IMPORTANT CORONAVIRUS (COVID-19) INFORMATION

STATEMENT FROM THE ACTING PREMIER

(Written on 27 May 2021)

On the advice of our public health team, Victoria will move to circuit breaker restrictions from 11:59pm tonight (27 May 2021). These settings will remain in place until 11:59pm on 3 June – but if we can end that sooner, we will.

As we've seen here, and across Australia, this kind of short, sharp action is effective in stopping this thing in its tracks.

Our public health experts’ prime concern: just how fast the B1.617.1 variant is moving. 

Overseas, they haven’t been able to track how quickly this version of the virus can move. Here in Victoria, though, we’re seeing not only how quick it is – but how contagious it is too.

Our contract tracers are identifying and locking down first ring, second ring and third ring contacts within 24 hours. That’s faster than ever. And yet this variant is still moving faster.  

The time between catching the virus and passing it on is tighter than ever. The ‘serial interval’ – how long it takes between the onset of symptoms in the first and secondary case – is in many cases just over a day.  

And in just 24 hours, the number of cases has doubled. 

It means that although these cases are all connected, this variant of the virus is making people more infectious, more quickly. 

We’ve seen other countries come up against these variants and lose. Badly. Places like Taiwan that have gone from no or very low cases to skyrocketing numbers in the space of just days and weeks – and now are struggling to get it under control.

We also know our nation’s vaccine rollout has been slower than we’d hoped. And if more people were vaccinated, we might be facing a different set of circumstances. Sadly, were not.

If we make the wrong choice now, if we wait too long, if we hesitate too much, this thing will get away from us. And lives will be at risk. 
It’s why from 11:59pm tonight, there will be five reasons to leave home:

Food and supplies. Authorised work. Care and caregiving. Exercise, for up to two hours and with one other person. And getting vaccinated.

Exercise and shopping will be limited to five kilometres from home. If there’s no shops in your 5km radius, you can travel to the ones closest to you. Shopping is also limited to one person per day, per household. 

Face masks will also need to be worn inside and outdoors – everywhere except your own home.

Private and public gatherings will not be permitted, although visiting your intimate partner continues to be okay. Single person bubbles will also be allowed.

Childcare and kinder will remain open, but schools will need to close other than for the children of authorised workers and vulnerable kids. 

Shops like supermarkets, food stores, bottle shops, banks, petrol stations and pharmacies will also remain open. Cafes and restaurants will be able to offer take-away only. Gyms, hairdressers, community facilities and entertainment venues will all close. Non-essential retail may only open for click and collect.

Hotels and accommodation can only stay open to support guests already staying onsite. No new bookings can be made – unless it’s for one a permitted purpose, like authorised work.  

Advice on who can open, and who can’t, will be made available online ahead of directions coming into place – as will the full list of authorised workers and workplaces.

It’s clear – more than ever – this virus isn’t going away. And vaccines are the only way we’ll ever get back to normal.
Without full vaccination, this virus will just keep mutating – and just keep making its way back in. 

To that end, from tomorrow and dependent upon supply from the Federal Government, all Victorians over the age of 40 will be eligible for the COVID-19 vaccine. 

My message to those Victorians: if you’re eligible, get vaccinated. Make your plan today.  

If someone you love is eligible, make a plan together.  

Do it for yourself. Your family. Your friends. Your community. Whatever your motivation – please do it. 

Because vaccination is our only real ticket out of this pandemic.

BUSINESS SUPPORT PACKAGE

The Victorian Government is backing businesses most affected by the seven-day circuit breaker action, including operators in the hospitality, retail, events and creative industries with further targeted support.

Victorians and Victorian businesses are doing the hard thing, but the right thing - keeping their doors shut to keep all of us safe.

That’s why we are announcing a $250.7 million Circuit Breaker Business Support Package to help up to 90,000 Victorian businesses that have been affected by the restrictions that will run until 11:59pm on Thursday, 3 June.

The package features three initiatives for small to medium-sized businesses and sole traders. 

The $190.01 million second round of the Business Costs Assistance Program will offer grants of $2,500 for eligible businesses directly affected by the circuit-breaker industry restrictions, including restaurants and cafes, event suppliers, accommodation providers and non-essential retailers. 

