Attention All SBHC Providers

The Colorado Department of Public Health and Environment (CDPHE) is interested in learning about School-Based Health Center’s (SBHC’s) tobacco, vape, and substance use screening and assessment practices; the usefulness of Screening, Brief Intervention and Referral to Treatment (SBIRT) algorithms developed for the State Tobacco Education, Prevention and Cessation Grants Program (STEPP) and SBIRT-SBHC Projects; and training needs related to addressing tobacco/vape use and secondhand smoke exposure with adolescents. Your input will help shape the future direction of both projects. Please click on this link to complete this brief survey. Please share this link with your team members. SBHC Program Changes Meeting
The SBHC Program looks forward to meeting with many of you next week (June 1 at 2:30 p.m.) for our last scheduled SBHC Program Changes Stakeholder Engagement session. We plan to share the final funding goals and principles, as discussed last month. Then we will dig into the various funding models that the team explored over the past 3 years and share how our program's funding goals and principles are aligned (or not) with the various models that we considered. 

To prepare for this meeting, please see the attached slides with an overview of our research and proposed funding model (“base + boost”) and come prepared with questions and responses to the questions to consider (slide 14). We understand that many of you may be extending long weekends or wrapping up the end of the school year, and intend to both share the meeting materials on our website and provide other opportunities for you to meet with us or share feedback to incorporate into the final model.

Introducing our New Health Services and Connections Branch Director
I’m pleased to announce that Julie (Hernandez) Heller joined the Prevention Services Division as the new director for the Health Services and Connections (HSC) branch on May 24, 2021. Julie is transitioning from working at the Governor’s Office of State Planning and Budgeting (OSPB) to CDPHE. Prior to joining OSPB, Julie spent more than 10 years working at the Commonwealth of Massachusetts, Executive Office of Health and Human Services and the Department of Transitional Assistance. In these roles she gained experience in performance management, program effectiveness, and labor relations. One of Julie’s most memorable moments was meeting John Lewis, civil right leader and politician. Julie is committed to advancing equity, diversity, and inclusion. She is excited to work with the SBHC Program team.

Message from Angela Oh, SBHC Program Coordinator 

Fiscal Year-End
As we approach the end of the fiscal year, I want to remind grantees of the importance of spending down your SBHC Program budget including any additional funding (from HB 1003 Opioid and Other Substance Use Disorders, SBIRT-SBHC Project, and LARC funding, if applicable) you may have received this fiscal year. If money is left unspent at the end of the contract period (June 30, 2021), your annual contractor evaluation and future funding may be impacted.

You will soon receive communication from Deborah Borek, Budget Analyst, with details on the required Accounts Payable (A/P) process. An Accounts Payable is defined as: A reasonable expectation amount of the cost of a good (equipment, supplies, etc.) or service (work done on CDPHE’s behalf) delivered or provided on or before June 30, 2021, which has not or will not be paid by fiscal year end close. Please be sure to respond to the A/P request by the deadline Deborah will provide in the communication.

Message from SBHC Program Evaluation Contractor, APEX

We are pleased to announce recent updates to the Apex Data App that will enable patients and providers to access Just Health and other screening tools via the web. Colorado SBHCs that already use Just Health will receive this upgrade at no cost. See below for important information about this upgrade:
  • We are giving access to this tool now to allow you to explore the tool and become familiar with the features. Please do not use the web capability with your patients until you receive more information from Apex Support.
  • If you have not already received it, look for an email invitation from support@apexeval.org to set up your account to access Apex Data App from the web.
  • Schedule your training to learn more about how to use the web app.  
  • Explore the web feature and reference these resources to learn more.
  • If you have any questions, please contact us at support@apexeval.org.
Coming Soon: Apex is developing a cross-platform application for iOS and Android, so that screening tools taken from devices will sync to the web app. Alert reports can be viewed, downloaded, and attached to EHRs from the web app even if they were completed on an iPad or other tablet. We will provide more information and support once the cross-platform app is ready.

