MSD STRATEGIC PLAN SURVEY FOR RESIDENTS

As a new local district, the Greater Salt Lake Municipal Services District (MSD) is embarking on its first-ever strategic planning effort.
In partnership with our district membership that includes five metro townships, one town and unincorporated Salt Lake County, we are seeking your assistance to help drive how to best support each community over the next several years. Please share your insights on community priorities through the resident online survey.

KEARNS PLANS COMMUNITY EVENT TO HELP
PREVENT CRIME
|
|
|
|
The Kearns Night Out Against Crime will be held June 18th at the Kearns Library and Kearns Police Precinct. The Unified Police Department and Unified Fire Department will have vehicles and demonstrations on display. There will be community booths for the health and safety of Kearns residents. This is a great opportunity to get out and meet your neighbors at this FREE event. A COVID-19 Pfizer vaccination clinic will be set up for anyone over 12 years of age. A parent or legal guardian needs to be present to give consent for anyone under age 18. Come learn how to prevent crime in your neighborhood. There will be prizes and handouts (while supplies last). This event is presented by the Kearns Community Council.

Nathan turns to fellow gambler, Sky Masterson, for the dough, and Sky ends up chasing the straight-laced missionary, Sarah Brown, as a result. Guys and Dolls take us from the heart of Times Square to the cafes of Havana, Cuba, and even into the sewers of New York City, but eventually, everyone ends up right where they belong.

KEARNS ADOPTS AMENDMENT TO GENERAL PLAN
|
|
|
On May 10th, Kearns adopted the Resilience + Infrastructure Element as an amendment to its General Plan. This formally concludes Kearns’ general planning process. The Kearns Resilience + Infrastructure Element is one of the first of its kind in Utah.
|
The plan considers social, digital and brick-and-mortar infrastructure, as well as strategies for promoting community resiliency. We are so excited to continue working with the community to advance the goals and objectives of these plans. The full element and general plan can be found at https://bit.ly/lrp-kearns.

MSD CELEBRATES BIKE MONTH BY LAUNCHING PROJECT

May was Bike Month in Utah!
The MSD celebrated by partnering with the Salt Lake County Bicycle Advisory Committee and BikeUtah to launch a tactical urbanism project in Kearns. The team placed temporary wayfinding signage along a low-stress bike route in the northeastern quadrant of Kearns.
|
The project is intended to promote bike ridership, especially among youth, who can use the route to access nearby elementary schools. The Kearns Bike Month project coincides with the Kearns and Magna Active Transportation Plan which will kick-off shortly. Visit this link to learn more:

MAGNA: 700 SOUTH AND 8000 WEST
INTERSECTION REALIGNMENT
|
|
|
As part of the construction of 2550 South (Beagley Road), Magna is widening 7200 West near the intersection of Beagley Road. These improvements will allow better turn movements from Beagley Road onto 7200 West and vice versa. The main widening work on 7200 West will begin in mid-June and go through mid-August. Last April, some preliminary work was completed. The Riter Canal goes under 7200 West just south of Beagley Road. In order to widen 7200 West, crews extended the concrete box culvert that conveys the Riter Canal under the road. The Riter Canal flows year-round, except for two weeks at the beginning of April, so the box culvert was extended in the canal during this annual shutdown.

NEW WAYFINDING SIGNS INSTALLED THROUGHOUT KEARNS
|
|
|
The Greater Salt Lake Municipal Services District (MSD) and Kearns Metro Township, in partnership with the Utah Department of Transportation (UDOT), installed new wayfinding signs throughout Kearns Metro Township to provide pedestrian and bike directions
|
towards key local destinations. Installation was completed in May 2021. Project design and construction costs were $95,000, with Kearns matching $35,000, and a grant from Wasatch Front Regional Council for $60,000.

SALT LAKE COUNTY APPROVES A 2021-2022 COMMUNITY DEVELOPMENT BLOCK GRANT FOR MAGNA
|
|
|
Salt Lake County Mayor Jennifer Wilson and the mayors of the 12 Urban County Cities and five Metro Townships have approved Magna's application for funding for the 2021-2022 fiscal year. The project is the Magna Downtown Revitalization Expansion ($219,105) and the 4805 South, 4480 Wesst and 4835 South Loop Sidewalk ($232,136). Congrats MSD and Magna Metro Township!