A $40.7 million new round of the Licensed Hospitality Venue Fund will provide businesses holding an eligible liquor licence and food certificate with a $3,500 grant per premises.  

An allocation of $20 million will be dedicated to supporting operators in the events industry who have incurred losses due to the circuit-breaker restrictions, with more details to be provided shortly.

Businesses can register their interest in the Business Costs Assistance Program at business.vic.gov.au, so they can be notified when applications open this week. Operators eligible for the Licensed Hospitality Venue Fund payment will be contacted directly by email.

The new package builds on more than $6 billion in direct economic support from the Labor Government to help businesses get through the pandemic, including through three rounds of the Business Support Fund.

CORONAVIRUS FINANCIAL SUPPORT

Workers who need to get tested and isolate while waiting for results, or workers who are required to isolate because they test positive, or have been directed to isolate by the Department of Health because they are a close contact, may be entitled to support payments.

$450 Coronavirus (COVID-19) Test Isolation Payment (Victorian Government) 

Victorian workers can apply for a $450 Coronavirus (COVID-19) Test Isolation Payment that provides financial support while they self-isolate to wait for the results of a coronavirus (COVID-19) test.

$1,500 Pandemic Leave Disaster Payment (Federal Government) 

You may be eligible if the Victorian Department of Health or one of their agents has told you to self-isolate or quarantine. They need to give you these directions for any of the following reasons:

  • you have coronavirus (COVID-19)
  • you’ve been in close contact with a person who has COVID-19
  • you care for a child, 16 years or under, who has COVID-19
  • you care for a child, 16 years or under, who’s been in close contact with a person who has COVID-19.

You may also be eligible if you're caring for someone who has COVID-19.

Relief packages 

If you need to isolate or quarantine due to COVID-19 you may be supported with a relief package delivered by the Australian Red Cross. Relief packages contain basic essential food and personal care items to last a four-person household for two weeks.
Delivery of a free relief package can be arranged for people who are unable to access food themselves who do not have support available to them.

If you have dietary or cultural requirements, require personal care items or practical support, other support is available.

To access a relief package while isolating, call the Coronavirus Hotline on 1800 675 398 and select Option four (4).

Food relief

Food relief is available during the pandemic for people who are experiencing financial hardship and are voluntarily isolating because of a health condition or age. 

Extreme Hardship Support Program

The Extreme Hardship Support Program can provide financial assistance, information and referrals to people living in Victoria who are experiencing significant hardship as a result of COVID-19 and who are unable to access Australian Government income support. The program provides support for temporary and provisional visa holders and undocumented migrants with little or no income, savings or community support.

COVIDSAFE DEEP CLEANING REBATE

The Victorian Government’s COVIDSafe Deep Cleaning Rebate remains open to support eligible small and medium-sized businesses where anyone onsite has been suspected or confirmed to have coronavirus (COVID-19).

The rebate helps eligible businesses cover the cost of hiring professional cleaning services to conduct a deep or decontamination clean of their worksite.

The rebate will cover up to 80 per cent of a business’ cleaning costs, capped at a grant of $10,000 (for a total cleaning cost of $12,500).

This will help businesses prevent further transmission of coronavirus (COVID-19) at their worksite, and reduce out-of-pocket cleaning expenses.

VACCINATIONS

Getting vaccinated helps protect you from getting sick from COVID-19. The vaccines being used in Australia are very effective at preventing serious illness and loss of life from COVID-19.

The vaccines are safe and free.

As the vaccine rollout continues, it remains important to stay safe by washing your hands regularly, carrying a face mask with you and wearing it when required, coughing and sneezing into your elbow, and keeping at least 1.5 metres from others. If you have any symptoms of COVID-19, no matter how mild, you must get tested and stay home.

WELLBEING SUPPORT FOR SMALL BUSINESS OWNERS

Through Partners in Wellbeing, Victorians dealing with the challenges of running a small business can get the mental health support they need to navigate through the impacts of coronavirus (COVID-19).
 
