Roadmap out of lockdown: Step 3

On Monday 17 May, England moved to step 3 of the government’s roadmap out of lockdown (PDF, 95KB), allowing indoor entertainment, attractions and hospitality, indoor and outdoor events, and all holiday accommodation to reopen.

Below is a summary of the key actions which businesses permitted to open from Monday 17 May need to take. This list is not exhaustive and you should visit the government’s working safely during COVID-19 page for the latest sector-specific guidance.

All businesses:

  • Must complete a risk assessment
  • Should clean their premises regularly, particularly higher risk areas
  • Should remind staff and customers to wear face coverings, where required
  • Unless a specific exemption applies (e.g. a wedding ceremony), indoor family/friends gatherings must not exceed 6 people or 2 households of any size and outdoor gatherings must not exceed 30 people
  • indoor activities such as restaurants, cafes and pubs can include more than 6 people, each table or household attending cannot be more than 6 people and 2 households
  • Must make sure social distancing is maintained between each group of customers, including managing the entry of customers
  • Must provide adequate ventilation
  • Must turn people with COVID-19 symptoms away (both staff and customers should self-isolate if displaying symptoms)
  • Consider the risks arising from periods of closure (such as Legionnaires Disease)
  • If you or a staff member are struggling and don't know what to do next, you can find lots of useful information and advice on the Greater London Authority’s taking care of your mind.

The council has produced a full update for businesses on Step 3.

COVID-19 testing options: a quick reminder

If a member of staff has symptoms

Anyone who has symptoms of COVID-19 must continue to book a PCR test through the NHS system, and follow the latest government guidance if they test positive.

If a member of staff doesn’t have symptoms

See the government’s guidance on testing for the options available to those without symptoms, including home and workplace testing.

We are offering free, rapid COVID-19 tests in our large testing centres.

Use the NHS asymptomatic test site finder to find venues and businesses where you can pick up home testing kits.

If you or your staff are worried about taking the vaccine, we have produced a series of videos to explain the benefits and that it is safe.

New sticker scheme to show your staff are being tested regularly

A new scheme for businesses offering workplace testing for staff through NHS Test and Trace has been launched across the UK. It will show customers, employees and the wider public the businesses that are going the extra mile to keep their staff and the public safe.

In addition to workplace testing, business owners and staff should all follow essential behaviours such as ‘Hands, Face, Space, Fresh Air’ and, where applicable, checking customers and visitors in using the NHS COVID-19 app.

Businesses that offer rapid workplace testing to staff, either through on-site testing or workplace test collection, will be able to download posters and stickers to demonstrate they offer free, regular testing to their employees, and keep people safe.

COVID-Safe Business Campaign

By completing the Council's COVID-Safe questionnaire, you will be declaring that you are following government guidance to operate within safe parameters with regards to protecting your customers and staff.

If you meet all the criteria, you will be sent a personalised COVID-Safe Business poster, which you can display on your premises, providing extra confidence to your customers.

Further information can be found at our COVID-Safe Business Campaign webpage.

Warning: air purifiers scam targeting businesses

If you receive or have received a letter supposedly from the Department for Business, Energy & Industrial Strategy advising you that from 3 May 2021 all UK businesses by law must have ‘COVID-19 detection air purification devices’, it is a scam and should be reported to Action Fraud.

Live.Shop.Local in Haringey

During this difficult period, we want to support Haringey businesses by encouraging customers to shop locally, as well as promoting local enterprises.

With more businesses reopening this week, we all have some exciting choices to make about how we spend our spare time.

These places are what makes Haringey so special and are now open for business. Please support them by enjoying what the borough has to offer and following the safety measures they have put in place.

Import One-Stop-Shop for VAT (e-commerce sellers)

On 1 July 2021, the rules for VAT on the sale of e-commerce goods to the EU are changing. Instead of your client having to pay the import VAT to the postal service on receipt of their order, the seller can submit the VAT via the VAT Import One Stop Shop (IOSS). Once registered in an EU country for the IOSS, you can use this service for all your distance sales across the EU for parcels with a value of £135 or less. You invoice the client for the local VAT and submit your VAT to the IOSS, wherever you get your EU orders from.

Businesses handling in-house a high volume of products moving through customs may also wish to consider applying for a UK government grant for customs training. The deadline for applications is 30 June 2021.

Let's Do London

The Mayor of London has announced plans for the capital’s biggest ever domestic tourism campaign to help get central London’s economy back to life.

The new ‘Let’s Do London’ campaign aims to kick-start London’s economy and help get industry, impacted by the pandemic, back on its feet as COVID restrictions are eased. The campaign is a year-long programme, bringing together the capital’s world-leading hospitality, nightlife, culture and retail venues to attract Londoners and visitors from across the UK back to central London and support jobs.

As part of the campaign launch, a toolkit has been developed, providing information and content to enable industry to amplify the campaign message via their channels and networks.

You can download the toolkit (PDF, 4MB). See also the ‘Let’s Do London' press release.

Local restaurant loses license over COVID breach

Rakkas Restaurant in Green Lanes has had its license revoked after continuing to breach the COVID restrictions that have been put in place.

The council's Licensing Committee took strong action on 2 regulation breaches during the application for a review of premises breaching COVID regulations.

In opening his premises, license holder Mr Ozbek had shown a disregard for the laws and regulations put in place to protect the public throughout the COVID-19 pandemic. This resulted in him being served with a Prohibition Notice and breach of COVID Regulations Fixed Penalty Fines totalling £3,000 for failing to uphold licensing objectives.
