Outcomes report published for 2023/24

  • Attracting private investment into the bus sector to speed up the delivery of electric buses 
  • Supporting a public-to-public sale of an old health centre that will see the site transformed into much-needed affordable housing
  • Working with multiple partners to support the delivery of the Edinburgh Home Demonstrator to deliver more affordable, net zero homes into the capital
  • Supporting Stornoway Port Authority’s application of the Growth Accelerator initiative that led to the opening of the deep water terminal that is anticipated to attract £5bn of long-term economic benefit over the next 10 years
  • Ensuring the design of East Lothian Council’s Wallyford Campus took into account strategic alliances with the Regional Construction Skills Academy and Agricultural Skills Academy to support future local employment needs and the Council’s growth masterplan
  • Supporting public bodies adopt the Net Zero Public Sector Buildings Standard to use on their new or refurbished construction projects with the value of projects being delivered topping £3bn
These are just some of the infrastructure activities we have been leading on during 2023/24 that feature in our updated Outcomes Report which has been published today.

When we published our five year Corporate Plan in 2019, we set out ten infrastructure-related outcomes that would drive our work in support of Scottish Government’s National Performance Framework.

Working towards those outcomes, today we have added 19 new case studies to our Outcomes Report, each demonstrating the progress we and our many partners are making to maximise the positive social, economic and environmental benefits from infrastructure across Scotland.
OUTCOMES REPORT

Investment in electric vehicle charging network

Earlier this week, First Minister, John Swinney announced plans to expand the electric vehicle charging network across Ayrshire and the Glasgow City Region. A £6.3 million investment from the Electric Vehicle Infrastructure Fund will lead to the introduction of approximately 3,550 new public EV charge points across the region.

Speaking of the announcement, Alastair Young who leads our team said: "We're delighted to see continued growth in the availability of public EV charging in Scotland. With over half of all public charge points now being operated by the private sector, it’s encouraging to see the willingness of private operators to invest in Scotland. 

"We’re working with Transport Scotland to encourage and accelerate the delivery of private investment in EV charging infrastructure and, through the Electric Vehicle Infrastructure Fund, support local authorities in bringing new partnerships to the market that will help enable a comprehensive network.
 
"In addition to the funding allocations for the Ayrshires and Glasgow City Region announced today, there’s a growing pipeline of initiatives that will come to market over the next few months. Tender published for Dundee heat network

With strategic support provided by our Net Zero Buildings team, Dundee City Council has launched the advisors tender for its proposed heat network.

Several companies have expressed interest in the plans following the prior information notice (PIN) that was issued earlier this year.

In that PIN, Dundee said it was looking for legal advisors to develop its plans for a private sector delivery partner to develop a heat network system for the city.

As part of that notice, the authority said it was attempting to establish the optimum delivery model and procurement strategy for the heat network, in order to unlock long-term deployment at scale within the city. 

First tenants move into pioneering affordable homes in Edinburgh

Last week, the first tenants took the keys to their new 'net zero ready' affordable homes located in Granton in Edinburgh. 

These new homes have been built using modern methods of construction delivered through the
Edinburgh Homes Demonstrator (EHD) which is a partnership between ourselves, Scottish Government, BE-ST, The University of Edinburgh, Edinburgh Napier University and The City of Edinburgh Council.

Ryan Cossar, who had led on the EHD programme within our Improving Project Delivery workstream, said: "The Granton Station View development is a good example of how modern methods of construction has enabled the delivery of net zero ready homes at pace without compromising on quality.

"Those moving into these new homes will see a marked difference in reducing their energy consumption thanks to a combination of building fabric enhancements and low carbon technologies which, particularly at this time of year, will impact positively on their energy bills."

Update of Argyll & Bute TIF

Shona Robison, the Cabinet Secretary for Finance and Local Government has recently approved proposed changes to the Argyll & Bute Tax Incremental Financing (TIF) scheme that will enable the next phases of development to take place.

Our Place, Housing and Economic Investment team has led on the TIF programme as a way of securing infrastructure investment that unlocks regeneration and inclusive economic growth.

These next phases will see infrastructure investment at Oban Airport to expand infrastructure improvements and at the Lorn Arc in Oban which will unlock both commercial development and 400 new homes.  

Further funding announced to Islands Programme

Since 2021, our Place, Housing and Economic Investment team has supported Scottish Government's funding to the Islands Programme.

Last month a further £3m of funding was announced by Scottish Government, taking the total number of projects funded across 51 islands to 71, all of which help implement the strategic objectives of the National Islands Plan.

Speaking of the announcement, Neil Rutherford who leads the Place, Housing and Economic Investment team said: “Our infrastructure experts have worked closely with the island Local Authorities and Scottish Government to ensure the Islands Programme continues to deliver positive outcomes for the island communities.

"This new funding will go a long way to support repopulation, economic growth and local jobs, and we’re looking forward to continuing to work with the project teams to see their visions move into reality and achieve what the communities need most.”