Small business owners and employees can call the Partners in Wellbeing telephone helpline 1300 375 330 (Monday to Friday 9am–10pm, Saturday to Sunday 9am–5pm). The service provides one-to-one wellbeing support and free access to financial counsellors and business advisors.
 
Mental health specialists are also embedded in industry and business associations to provide members with immediate access to expert advisors and on-the-job training for staff to identify and respond to people in distress

BUDGET 2020/21: DELIVERING FOR WERRIBEE

$14 MILLION FUNDING FOR EARLY WORKS ON ISON ROAD BRIDGE

Melbourne's west is growing, and our roads need to keep up with demand.

That's why the Budget invests $14 million to start work on the Ison Road Overpass, which will allow for direct travel between fast growing residential areas and new employment and education precincts.

The overpass will ease congestion for Werribee locals, while supporting jobs for Victorians during construction.

Our investments in road and rail across Werribee don't just cut time wasted in traffic, they keep our communities connected – and importantly, they create good jobs along the way.
 

$9.4 MILLION UPGRADE FOR MANOR LAKES P-12 COLLEGE

Our western suburbs are booming.

Thanks to the Victorian Budget 21/22, Manor Lakes P-12 College will receive an upgrade to modernise their school, preparing them for the future.

With $9.4 million in funding, we're replacing their temporary facilities, and adding in an extra 400 spaces in permanent facilities.

The Andrews Labor Government won't waste a moment in ensuring that every child in our growing suburbs is offered a world-class education.
 

TWO NEW SCHOOLS FOR MANOR LAKES AND WYNDHAM VALE

As our western suburbs grow, we're making sure every child has access to a world-class education close to home.

That's why this Budget is delivering two brand-new schools in Werribee.

Holyoake Parade Primary School and Lollypop Creek Primary School (interim names) are two of the thirteen school builds across Victoria funded in the Victorian Budget 2021/22 - giving Wyndham kids the state-of-the-art schools they deserve.

Both schools are receiving their share of $491.57 million for new schools construction and are expected to open in 2023.
 

ACQUIRING LAND FOR A FUTURE SCHOOL IN MAMBOURIN

We're delivering new schools here in Wyndham, as well as locking in land to build schools for the future.

That's why the Victorian Budget 2021/22 is securing land for another new school in Mambourin.

Our investment will give local families confidence that their kids will have a great local primary school.

And it comes in addition to land secured by the Andrews Government last year, for a future secondary school - with 8.4 hectares set aside for secondary education at Harpley Estate.

We're not wasting a moment in ensuring that every child in our growing community is offered a world-class education, and building schools for our future.
 

$94 MILLION INVESTMENT FOR MORE CAPACITY TRAINS FOR WYNDHAM VALE AND MELTON 

The Victorian Budget 2021/22 is investing $94 million on the Wyndham Vale and Melton rail corridor, to enable higher capacity trains to run on the line.

That will include nine-car V/Locity trains - these longer trains will increase capacity by up to 50% during peak periods.

Development work will also be undertaken for a new commuter train, as a future replacement for the existing classic fleet operating on regional lines.

Our investments in road and rail across Melbourne's west don’t just cut time wasted in traffic, they keep our communities connected – and importantly, they create good jobs along the way.
 

500,000 TREES FOR MELBOURNE'S WEST

Last year showed us how much open green spaces matter for local families and for the health of locals.

We want to make sure that Western Suburbs residents have easy access to those benefits.

That's why we're delivering $5 million to plant half a million trees in Melbourne’s western suburbs - including here in Wyndham.

This funding for the West’s new trees is in addition to the thousands of hectares of new open space and parklands being delivered by the Victorian Government’s $154 million Suburban Parks Program providing new and upgraded parklands in the growing suburbs.
 
LOCAL NEWS

HELPING WYNDHAM STAY SAFE AND OPEN

Wyndham Council will receive $170,000 to keep local businesses and local people safe. Wyndham can use $120,000 of funding to employ COVID Business Support Officers who will help highrisk locations like markets and shopping strips comply with COVIDSafe requirements, like checking in, physical distancing and cleaning.

