Out-of-Control ADU Sprawl: Talmadge Says “NO!”
A group of outraged Talmadge-Kensington residents has launched “Neighbors for a Better San Diego” to “oppose deceptive zoning changes and compel city government to adopt more sensible policies for increasing housing.” The new coalition, which has collected more than 1,000 signatures, formed in April after a developer unveiled plans to build six housing units with no onsite parking on a single-family lot in the heart of Talmadge. Take-Aways from Golden Hill Planning Committee
Did you know that District 3 is underrepresented on the City Council? In a presentation on plans to redraw district boundaries, Roy MacPhail, Redistricting Commissioner for District 3, reported that based on 2019 population estimates, “District 3 is 24 percent above the ideal district population which would mean that people in District 3 would not be adequately represented.” The City’s redistricting process will involve “a lot of transparency,” he said.
Measuring Negative Impacts of Short-Term Rentals (STRs)
To hold the City accountable for negative community impacts of the new STR ordinance, specific metrics were presented at the City’s Community Planning Committee and reviewed by the GGHPC Board, which passed this motion by an 8-2 vote: Acknowledging the possible strain put on communities [by STRs], we ask that the City Council add the following quality-of-life metrics to the STR ordinance to be used to evaluate the efficacy of the ordinance during its required yearly reviews:
— Stock of naturally-occurring affordable housing
— Cost of general housing
— Public school enrollment
— Increases on rents, both commercial and residential
— STR-related nuisance calls to police and Code Enforcement, including times of calls
— Transient Occupancy Tax revenues from STRs
— Increases in trash pickups
— Demographics of STR owners and operators
