Rethinking Africa Convening (RAC): the beginning of a journey,
APNAC - Rethinking Africa Convening (RAC) is an organization formed by members of the Global Leadership Academy (GLAC) Africa with the purpose of Rethinking Africa’s potential and building the foundation for peace and a secured Africa. APNAC has a keen interest in working with Rethinking because of the connection between peace, security, and corruption. In that vein, APNAC participated actively in the event organized by RAC under the theme: “Peace, Migration, and Security”. The online event brought together various networks, experts, and actors on the 25th and 26th of February around addressing some of the emerging challenges and opportunities in Africa particularly in the areas of Peace, Migration, and Security. Those are key topics, especially in the COVID-19 era, which cannot be engaged effectively without considering the impacts, challenges, and opportunities of the growing youth population on the continent.
There is a connection between migration, security, and corruption. Beyond fighting corruption, the ultimate goal of APNAC is to have a developed, peaceful, and secured Africa where all its children fell at home. APNAC believes this new partnership underway with RAC will contribute to putting in place measures that will foster the growth and development of the continent.
Kuwait City, Kuwait – Kuwaiti Parliamentarians Against Corruption (KUPAC) had a meeting of the executive committee to discuss KUPAC future Programs and activities on 4 February 2021.

GOPAC celebrates International Anti-Corruption Day!

GOPAC calls for parliamentarians to increase their oversight in the Covid-19 recovery process in light of the 2020 International Anti-Corruption Day with the theme “Recover with Integrity”.
GOPAC Chair, H.E. Ahmad bin Abdulla bin Zaid Al Mahmoud emphasized that parliamentarians should be at the forefront in ensuring that recovery assistances are in place and delivered to those who are really in need, guaranteeing adequate protection to those who are in the first line of health duty, enabling comprehensive check on debt management, among many others, the emergency.
Many regional and national GOPAC chapters have also commemorated this day to show their support and commitment to the anti-corruption global movement.
SEAPAC Regional chapter release a statement to encourage fellow parliamentarians to strive for a much more representative, open, transparent, and accountable in managing the global pandemic in their respective countries. APNAC Kenya commemorates International Anti Corruption Day 2020 with an event. GOPAC Timor-Leste also holds an activity and seminar to raise awareness of the students on anti-corruption issues.

APNAC Benin: A New Start

Porto-Novo, Benin- APNAC Benin has been a part of the APNAC network since 2011 has been inactive for a while. Aware of the importance of the fight against corruption, it has decided to resume its activities. A capacity-building workshop was organized in December 2020 in Dassa-Zoume. Parliamentarians Benin were equipped to effectively combat corruption during this seminar. A program of activities and monitoring plan has been established.
It should be remembered that parliamentarians have an essential role in monitoring role to ensure that the country’s resources are well used, but this is not always the case in many countries. Most parliaments in Africa are seen as weak institutions, more in favor of the ruling power instead of the people that they are supposed to represent. To address this, APNAC is strengthening the capacities of parliamentarians in Sub-Saharan Africa so that they could be role models as representatives of the people. APNAC stands ready to support APNAC Benin's efforts to reduce corruption and promote integral development.  

APNAC – DRC: A dynamism that needs to be encouraged!

Kinshasa, DRC- APNAC DRC can be considered as the torchbearer of the fight against corruption of the APNAC Network because of its dynamism, its initiatives, and its actions. Back in January 2020, APNAC DRC received funding to strengthen accountability and tackle corruption through parliamentary oversight. APNAC DRC successfully strengthens the legal and institutional framework to combat corruption, advocate the creation of participatory and independent anti-corruption institutions, and also support synergy between civil society and media to share, mobilize, and disseminate information and reports. A listening center has been established within the APNAC RDC and it has received 148 complaints. A series of the legislative proposal has been submitted, among others:
- The Bill on the creation, organization, and functioning of the Anti-Corruption Court;
- The Anti-Corruption Law Proposal;
- The proposed law amending and supplementing the penal code;
- The proposed law amending and supplementing the Code of Criminal Procedure;
- The bill on the creation, organization, and functioning of the Independent National Anticorruption Commission.
Aware of the importance of forging partnerships for an effective fight against Corruption, APNAC-RDC together with the ACAJ, the General Inspectorate of Finances (IGF), and the National Financial Intelligence Unit (CENAREF), organized a morning reflection on the fight against corruption. APNAC RDC also collaborates with Jeunesse ELITE and Comite Populaire, which are the civil society who are concern about the anti-corruption issues. It is important to include every stakeholder as the fight against corruption must be as inclusive as possible.

APNAC Africa and the African Union Advisory Board on Corruption (AUABC) for the 4th African Anti-Corruption Dialogue

APNAC - The partnership between APNAC Africa and the African Union Advisory Board on Corruption (AUABC) dates back to 2016. APNAC Africa had over the years the honor to partake in its African Anti-Corruption Dialogue. APNAC Africa was represented by its Executive Director who moderated a session of the 4th African Anti-Corruption Dialogue under the theme: “Fighting corruption through effective and efficient judicial systems” in November 2020. The dialogue brought together keys actors involved in the fight against corruption on the continent to brainstorm on the topic, identify challenges and bottlenecks in efficient and effective handling of corruption cases in the administration of the justice chain, identify regional and international best practices to fight corruption through efficient and effective judicial systems among others.
Due to the nature of Corruption on the Continent, a synergy of the various actors involved in the fight is needed. APNAC Africa wants to champion that collaboration with the AUABC and other relevant institutions.