They will work with local hospitality businesses, community venues and small retailers – like hairdressers, butchers and milk bars – to ensure they can stay COVIDSafe, as well as delivering a wide range of information on COVIDSafe practices to the community.

The funding is part of a $7.88 million commitment for councils across Victoria, establishing the Local Government Business Concierge and Hospitality Support program and creating 236 positions to help businesses stay safe and stay open.

Wyndham Council will also receive an additional $50,000 to provide assistance to culturally and linguistically diverse (CALD) businesses in the municipality, bringing Wyndham’s funding to $170,000 in total.

The Victorian Government has invested more than $6 billion in direct economic support for businesses and workers to help them recover from the pandemic, including $2.6 billion paid to 134,000 businesses through the Business Support Fund.

NEW BUS SERVICES FOR WYNDHAM

We’re creating better public transport connections for Wyndham locals.

As of 30 May, Wyndham will have two new bus routes:
Route 152: Tarneit – Williams Landing, and Route 182: Werribee – Tarneit.

The new services will better connect residents of Tarneit and Tarneit West with rail services at Tarneit, Williams Landing and Werribee stations.

INCLUSIVE SCHOOLS IN WERRIBEE

Disability shouldn’t have to be a barrier to learning and achieving.

It's why the Andrews Labor Government is helping more schools build inclusive play areas, sensory gardens and outdoor learning areas to support students with disabilities and additional needs.

That includes Warringa Park School, here in Werribee.

It's just one of 74 schools across the state receiving this support from our Inclusive Schools Fund.

For students at Warringa Park School, this funding means a new and inclusive outdoor learning space - with brand new equipment and synthetic turf.

The Inclusive Schools Fund is helping government schools better cater for the needs of all young people, including those with a disability, right around the state. 
BUDGET 2020/21: CREATING JOBS, CARING FOR VICTORIANS
Words from the Acting Premier and Minister for Mental Health and Education, 20 May 2021:

You might have heard that we're making a once-in-a-generation investment to fix our broken mental health system. $3.8 billion is a lot of money, so I thought I'd break it down a bit.

There's funding for more beds, more local care in local communities, regional and rural areas, and more dedicated services for kids and young people. New and expanded support in our schools, extra graduate places, and training programs so people with lived experience can help others going through the same thing. All up it's supporting 3,000 new jobs for Victorians.

This is an investment that will make a real difference. Because it won't only change lives, but save lives too. And that's something I'm extremely proud of.

HUGE MENTAL HEALTH SUPPORT BOOST FOR SCHOOLS

This year’s budget will establish a $200 million School Mental Health Fund and Menu, which allow schools to select and implement mental health and wellbeing programs that best meet the needs of their students.

Schools will be able to draw from a range of evidence-based measures proven to work – from ‘Positive Education’ to therapy dog programs to mental health first aid training.

Schools will also be able to use their funding to engage more mental health and wellbeing staff to further support their students.

During previous visits to schools in Werribee, families and teachers tell me mental health and wellbeing is the single biggest issue affecting our kids.

This is our opportunity to fundamentally transform the way we support our young people.

That means putting schools at the heart of our response – giving them the funding, the staff, the tools and whatever else they might need to be there for our kids.

Our students deserve to succeed.

Whether that’s better support in the classroom, or better training for teachers, we are delivering the funding our kids need to make it a reality.
 

AUSTRALIAN-FIRST ACADEMY FOR OUR BEST TEACHERS

Teachers from across our state will benefit from a brand-new multi-site academy of teaching and leadership excellence, as Victoria leads the way in raising the bar on teacher quality.

The Andrews Labor Government will invest $148.2 million in establishing the Victorian Academy of Teaching and Leadership, a new statutory authority. 

The authority will deliver a new Australian-first program of advanced professional learning for high-performing teachers in government, Catholic and independent schools. The Academy will begin operations and the delivery of new programs from January 2022.

The Victorian Academy of Teaching and Leadership will be based in a purpose-designed CBD site, as well as across seven regional Academies – ensuring rural and regional teachers are able to access high-quality professional development regardless of their location.

