National Housing Finance Agency Publishes State HFA Factbook

Each year, NCSHA conducts a comprehensive survey of the state housing finance agencies’ program activity and compiles it in the State HFA Factbook. This information supports NCSHA’s advocacy with Congress, the administration, and the numerous federal agencies concerned with housing by providing hard evidence of HFA program results and successes. The Factbook also helps HFAs to compare their programs and operations to those of other HFAs and to learn from one another. Industry professionals find the Factbook an indispensable tool as they work with and provide services to HFAs and the people they serve. Newly Launched Eviction Prevention Program Update from Maine Equal Justice

The Eviction Prevention Program (EPP) opened this week. It's a lifeline for many rent burdened Maine families, but we must build on it to ensure everyone has a safe, affordable place to live. The MEJ legal team has created a guide to the EPP with answers to commonly asked questions. If high rents have been a burden for you in recent years, we also want to hear from you in our 2024 Community Survey, coming soon! The idea for the Eviction Prevention Program began as a response to a problem Mainers know all too well: high rents have led to increasing evictions, and too many lives are being turned upside down. Its launch this week has generated a lot of interest and hope.

Congratulations to Bangor Housing on Opening Their Opportunity Center to Provide Onsite Access to Education for Parents and Families to Climb the Economic Ladder

MAHC member, BangorHousing, celebrated the grand opening of their new opportunity center. This dedicated space will allow BangorHousing to expand its successful programs aimed at helping families climb the economic ladder and create a better future for their children. Senator Collins secured $2 million in Congressionally Directed Spending for this project, which will allow more Maine families to take part in BangorHousing training and child care programs, such as the Family Self Sufficiency program that has helped hundreds of households increase their incomes by an average of more than 300 percent over five years.

 

MaineHousing Notice of Rulemaking for HousingFirst Program - Public Hearing 11/19, 10 am
The proposed Chapter 36 of MaineHousing’s rules, the Housing First Program Administrative Responsibility Rule, and Notice of Agency Rulemaking Proposal (MAPA-3) are released. This is a new joint rule by MaineHousing and the State of Maine Department of Health and Human Services (the Department).  As the title of the rule indicates, the rule sets for the administrative responsibilities of the agencies with respect to the State of Maine’s Housing First Program. The Housing First Program provides funding for support and stabilization services for residents of properties in the State of Maine that provide permanent housing for persons who are experiencing chronic homelessness. A joint public hearing will be held by MaineHousing and the Department on the attached rule and the Department’s counterpart rule at 10:00 AM on Tuesday, November 19, 2024 at MaineHousing’s office, 26 Edison Drive, Augusta, Maine 04330-6046. The public comment period for both rules will end at 5:00 PM on Monday, December 2, 2024. MaineHousing RFQ to Establish a Housing First Program- Due 1/16/25

Funds have been provided to establish a Housing First Program. MaineHousing is requesting qualifications to select Developer/ Owner/Manager/Service Provider Teams to develop and operate site-based housing with 24-hour on-site staffing support for people experiencing chronic homelessness (“Housing First”). Deadline for submission is January 16, 2025 @ 5pm. More
