Working for a breakthrough

WHO Member States are back together at the twelfth meeting of the Intergovernmental Negotiation Body (INB) (Nov. 4-15) to make progress on a pandemic agreement. With efforts to make this a make-or-break moment for important and contentious priorities, negotiators will be evaluating their progress on Friday (Nov. 8) to reach a decision on Monday as to whether a World Health Assembly could be called in December to finalize the agreement. WHO’s Dr. Tedros opened the meeting noting that “ingredients are in place” to achieve the agreement’s objectives while urging countries to “not allow the perfect to become the enemy of the good or even the excellent.” Despite the rhetoric, progress on core issues for equity — like PABS, financing, tech transfer, prevention, and global cooperation — is slow, with some Member States signaling some doubts and reluctance to meet the December deadline.   

Still, advocates — including PAN partners, MSF, and Health Action International — continue to call for consensus building to expeditiously drive action to finalize a meaningful, equitable, and enforceable pandemic agreement. 💥 Quick post. 💥 ICYMI, check out PAN’s Day 1, Day 2, and Day 3 recaps for key facts, highlights, and notable expert content. Long-term EU budget

PAN Executive Director and Co-Founder Eloise Todd and Center for Global Development’s (CGD) Mikaela Gavas penned an article calling on the EU’s institutions and its Member States to learn from recent history and invest more — not less — in partnerships and poverty alleviation. With planning for the next 7-year EU budget underway, the article calls on the Commission to draft a Multiannual Financial Framework for 2028-2034 that is set up for success, not scarcity, and future-proofs its development budget. 💥 Quick post