These regional centres will be located in Bairnsdale, Ballarat, Bendigo, Geelong, Mildura, Moe and Shepparton. Once established, the new Academy’s programs will provide an unprecedented opportunity for our best teachers to further develop their skills and become recognised as state-wide leaders in teaching excellence.

These teachers will then share their expertise and knowledge with their own school communities, ensuring every classroom and every child benefits from this investment.

The Academy’s flagship offering will be the Teaching Excellence Program, a one-year intensive program for up to 500 teachers per year across all sectors, which will cover areas including across all sectors and core curriculum areas including English, Mathematics, Science and the Arts. Other programs will focus on developing a pipeline of emerging leaders and aspiring principals.

Through the Academy, our teachers will also have access to the latest research in the science of learning and discipline based content knowledge, giving them the skills to ensure our kids are growing up as creative and critical-thinkers.

Not only will they benefit from emerging research and understanding, the Academy will also enable our best teachers to learn from one another – with a focus on sharing best practice, ideas, experience and resources.

The Victorian Academy of Teaching and Leadership aims to build on the existing Bastow Institute of Educational Leadership with a new focus on professional learning for Victoria’s highly skilled teachers.
 

MORE AMBULANCES, MORE PARAMEDICS, AND MORE BEDS

The 21/22 Budget will deliver more than $759 million in funding for more paramedics, more triage care and support staff for Ambulance Victoria, as well as targeted funding to improve flow in our busy emergency departments.
 
The global pandemic has had a lasting impact on our ambulance and health services, as is reflected across the country.

Last quarter alone, there were more than 36,000 callers to 000 who did not need an emergency ambulance and were instead connected to more appropriate primary care services.

Between July-September 2020 and January-March 2021, the volume of emergency department presentations increased by 30 per cent, putting additional strain on all parts of our health system and our healthcare workforces.

This funding will ensure that our systems are equipped to meet these unprecedented levels of demand.
 
The $759 million package includes:
  • $266.224 million to meet unavoidable ambulance demand and drive performance improvement.
  • $204.269 million for ambulance sustainability to fund ongoing operational improvements including the 117 paramedics deployed last year.
  • $89 million to improve flow in our Emergency Departments and facilitate faster transfer between ambulances and health services including the more emergency department staff.
  • $65 million for commissioning new facilities in St Vincent’s on the Park, Sunshine Emergency Department and Barwon.
  • $135 million to open additional beds in our health services and the associated workforce required to support these facilities.

VICTORIA'S FIRST PUBLIC IVF SERVICE

The Victorian Government is delivering on its election commitment to establish public IVF for all eligible Victorians experiencing infertility who wish to start a family. 
 
The 21/22 budget will invest $70 million to establish the State’s first public fertility care service. The service will help up to 4,000 Victorians every year – saving them on average up to $10,000 each. This will deliver on our commitment to create public IVF services, and establish Victoria’s first public sperm and egg bank.
 
The $70 million investment includes $20 million to improve public hospital facilities to deliver the services, while $50 million will be invested to provide up to 2,700 free treatment cycles and a range of other fertility care services.
 
Services are expected to start in a phased approach from 2022 and not only will this make starting a family easier for Victorians, but also create jobs for more Victorians as fertility specialist doctors, nurses, counsellors, laboratory scientists and support staff.
 

ANNOUNCING YOO-RROOK JUSTICE COMMISSIONERS

Today marks the beginning of a stronger Victoria as we take a historic leap on an our journey towards truth, justice and real healing for Aboriginal Victorians.
 
Today, the Andrews Labor Government, in partnership with the First Peoples’ Assembly of Victoria, has announced the appointment of five Commissioners to the Aboriginal-led Yoo-rrook Justice Commission – Australia’s first truth-telling process.
 
Truth telling is the missing link between our past and our future.
 
It represents an opportunity to finally and conclusively address hundreds of years of injustices perpetrated against Aboriginal people in Victoria – including the injustices still occurring today.
 
Today is the next step toward meaningful, systemic change so that no further generations of Aboriginal Victorians are held back by systemic discrimination.
 
Without truth, there can be no Treaty. And without Treaty, there can be no justice.
 