New SBIRT Reflection Worksheet (DRAFT)- Feedback Requested
Peer Assistance Services would like to introduce a draft of a new SBIRT Reflection Worksheet for SBIRT-SBHC Project participants. This reflection worksheet provides an overview of the key elements of effective adolescent SBIRT for individuals or teams to reflect on the quality of their screening, brief intervention, and referral to treatment. 

Please review the worksheet here and provide any additional feedback, suggestions, or ideas for improvement to Giana Calabrese at Gcalabrese@peerassistanceservices.org by June 25, 2021. Peer Assistance Services plans to finalize this reflection worksheet after reviewing feedback, and promoting this worksheet during the FY 21-22 SBIRT-SBHC Project trainings.  

Referral to Treatment Learning Community Session #4 Recording is now available
On April 21st, 2021, Paula Riggs, MD, Professor and Director of the Division of Substance Dependence, University of Colorado School of Medicine presented, “Let’s SBIRE to Make SBIRT Even Better: Clinical Tools and Tips for More Effective Brief Interventions and Treatment Referral.” A recording of this LCS is now available here. All of the LCS materials, presentation slides, and information about the Encompass program can be found in CDPHE’s SBIRT-SBHC Project Resource Warehouse:  FY 20-21 LCS #4 Folder.
 
Seeking SBHC Behavioral Health Provider Representative for the SBIRT-SBHC Project Steering Committee

CDPHE is required to develop and sustain a Steering Committee for the SBIRT-SBHC Project. The purpose of this committee is to inform a comprehensive, systems integration of SBIRT into school-based health settings in Colorado. Presently, we are seeking a representative of SBHC Behavioral Health Providers from one of SBHC sites participating in the project to serve on this committee. The steering committee meets every other month for 2.5 hours. If you are interested in serving on the committee, please complete and return this form by no later than Friday, June 4, 2021. If you would like to know more about the work of this committee, please contact me (Kristina.green@state.co.us or 303.692.6279).

Substance Use Disorder(SUD) Provider Network List
Regional Accountable Entity (RAE) contracting and network development is an ongoing process. Below is a link to a listing of SUD providers  and this list is updated regularly. RAEs may, in some cases, work with providers out of their network to ensure continuity of care for members. Please reach out to a member's RAE for more information about access to out of network care. You can look up providers in a certain city, contracted with a certain RAE, etc.    

Children, Adolescent & Young Adult Health Resources

A message from Colorado Access:
Effective July 1, 2021, all Child Health Plan Plus (CHP+) eligible members will be automatically enrolled into a CHP+ Managed Care Organization (MCO). As a result, if you do not have an active contract with a CHP+ MCO, you will not be eligible for reimbursement for services delivered to CHP+ members after June 30, 2021.

The CHP+ State Managed Care Network (SMCN) will no longer be available to pay for health care services delivered to CHP+ members after June 30, 2021. The Colorado Department of Healthcare Policy and Financing strongly encourages providers to begin the contracting process with CHP+ MCO(s) now to ensure continuity of care for members and timely reimbursement. Please see the attached letter for more information.

Webinar: The Continuing Evolution of Telehealth in Substance Use Disorder Treatment: Key Stategies for a Thriving Practice
In this webinar, attendees will explore the promising practices and insights learned since the start of the COVID-19 pandemic, when the delivery of substance use disorder treatment transformed to incorporate and rely on telehealth. We will discuss the changes in SUD treatment that occurred over the past year and how practitioners can utilize telehealth to improve substance use disorder treatment through and beyond the pandemic. Organizations, professionals, and clients can each take specific steps to maximize telehealth services. Attendees will learn strategies to promote these steps, including the use of a provider and client checklist for telehealth as well as an organizational QuickStart guide.

Telehealth Survey:
The Office of eHealth Innovation and Prime Health have launched the Regional Telehealth Learning Collaboratives (RTLCs) to collect insights that will inform statewide telehealth infrastructure and would like to hear from providers like you! The survey contains multiple choice questions about telehealth practices and your telehealth experience. It should take no longer than 15-20 minutes, and 3 providers who complete the survey will be chosen to win a $100 gift card. Responses are due by June 11. Take the survey here
