Promising Practices in Policy for Home-Based Child Care: A National Policy Scan
This report provides an overview of policies related to home-based child care (HBCC) across all 50 states and the District of Columbia. It covers policies related to state definitions and regulations, licensing and subsidy, external systems, quality rating and improvement systems, and funding. The report also highlights changes to HBCC policies made because of the coronavirus disease 2019 (COVID-19) pandemic.

Two Years Vs. One: The Relationship Between Dosage of Programming and Kindergarten Readiness
This study examines the effects of an additional year of preschool on kindergarten readiness. Results indicate that children who attend 2 years of pre-k are more likely to make a successful transition to kindergarten compared to their peers who attend only 1 year of pre-k. Study results also indicate that Black students experience a greater benefit from an additional year of pre-k.

The Administration for Children and Families (ACF) is now accepting applications for a NEW 2021 Funding Opportunity titled “African American Child and Family Research Center”! This grant program will lead and support research on the needs of African American populations served by ACF and promising approaches to promote social and economic well-being among low-income African American populations. This Center will ideally address a range of relevant issues including, but not limited to, the following: a) definition and measurement of the experiences of African American individuals, families, and communities; b) identification of barriers and facilitators of human service utilization by African American populations; c) examination of strategies to promote the social and economic well-being of African American children and families; and d) evaluation of promising approaches for serving African American populations.
Head Start University Partnerships: Building the Evidence Base for ECE Workforce Well-Being https://ami.grantsolutions.gov/HHS-2021-ACF-OPRE-YR-1967
This OPRE funding opportunity aims to support projects that will contribute to the knowledge base regarding the individual, program, and community factors that promote the well-being of Head Start and/or Early Head Start education staff (i.e., teachers and assistant teachers). Projects must be led by researchers working in partnership with one or more Head Start programs. Together, they will identify and evaluate promising approaches to improving education staff well-being that are supported by existing research and evidence-based theory of change models.

Methods and Leading Practices for Advancing Equity and Support for Underserved Communities Through Government
The Office of Management and Budget (OMB) recently released a Request for Information (RFI) as part of its implementation of Executive Order #13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. This RFI covers a variety of topics, and seeks opportunities and ideas for assisting agencies in conducting agency equity assessments, as well as overall implementation of the Executive Order. The RFI will be open for 60 days, and OMB hopes to hear and learn from a range of voices and perspectives. The link for the RFI, as well as the direct link on regulations.gov are included below. Webinar Series on the 2012 and 2019 National Survey of Early Care and Education (NSECE) Data Sets
Join OPRE for the third in a series of three webinars, which provide information about the 2012 and 2019 archived NSECE data sets. The webinars share strategies for how to: review documentation to ensure comparability of measures; choose the statistical measures (e.g., mean vs median); handle both discrete and continuous variables; use design variables to construct design-corrected standard errors; set up significance tests; and access the data.