Victoria is the first and only jurisdiction to have enacted the Truth and Treaty elements of the Uluru Statement from the Heart.
 
Today, we are proud to take yet another step toward a more just and equal future – for all Victorians.

SUPPORTING VICTORIANS IN FINANCIAL STRESS

We’re boosting help for Victorians in financial stress with the expansion of the Good Money program, which delivers no-interest loans and financial advice – providing a safe alternative to dodgy payday lenders and loan sharks.

This Budget provides $14.6 million over four years for the continuation of the hubs and an expansion to phone-based and digital services.

The Good Money service is delivered through a unique partnership between the Victorian Government, Good Shepherd Australia New Zealand and National Australia Bank, with retail shopfronts in Collingwood, Geelong, Dandenong and Morwell.

The enhanced service is expected to deliver 11,500 no-interest loans over four years, providing benefits for approximately 25,000 low-income Victorians.
 

BRAND NEW TRAINS TO IMPROVE TRAVEL AND BACK VICTORIAN JOBS

The Victorian Budget 2021/2022 will invest $986 million to build 25 brand-new X’Trapolis 2.0 trains and the infrastructure they need to modernise the state’s train fleet.

The new X’Trapolis 2.0 trains will increase capacity and reduce crowding as they run through some of Melbourne’s fastest-growing suburbs along the Craigieburn, Upfield and Frankston lines. With a local content requirement of at least 60 per cent, these trains will guarantee work and provide certainty right across Victoria’s manufacturing supply chain. 

The Labor Government has invested more than $7.5 billion in Victoria’s rolling stock since 2015, building new trains, trams and buses to deliver better journeys for passengers and attracting – and retaining – the best and brightest manufacturing talent to Victoria.
 
VICTORIAN GOVERNMENT ANNOUNCEMENTS, PROGRAMS, AND INITIATIVES

VICTORIA'S CLIMATE STRATEGY

Recently, we released Victoria’s Climate Change Strategy which will take action to reduce Victoria’s emissions, create jobs, support the State’s economic recovery and improve the health and wellbeing of our community.

The Strategy includes ambitious but achievable emissions targets for 2025 and 2030 to keep us on the path to net zero emissions by 2050, taking actions to reduce emissions now and lay the foundations for future reductions across the economy.

Through this Strategy, we will create thousands of jobs across Victoria, give businesses the confidence to invest in low-emissions industries of the future, and support new industries and export opportunities in areas such as hydrogen production.

RENEWABLE ENERGY TARGET FOR GOVERNMENT 

Victoria was one of the first jurisdictions in the world to legislate a net zero emissions target by 2050.

Now, the Andrews Labor Government’s Climate Change Strategy will reduce emissions, future-proof our state’s economy and create secure jobs and investment for all Victorians.

Victoria is leading the way in creating renewable jobs in Australia, making unprecedented investments in our clean energy future.

That's why we’ll power all government operations with 100% renewable electricity by 2025.

That includes schools, hospitals, metropolitan trains and trams, fire stations, police stations and all public buildings.

We'll also cut emissions with more energy-efficient buildings and infrastructure and bring 400 zero emissions vehicles into the government fleet by 2023.

ZERO EMISSION BUS NETWORK BY 2025

The Andrews Labor Government is taking action to make Victoria’s public transport fleet cleaner and more sustainable than ever, with all new bus purchases for the state network to be zero emissions from 2025.

This move to cleaner buses will help achieve our targets of zero net emissions by 2050, by not only slashing their emissions, but also reducing air pollution and noise – and will cost significantly less to operate.

The bus pledge is one of a number of actions the Labor Government is taking to reduce transport emissions – including the introduction of a $46 million subsidy program to encourage motorists and businesses to make their next car electric.

The $20 million investment in the Zero Emissions Bus Project in the Victorian Budget 2020-21 will not only drive cleaner transport choices, but will boost the Victorian economy by supporting the transport equipment, manufacturing and electricity supply sectors, driving local skills development and backing existing Victorian-based bus manufacturers.
 

