The Commonwealth Own Purpose Expenditure (COPE) index is used to increase ACFI, home care and other aged care subsidies.
Each year, we undertake our projections of the COPE increase. The COPE index used for aged care subsidies is based on 75% wages and 25% CPI.
Key Parameters:
- Annual Weekly Earnings (AWE) at Nov 2020 were $1,711.60/wk
- The minimum wage rose by $13.00/wk to $753.80/wk on 1 July 2020
- Accordingly, the wage figure used for our projections is $(13.00/1711.60) = 0.76%
- The latest annual CPI (from Mar 2021) was 1.1%
We project the COPE for 2021/22 to be 0.84%. We have used this figure to project the subsidies from 1 July 2021 in the tables below.
