Dear Neighbor,
This is my final newsletter message to you before the election on November 7. I want to encourage everyone to get out to the polls and do your civic duty.
East Hartford, I have been Mayor since November of 2021. We have done some really cool things from establishing a dog park and filling it with agility equipment made by local students, to creating a Cricket Field. We started some magnificent development at Rentschler Field, we acquired Silver Lane Plaza and the Church Corners Inn property, and so much more.
It has been my honor and privilege to serve the residents of the Town of East Hartford, doing innumerable good things with your support and the support of my directors and staff.
I have no doubt that the next Mayor will continue to run the playbook and East Hartford will proceed with the slight uptick trajectory that we started on in the last two years.
With that, I will see you around town!

| | | East Hartford’s Small Business Saturday Passport Contest October 24 - November 22, 2023
The East Hartford Development Department and local Main Street businesses have joined together to offer a fun contest in celebration of Small Business Saturday. Individuals who wish to participate are asked to collect stickers from at least 5 participating businesses.
How to participate? Pick up a contest passport at any of the participating businesses starting October 24, 2023.
Passports will be available at the following locations: Community Cultural Center – 50 Chapman Place, East Hartford Raymond Library – 840 Main Street, East Hartford Wickham Library – 656 Burnside Avenue, East Hartford
Fill out the required information in the passport book, including your name, email, and phone number.
Visit at least five of the participating businesses and ask for a passport sticker.
Drop off your filled out passport in the designated boxes at the Community Cultural Center or either branch of the East Hartford Public Library by Wednesday, November 22. Only one entry is allowed per person.
On Small Business Saturday, November 25, 2023 three winners will be selected at random from passports that have at least five stamps. Winners will receive a $100 gift card from one of the participating businesses. The contest is open to both East Hartford residents and visitors. | Plan of Conservation & Development Workshop
Tuesday, November 28, 7 PM
The Town of East Hartford Planning and Zoning Commission is beginning the process of drafting the Town’s 2024, 10-Year Plan of Conservation and Development.
As part of the development of the Town’s 2024 POCD, the Planning and Zoning Commission is seeking feedback from residents at a public workshop session on November 28 at the East Hartford Senior Center at 7 PM.

| | Town-Wide Leaf Collection Began
The Town of East Hartford has begun the annual curbside leaf collection program. The program features a continuous vacuuming of leaves placed in piles on a tree belt.
Leaves will be vacuumed Monday through Saturday starting October 30th until all leaves are collected along each street.
The expected completion date is December 9, 2023.

| Town Offices Are Closed Friday, November 10
All town offices, including the East Hartford Transfer Station will be closed Friday, November 10, 2023 in observance of Veterans Day.
Both branches of the Library will be closed on Friday, November 10, but open on Saturday, November 11 (10 AM – 2 PM) and Sunday, November 12 (1 – 5 PM) at Raymond as usual.
There will be no leaf collection on Friday, November 10. The Transfer Station will be open Saturday, November 11, 2023 for leaf drop off only from 8 AM to 1:45 PM.
All town offices will reopen on Monday, November 13, 2023 for regularly scheduled hours of operation.

Trash and recycling pickup will remain on schedule without delays the entire week.
The normal transfer station schedule is as follows: Monday, Tuesday, and Friday from 7:15 a.m. to Noon and 12:30 p.m. to 2:45 p.m.(holidays excluded), and the first and third Saturdays of the month from 8:00a.m. to 1:45 p.m. (holidays excluded). The transfer station is closed on Wednesdays and Thursdays.

Join us in a memorable experience to honor our Veterans by placing an American flag at the Veteran’s headstones for Veterans Day.
We welcome all volunteers who want to honor our Veterans. Volunteers are encouraged to bring a long screwdriver to help make a hole in the hard earth for the flag shaft.

Indoor Pickleball for East Hartford residents 55 years of age and older. This will be another positive boost to a very popular program for seniors. The Town has opened up six new first class concrete courts located at Hockanum Park on High Street.
The program will be held at the East Hartford Tennis Club, 151 Roberts Street. The cost is $5.00 each day. The Tennis Club can be contacted for any questions (860)528-9251.