METRO TUNNEL - MILLIE, ALICE, JOAN AND MEG REACH THE FINISH LINE

Four huge tunnel boring machines (TBMs) have finished 20 months of digging under Melbourne to create two nine kilometre-long, 6.3m-high rail tunnels lined with around 250,000 tonnes of concrete for the Metro Tunnel Project.

The incredible feat of engineering included tunnelling just 1.5 metres underneath the City Loop as trains continued to run, as well as digging 12 metres under the Yarra River bed and around seven metres below the Burnley Tunnel.

The Metro Tunnel will transform Melbourne’s train network.

It will increase the number of trains we can run across Melbourne, and means less crowding and less waiting.

By taking our busiest train lines through a new tunnel under the CBD, it will free up space in the City Loop to run more trains to and from the suburbs.

That means more trains and a more reliable train network for us all, including commuters in Melbourne's west.

For the Werribee and WIlliamstown lines, the Metro Tunnel will allow room for 63,000 more peak passengers every week. That’s 24% more peak capacity. 

The tunnel is expected to open from 2025. 
 

VICTORIAN ROAD SAFETY ACTION PLAN

The Andrews Labor Government is investing in the state’s first Road Safety Action Plan so more Victorians make it home safely every day.

The plan will focus on cohorts of Victorians who either experience or cause harm on our roads, including dangerous drivers, people who work on the roads, and vulnerable groups like young people, motorcyclists, pedestrians and the elderly.

The Victorian Budget 2021/22 invests $385.8 million over four years to deliver the plan through new safety infrastructure, strategies to increase public awareness and innovative programs to protect our most vulnerable road users.

Frequent and high-risk offenders will be targeted through reviews of drink and drug driving laws and penalties, the development of new vehicle immobilising technologies, and new approaches to address the root causes of high-risk traffic offending.

The action plan will see 35 additional speed and red-light cameras installed at high-risk intersections and two new networks of cameras on freeways to deter dangerous driving like speeding – which contributes to 30 per cent of fatal crashes on Victorian roads.

The plan will includes initiatives to protect and increase public awareness of those at highest risk on our roads – like food delivery riders, roadside workers, cyclists and pedestrians, while work to keep Victorian kids safe around schools will continue, with $41.1 million to support the School Crossing Supervisor Program for the next two years.

The Labor Government is also working in partnership with the Commonwealth to deliver better road safety infrastructure across Melbourne and regional Victoria – with more road sealing, rumble strips, electronic speed sign upgrades and safety barriers to make every journey safer.

Victoria's first Road Safety Action Plan is being delivered under the new Road Safety Strategy 2021-2030, which sets ambitious targets to halve road deaths and significantly reduce serious injuries by 2030 and sets the state on a path to zero road deaths by 2050.


NEW ONLINE LEARNERS' TEST ROLLING OUT STATEWIDE

Thousands more young Victorians can now take their learner permit tests without waiting for an appointment date or travelling to a VicRoads Service Centre, as the roll-out of the Andrews Labor Government’s new online test scales up.

As the online test rolls out across the state, 1,000 extra prospective learners each week with existing test appointments will be invited to sign up and complete the test.

The new test takes learners through a course that includes a mix of theory, interactive videos and visual graphics before the final assessment, reinforcing key road safety messages with mini-quizzes to progressively test learners’ knowledge in modules like speed, drink and drug driving, seatbelts, fatigue, distractions and road rules.

To access the test, customers will need to create a myVicRoads personal account on a compatible device. The entire course and test will take between four and six hours to complete, with prospective learners having 12 months to sit and pass the online test once they’ve registered.

MORE SUPPORT FOR STROKE SURVIVORS

The Government is committed to providing world-leading support to stroke survivors with an $8.7 million investment to improve health outcomes from cardiac conditions in regional and rural areas.
 
Building on the success of the existing stroke support centre in Geelong, two new centres will be established in Ballarat and Morwell which will offer support, education, wellness programs and information sessions and social activities for more than 200 stroke survivors a month.
 
Returning to work will also be made easier for people recovering from injury, with the help of work readiness assessments and vocational rehabilitation services. This service will also be expanded across the existing centres in Shepparton and Bendigo.
 
