Nuevo informe: Salvando Imataca

Resumen Ejecutivo

La Ley Orgánica de la Megareserva de Agua Dulce y Biodiversidad del Sur del Orinoco y la Amazonía (2018) establece que la Reserva Forestal de Imataca sea transformada en una Reserva de Biosfera. Esta abarca cerca de 3.800.000 ha y representa un espacio geográfico de relevancia mundial, con excepcionales características físicas y biológicas naturales, culturales y socioeconómicas, que ofrecen condiciones y oportunidades igualmente únicas para la construcción de escenarios de futuro bajo esquemas de uso sustentable de sus recursos.

Imataca ha sufrido, al menos durante las últimas dos décadas, los embates de una política extractivista desaforada, cuyas cicatrices son evidentes tanto en sus ecosistemas como en sus tejidos culturales y socioeconómicos. De continuar así, se pone en riesgo la posibilidad de alcanzar un desarrollo humano que no solo mejore las condiciones de vida de las poblaciones actuales y de las generaciones futuras, y que destruya tan valioso patrimonio natural y cultural. A partir de este cambio de figura jurídica se abre una posibilidad de fomentar la adopción de modelos de desarrollo sustentable para la región, restringiendo y eliminando las actividades extractivas no sostenibles e impulsando el uso adecuado de los recursos, que permitan a sus habitantes diseñar y construir un futuro acorde con sus aspiraciones, con la única condición de no comprometer las capacidades y alternativas de decisión y desarrollo de las futuras generaciones.

Esta posibilidad, enmarcada dentro de las directrices del Programa Hombre y Biosfera de la UNESCO, requerirá no solo del conocimiento, imaginación y compromiso de los habitantes de la región, sino también del Estado venezolano (en todos sus niveles nacional, estatal y, sobre todo, municipal) que si bien se ha comprometido (en el papel) con la adopción de formas sustentables de desarrollo, éstas no han sido puesto en práctica. La Reserva de Biosfera da la oportunidad ideal para ello.

Este informe no solo presenta, en forma breve, el marco técnico de las reservas de biosfera en general, las particularidades físico naturales de la región, las culturales y las socioeconómicas, sino que además propone lineamientos para la zonificación, el ordenamiento y algunas acciones que son necesarias para promover con éxito el ensayo de modelos de desarrollo hum ano exitosos acorde a las realidades que la región presenta.

Executive Summary

The Organic Law of the Mega Reserve of Freshwater and Biodiversity of the South of the Orinoco and the Amazon (2018) establishes that the Imataca Forest Reserve will be transformed into a Biosphere Reserve. It covers about 3,800,000 hectares and represents a geographical space of global relevance, with exceptional natural, cultural and socioeconomic physical and biological characteristics, which offer equally unique conditions and opportunities for the construction of future scenarios under schemes of sustainable use of its resources.

Imataca has suffered, at least for the last two decades, the onslaught of an unbridled extractivist policy, whose scars are evident both in its ecosystems and in its cultural and socioeconomic tissues. If this continues, the possibility of achieving human development that not only would improve the living conditions of current populations and future generations, would be at risk. This legal modification opens up the possibility of the adoption of sustainable development models for the region, restricting and eliminating non-sustainable extractive activities and promoting the appropriate use of resources, which allow its inhabitants to design and build a future in accordance with their aspirations, with the sole condition of not compromising the capacities and alternatives of decisions and development of future generations.
This possibility, framed within the guidelines of the UNESCO Man and Biosphere Program, will require not only the knowledge, imagination and commitment of the inhabitants of the region, but also of the Venezuelan State (at all its national, state and, above all, municipal levels) that although it has committed (on paper) to the adoption of sustainable forms of development, these have not been put into practice. The Biosphere Reserve gives the ideal opportunity for this.

This report not only briefly presents the technical framework of the biosphere reserves in general, the physical, natural, cultural and socioeconomic particularities of the region, but also proposes guidelines for zoning, planning and some actions that are necessary to successfully promote the testing of successful human development models according to the realities that the region presents.

UNESCO Draft decision adopted in Riyadh
Decisión de UNESCO adoptada en Riad

Tras ser alertados por testigos en la 45ª sesión ampliada del Comité del Patrimonio Mundial de Riad, Reino de Arabia Saudí, de que representantes del gobierno venezolano estaban intentando modificar el Proyecto de Decisión sobre el Sitio del Patrimonio Mundial Parque Nacional Canaima (Venezuela), SOSOrinoco envió una petición urgente a todos los miembros del Comité solicitando que el Proyecto de Decisión sobre Canaima no fuera modificado y fuera aprobado tal y como estaba redactado en la reunión de París en julio de 2023.

Nos complace informar que el Borrador de la Decisión (página 116) fue aprobado.

After being alerted by witnesses at the Extended 45th session of the World Heritage Committee Riyadh, Kingdom of Saudi Arabia that Venezuelan government representatives were attempting to modify the Draft Decision on Canaima National Park World Heritage Site (Venezuela), SOSOrinoco sent an urgent plea to all the members of the Committee requesting that the Draft Decision on Canaima not be modified and be approved as drafted at the Paris meeting in July 2023.