Did you know East Hartford has over 20 beautiful parks and active/passive recreational areas? In this series, each month we will be highlighting one of the many East Hartford’s Parks! |
HOCKANUM PARK |
|
Hockanum Park was one of the original parks developed by the Town of East Hartford first Full Time Parks and Recreation Director Nicholas F. Foran during post World War II. Since 1921, the Town of East Hartford has only one Park – Burnside Park (now known as Martin Park). During the early 40’s, East Hartford was growing fast and was in much needed park space. Hockanum Park was one of the new parks.
The park is part of the south side of the town’s park system. The northern section of the park is the former Hockanum School, now a school for pre-school aged children, the Early Childhood Learning Center at Hockanum School. The park, itself is divided into two section by the Pewterpot Brook. The bigger section runs along High Street and consist of the most amenities; Terry Pool, a basketball court, six pickleball courts, a pavilion, swing sets, open athletic field, and a public parking lot. The small section of the park is located on main street and consist of two basketball courts. The main entrance to the school is on Main Street.
Acres –Hockanum Park is 16 acres with access from two major roads, High Street to the west and Main Street to the east. Most of the amenities are located off of High Street with open space in the middle. Main Street has two very popular basketball courts and also the entrance to the Early Childhood Learning Center at Hockanum School is located on Main Street. There is an open grassy area in front of the school to Main Street that in the past has been used as soccer fields.
Picnic Pavilion& Swings - The pavilion is one of the smaller pavilions in town, 500 sf and because there are no public bathrooms when the pool is open, it is not rented out very often. Located in the southwest corner of the park off of High Street, it is next to the parking lot and pool. The area is home to the Teen Summer Camp from late June to Mid- August. There is one grill and two sets of swings; one set has 4 toddler swings and the second set has 7 swings and 1 infant swing.
Terry Pool– Opened in 1979 it was the town’s last of five outdoor pools to be built, the pool is one of the top summer attractions in town and the area, hosting regional swim meets during the summer. The pool is also very unique in a couple circumstances. The pool is a 50M pool with 8 lanes and features a 12 meter diving board. The pool is home to a variety of the groups throughout the summer. The Parks and Recreation Teen Camp use the pool Monday through Friday from late June to mid-August. Five different swim clubs rent space for practices and meets; East Hartford YMCA LEHY Swim Team, Charter Oak Aquatic Club, Glastonbury Swim Team, and Shoreline Aquatics Club.
Basketball Courts– The park has three basketball courts; one court is on the west side of the park next to the tennis court. This court has lights. The other two are off of Main Street. The Main Street Courts have been rehabbed in recent years and get plenty of usage.
Pickleball Courts– The park has six pickleball courts built in 2021 along High Street. The courts have become extremely popular. The lights at the courts no longer work and most likely have not worked in a long time.

America Recycles Day began in 1997 to remind Americans of the importance of recycling year-round!
The recycling rate in America has increased from less than 7% in 1960 to the current rate of 32 percent as a result of education about the conservation of natural resources, protection of the environment, and reuse of materials. The recycling efforts of communities and businesses throughout the United States have helped with this success and growth. However, East Hartford’s diversion rate is estimated at 25% which is below the average. The diversion rate is the portion of waste not sent to the landfill. We can all do more, especially in terms of RECYCLING CLEAN!
RECYCLING CLEAN means careful placement of items, WHAT’S IN/WHAT’S OUT, in your recycling blue carts. Please be thoughtful about what you place in the blue cart: when in doubt, throw it out in your green trash cart.
See below the list of acceptable items in your blue carts: Glass: Beverage bottles & jars; Food bottles, and jars.
Metal: Aerosol containers (food grade only), Aluminum foil (make sure it is clean), Cans & bottles.
Plastic: Plastic bottles (with or without caps attached); Plastic containers tubs & lids; Plastic one-use cups (no lids, no straws).

