Vaccinations – Mandatory or Strongly Recommended?


On May 7, the California Community Colleges Chancellor’s Office sent a legal advisory from General Counsel Marc LeForester regarding the legality of California community colleges mandating COVID-19 vaccinations for students, faculty and staff. 
 
The advisory says that, “. . . matters related to vaccination, has been left to the local governance of community college district officials, according to their local policy structures, and in coordination with local health officials.” 
 
At this point, the Riverside Community College District (RCCD) is strongly encouraging students, faculty and staff to be vaccinated before returning to campus.
 
A number of colleges and universities are mandating COVID-19 vaccinations for the fall semester. As stated in the advisory, “recent guidance from the Equal Employment Opportunity Commission (EEOC) indicates that a mandatory COVID-19 employee vaccination program would be lawful, but that employers must make reasonable accommodations for employees with medical conditions or sincerely held religious beliefs that prevent vaccination.”
 
LeForester also noted that the California State University and University of California systems have “announced that they would impose a vaccination requirement upon students, faculty, and staff at the beginning of the fall 2021 term, provided a vaccine has obtained regular approval from the Food and Drug Administration, and is sufficiently available.” 

We remain optimistic that approval of COVID-19 vaccinations by the FDA will occur this summer or prior to the beginning of the fall semester.
 


Who is Being Vaccinated?
 

Per the Chancellor's office, “California has administered 33 million vaccinations, and 30.3 percent of the population is fully vaccinated.” The state ranks 25th in the country, per Becker’s Hospital Review, as far as percentage of distributed vaccines that have been administered (79.58).
 
Obviously more work remains, especially in minority communities in the Inland Empire.
 
“Convincing Black and Latino residents remains an issue in Riverside County,” Wolde-Ab Isaac, chancellor of Riverside Community College District, said. “Unfortunately, those groups continue to be heavily impacted by this pandemic in a number of areas.”
 
According to the Center for Disease Control (CDC.gov), “data on race and ethnicity for more than 90 percent of people who died from COVID-19 reveal that the percent of Hispanic or Latino, non-Hispanic Black, and non-Hispanic American Indian or Alaska Native people who have died from COVID-19 . . . is higher than the percentage of these racial and ethnic groups among the total US population.” The CDC added, “this disparity is even greater when the percentages are age-standardized (adjusted for differences in the age distribution across racial and ethnic groups).”

California officials stress that 70 to 80 percent of the population needs to be immunized in order to reach herd immunity (a level where scientists say the virus will be lacking new hosts).
 
“Regularity will return, but we need to continue to push messaging, especially to Blacks and Hispanic communities,” Isaac said. “And, the best way to do that is continue to stress the benefits of the vaccine. It is important as educational leaders to continue to reach out to these hard-hit communities, sharing the vaccines’ benefits and how getting vaccinated can lead the state back to a level of normalcy.”

Instruction

On May 19, at 4:00 pm, Chancellor Isaac will hold another Safe Return Town Hall meeting to address Instruction and Academic Support for the return to campus in the fall. Gregory Anderson, Ed.D., president, Riverside City College (RCC), will serve as the moderator; and, Jeannie Kim, Ph.D., interim vice chancellor, RCCD Educational Services & Strategic Planning; Samuel Lee, Ed.D., vice president of Academic Affairs (VPAA), Norco College; Carlos Lopez, VPAA, Moreno Valley College; Kristine DiMemmo, Ed.D., interim vice president, Planning & Development, RCC; Jennifer Floerke, president, RCCD Academic Senate; and, Rhonda Taube, Ph.D., president, RCCD Faculty Association; will also have presentations before responding to questions.

Academic Support

Libraries, Learning Resource Centers (LRC) and Academic Support centers continue to serve students in an online format. Each college continues to perform walk-throughs of library and learning resource facilities to determine changes needed to ensure safe return in the fall.


Student Services

Student Services Safe Return workgroup met on May 7 and continues to review and prepare plans at each of the three colleges. Student Services is engaging ConexEd to strengthen online and in-person services. Students and personnel can receive assistance with the following:

Access
  • Ensure students benefit equally from support services.
  • Create more opportunities for connection in-person and virtually.
  • Meet student where they are and remove roadblocks
Professional Development 
  • Conduct training practices to increase effectiveness.
  • Review interactions for continual improvement.
Retention 
  • Encourage connection from any location. 
  • Unify communication across departments.
  • Ensure students are on track to accomplish their goals.


Athletics
 
As RCC and Norco College moves closer to the start of the fall 2021 athletic season, the departments will adhere to the recommendations set forth by the CDC, California, Riverside County, and the District as it relates to collegiate sporting events. Both colleges are exploring live streaming capabilities should fans be not permitted to attend home competitions.
 
Norco College is in the process of hiring a part-time, 10-month certified athletic trainer with expected start day of July 1. 
 
Norco College waved goodbye (virtually) to Cross Country Coach Jim McMahon, who retired at the end of April. Coach McMahon launched the women's cross country program in the fall of 2018 and took that team of seven runners to the regional championships. Historically speaking, that was the first post-season competition for Norco College since it adopted athletes in 2012. During the off-season, Coach McMahon worked diligently to develop a men's cross country team, successfully launching the program in the fall of 2019. He served as assistant coach for both teams, helping the men's team reach the 2019 regional championships in its inaugural season. The Mustangs are thankful for the hard work Coach McMahon has done for this program. The student-athletes, coaching staff, and administrators wish him well in his retirement!


Facilities, Infrastructure, Risk & Safety
 
RCCD colleges will be holding vaccination clinics in partnership with Albertson’s throughout the month of May. Pfizer vaccine will be administered. Clinics are open to the community. First dosage appointments can be made here. Second dosage appointments can be made here. Currently, anyone 16 years of age or older can receive the vaccine in Riverside County. However, residents who are under the age of 18 can only get the Pfizer vaccine and must be accompanied by a parent or guardian.
 
Community vaccine events will be held on the following dates at the identified college:

May 12 and May 26 from 9 am to 2 pm
Norco College — Amphitheater (outside lower level of the library and Corral)
 
May 13 and May 27 from 9 am to 5 pm
Riverside City College — Second level of the Magnolia Parking Structure
 
May 14 and May 28 from 9 am to 2 pm
Moreno Valley College — Student Academic Services Building, Room 121

Communications and Engagement

District newsletter that is distributed via email monthly (April 27 was the most recent edition), now includes the Safe Return Update. So, the first Safe Return Update of each month is distributed by itself, and the second edition is distributed in the District newsletter. Past editions of the Safe Return Updates are also posted on the District website.
Students and employees are encouraged to download the RAVE Guardian phone app in order to get emergency notifications, COVID-19 health assessments and alerts, and other safety resources. This app provides important phone numbers and emergency contact information.