Additional stroke support in the package includes:
  • establishing five new rapid access clinics for people with atrial fibrillation (irregular/rapid heartbeat)
  • trialling a digital cardiac rehabilitation service in five health services
  • creating a rural network for help in interpreting ECGs at urgent care centres, and
  • expanding the uptake of screening for cardiovascular disease and link people at risk to appropriate risk reduction programs.

Parks improve people’s health and wellbeing – including by reducing social isolation – and are really important for our environment as well.

That's why we're delivering a new 340 hectare regional park in Werribee - the equivalent of 160 AFL fields of open space.

And it's why we're updating and improving the existing Werribee River Regional Park, too.

The parks are part of the $154 million Suburban Parks Program, which will provide 6500 hectares of new and upgraded, accessible green space for growing communities like ours in Wyndham.

From May to June, you're invited to share your ideas and have your say on what these new and improved local parks will look like.

WILDLIFE ACT REVIEW

Minister Lily D'Ambrosio MP has appointed an independent expert panel to conduct the most comprehensive review of Victoria’s Wildlife Act since it became law in 1975.

This is a once in a generation chance to ensure the Act is modern and fit for purpose, reflective of the Victorian community’s views.

The panel wants to hear from you to help us create a new, best practice Wildlife Act.

COASTCARE GRANTS NOW OPEN

Recently the Andrews Labor Government announced a new round of grants to support volunteers who work hard to conserve, restore and rehabilitate our state’s coastline.

These were released concurrently with the Coastcare Victoria Strategy 2021-2026 which can be found in full here.

Volunteers can apply for grants of up to $5,000 for smaller projects, and for grants between $5,000 and $30,000 for larger-scale projects.

Grant applications are open until Wednesday 23 June 2021.

2021 VICTORIAN LANDCARE GRANTS NOW OPEN

The 2021 Victorian Landcare Grants are now open. $2.55 million is available for environmental groups in your electorate for on-ground works and operating costs.
 
These grants form part of our $7.4 million Community Environment Grants package that preserve our environment and support our government’s plan – Protecting Victoria’s Environment – Biodiversity 2037.

2021 VICTORIAN LANDCARE AWARDS - NOMINATIONS NOW OPEN

The 2021 Victorian Landcare Awards are a great opportunity to celebrate and honour Landcare champions from your local electorate.

The Awards celebrate groups and individuals from across the state who are excelling in conservation, environmental protection and sustainable agricultural practices.
 
The Victorian ceremony will be held in September 2021, with the Victorian winners from national categories heading to the 2022 National Landcare Awards.

VICTORIAN EARLY YEARS AWARDS NOMINATION OPEN

Nominations are now open for the 2021 Victorian Early Years Awards which celebrate the exceptional contributions that individuals and organisations are making to improve the lives of Victorian children and their families.
 
In 2021, the awards will celebrate the achievements and commitment of early childhood professionals across seven award categories, including improving access and participation, supporting parents and promoting children’s health and wellbeing, as well as the prestigious Early Childhood Teacher of the Year.
 
Award winners in each category will receive up to $15,000 to further develop and share the lessons of their exceptional work in kindergartens, schools, local councils, maternal child and health services and other early years organisations across the state. T

he finalists and winners in each category are also eligible to win the prestigious Minister’s Award, selected by the Minister for Early Childhood.

LEARN LOCAL AWARDS 2021 

Nominations for the 2021 Learn Local Awards are now open! 

Learn Locals deliver Adult Community Education across Victoria. They offer great courses in areas such as literacy and numeracy, introductory computer skills, hospitality, photography and horticulture, just to name a few. 

Learn Locals are so important in helping Victorians from all backgrounds develop the skills needed for work and further study.

If you are a Learn Local provider or a student who has studied at one recently, consider nominating for a Learn Local Award.

GET ACTIVE KIDS PROGRAM - ROUND TWO

Round two of the Andrews Labor Government's Get Active Kids Vouchers Program is now open for applications.

The Get Active Kids Voucher Program helps eligible families get their kids involved in organised sport and recreation activities by reimbursing the cost of membership and registration fees, uniforms and equipment. Eligible children may be able to receive up to $200 each.

The current round will close on Friday 9 July 2021.