Anders Hart
|
|
Anders Hart joined the MSD Long Range Planning Team as a summer intern on May 20th. Anders is a graduate student in the University of Utah’s City + Metropolitan Planning program. His specialties include GIS and data analysis, and he is especially interested in housing and transportation planning. He earned a B.S. in Conservation and Restoration Ecology, graduating summa cum laude and with University Honors minoring in Watershed Science.
We look forward to working with Anders to progress general planning and implementation in our communities!

Molly Gaughran
|
|
Molly Gaughran began work with the MSD Current Planning Team on June 1st. Molly is a recent graduate of the University of Utah’s Masters of City + Metropolitan Planning program. With a unique background in health care administration, Molly brings a new perspective in planning for community health and welfare. Molly specializes in small town and resort planning, and comes to us with robust experience in land use code writing, having served as a consultant over the past year. We welcome her to the MSD team!

Kate Davies
|
|
At the end of May, we said goodbye to long-range planner, Kate Davies. Kate had been with the MSD since 2019 and was instrumental in helping the Long Range Planning Team through its first wave of general plan preparation and implementation. Kate has accepted a faculty position with Tufts University in Boston, as the Chair of their Sustainability Program. Although sad to be leaving the MSD, she is excited to be heading east, closer to her family. We wish Kate the best of luck in her next endeavor!

Ask a Codie : June 2021
April showers bring May flowers and May flowers bring…I dunno…pilgrims, I guess. But June marks the beginning of the code enforcement weed season. And with weed season now upon us, Magna code enforcement officer Tom Zumbado answers questions from citizens about code enforcement, municipal ordinances and everything in between. This month, "NotThatKindOfWeed" writes:
What ordinances cover weed control and what happens if a homeowner decides not to cut their weeds?
Oh yeah; that’s a good one. Anyone who’s lived here for longer than a year will tell you that the hot, dry climate of the Wasatch Front makes for a perfect environment that hinders regular plant growth while encouraging weed growth. And those smelly, stabby, chokey, sometimes-flammable, histamine-inducing, photosynthetic jerks take full advantage of the situation. Weeds are a huge bummer for the MSD. They aggravate allergies, choke the life out of flowerbeds and vegetable gardens, and sometimes threaten the health and safety of citizens with pre-existing respiratory problems. It’s such a big problem that some local governments have dedicated teams just for weed abatement and even the state has an official Noxious Weed Program Manager and Weed Specialists. (Not as cool a job as you think.) In Magna, the town ordinance that governs the control of noxious weeds is Chapter 9.60, which includes:
“Township Code Section 9.60.010 -
It is unlawful for any person, corporation, partnership or legal entity owning or occupying real property in the county to let the height of weeds on such property to

grow beyond the maximum permitted, or to fail to remove from the property any such weeds or refuse, unsightly or deleterious objects or structures, after having been given written notice by the county or the health department.”
And…
“Township Code Section 9.60.020 - Weeds shall not be permitted to reach a height of more than six inches at any time, and shall be cleared from all real property in the county. The cuttings shall be cleared and removed from the premises.”
When Code Enforcement receives a complaint about weeds, our first task is to investigate the property to see if the complaint is substantiated. If we see signs of overgrown noxious weeds, then we’re duty-bound to start a case and issue a Notice of Violation. From there, the property owner has three weeks to cut down the overgrown vegetation and dispose of the clippings. When your CE officer returns for the
re-inspection, the case is often closed due to owner compliance and weed removal. But occasionally, some folks don’t comply with the notice and fail to cut their weeds. That’s when we do it for them. No, no, it’s not charity. If Code Enforcement has to coordinate a weed abatement on a property, they’ll enlist the efforts of Salt Lake County Public Works to send a crew out to the property to cut the weeds on behalf of the property owner. Once that’s complete, the total costs of the abatement are added to the property taxes of the land to be paid by the owner at the end of the year. So all the manpower, fuel, equipment maintenance, transportation, administrative fees… it all gets tallied up and added to the owner’s end-of-year property taxes. Ouch.
So yeah, local governments don’t mess around when it comes to weeds. If you ever find yourself receiving a notice for a weed violation, just do yourself a favor and scalp ‘em. It’ll be far cheaper in the long run.
