On Wednesday May 12, the Air Pollution Control Division (APCD) released draft rule language about the proposed regulation, Employee Traffic Reduction Program (ETRP). Smart Commute staff has been busy for months as a key stakeholder, and staff is prioritizing that all ETRP-affected organizations understand the rule, and have an opportunity to ask questions and voice concerns.
ETRP is complex. We want to ensure that all organizations are able to understand this proposed regulation, and prepare for what will be required if it is approved in August. With that in mind, Smart Commute is scheduling 30-minute ETRP Briefings with any organization that is interested in learning more.
The initial Hearing for the ETRP Regulation (technically Air Quality Control Commission "Regulation 22, Part B.III."), will occur on May 20 with the Air Quality Control Commission (AQCC), and will be available virtually to those that pre-register (although voiced public comment will not be collected in the record). The AQCC is an appointed board, and has the authority to enact this proposed regulation, which will be overseen by the APCD at the state level. The best way to influence this rule making is to work collaboratively with Smart Commute and other north area organizations.