Personal Property Declarations: Anyone with an extension on Personal Property Declaration filing may still submit their declarations without penalty by the date agreed to with the Assessor Department.
If you have not filed and do not have an extension, we will still process your declaration but it will include a 25% penalty for late filing.
Vehicle Adjustments: Any bills for the 2020 Grand List for motor vehicles can no longer be adjusted. If it was gone prior to October 1, 2020, we can still remove these bills.
Any bills for the 2021 Grand List have until the end of the year for adjustments. Please look at what you owe the Town and if you have one of these bills, please call us to find out how to get them adjusted while we still have the ability to do so.

| Flu & COVID-19 Drive-Thru Clinic Saturday, November 4, 10 AM - 2 PM
The East Hartford Health Department is offering a drive-thru flu and COVID-19 vaccination clinic on Saturday, November 4th, 10 AM to 2 PM for residents 12 years and older.
Regular and high dose flu vaccines will be available at the clinic as well as the updated COVID-19 Moderna (Spikevax) vaccine.
The clinic will be held at 90 Remington Road near Norris Elementary and McAuliffe Park. Residents are advised to access Remington Road from McKee Street and follow the signs for the clinic entrance. The clinic will have a walk-up vaccine station for residents arriving by public transportation or on foot from nearby neighborhoods.
No appointment is needed. Residents are advised to bring their insurance and ID cards; however, no one will be turned away.

| November is National Smoking Cessation Month
November is recognized as National Smoking Cessation Month. If you or a loved one smoke cigarettes and wish to quit for the first time or try again, don't give up and know that you are not alone.
Cigarette smoking remains the leading cause of preventable death and disease in the United States, accounting for 480,000 premature deaths per year.
On November 15, smokers across the nation will try to quit smoking. When you quit smoking, it can bring immediate health benefits, even if you already suffer from a smoking-related disease. If you are a lifelong smoker, it is still worth it to quit. Your body will start to restore itself and you will lower your chance of getting cancer.

The theme for World Diabetes Day 2023 is Access to Diabetes Care. The campaign draws attention to issues of paramount importance to the diabetes world and keeps diabetes firmly in the public and political spotlight.
People living with diabetes should have access to on going education to understand their condition and carry out the daily self-care essential to staying healthy and avoiding complications.
International Diabetes Federation(IDF) is committed to facilitating learning opportunities for all people impacted by diabetes. The Understanding Diabetes platform provides free online and interactive courses to help people with diabetes to understand and manage their condition. | |

East Hartford Brewing was built on the solid foundation and the history of Olde Burnside Brewery, but we’re looking to create a new and exciting brewery experience in the eastern corner of the state. | Message from the Fire Chief Whatever holiday you celebrate, preparing a holiday meal can be a memorable experience. We would like you to have it be a positive one. Thanksgiving is the peak day for home cooking fires with more than three times the daily average for such incidents. Christmas Day and Christmas Eve ranked second and third, with both having nearly twice the daily average. Here are some cooking tips from our Fire Marshal’s office.
Stay in the kitchen when you are cooking on the stovetop so you can keep an eye on the food.
Stay in the home when cooking your turkey, and check on it frequently.
Keep children away from the stove. The stove will be hot and kids should stay three feet away.
Make sure kids stay away from hot food and liquids. The steam or splash from vegetables, gravy or coffee could cause serious burns.
Keep knives out of the reach of children.
Be sure electric cords from an electric knife, coffee maker, plate warmer or mixer are not dangling off the counter within easy reach of a child.
Keep matches and utility lighters out of the reach of children — up high in a locked cabinet.
Never leave children alone in a room with a lit candle.
Keep the floor clear so you don’t trip over kids, toys, pocketbooks or bags.
Make sure your smoke alarms are working. Test them by pushing the test button.
Whatever holiday you celebrate this season, make it a safe one. All of us here at the East Hartford Fire Department send you warm wishes for a great holiday season.

On Sunday, October 29, 2023, the Town of East Hartford and East Hartford Parks and Recreation held their first Trick or Treat Trail event for local children and families! The Community Cultural Center was filled with fun Halloween spirit, spooky costumes and decorations and lots of candy for all! |
