The 2023 National Flood Insurance Program/State Hazard Mitigation Officer Region 3 Conference is proudly cohosted this year by the Delaware Emergency Management Agency and the Department of Natural Resources and Environmental Control. The NFIP/SHMO Regional Conference will occur at the Rehoboth Beach Convention Center which is located just three blocks from the Atlantic Ocean and the Rehoboth Beach Boardwalk. For the NFIP/SHMO Conference, the entire building has been reserved. Parking for the entire event is free, and both breakfast and lunch will be catered using the primary kitchen and loading dock.

FEMA and Biden-Harris Administration Announce Nearly $2 Billion in Available Funding to Increase Climate Resilience Nationwide
|
|
FEMA’s Building Resilient Infrastructure and Communities (BRIC) annual grant program has made $1 billion available to fund projects that protect people and infrastructure from natural hazards and the effects of climate change. The Flood Mitigation Assistance program will also provide $800 million to fund projects that mitigate flood risks facing homes and communities across the nation.
The funding for these two programs has been greatly increased thanks to the President’s Bipartisan Infrastructure Law, and this year, the landmark legislation will contribute over $1 billion to these critical climate infrastructure and resilience programs. To learn more, visit: FEMA.gov.
The application period will run from October 16th, 2023 through February 29th, 2024. Local governments must work with their state, tribal or territorial agency to submit applications. DEMA Virtual Lunch And Learn For FEMA Mitigation Grants

The Delaware Emergency Management Agency is hosting a series of one-hour virtual lunch and learn sessions and open office hours to help with Notice of Funding Opportunity (NOFO) applications for two FEMA mitigation grants. FEMA personnel will be present at these events to help answer questions and provide further guidance. These sessions are informational only, and attendance is not required, but they can be beneficial with developing project applications. These sessions will occur between 12:00 PM and 1:00 PM and will be hosted virtually via Teams.

DEVOAD January Elections
In January 2024, as per the bylaws, Toby French and Marty Brett will be stepping down as the VOAD Chair and Vice Chair after two terms (4 years). At the next quarterly meeting in January, DEVOAD members will elect officers to the Board in the following positions: Chair, Vice Chair, Secretary, Treasurer, and At-Large. A nominating committee will be recruited to solicit candidates who might be interested in standing for election to one of these positions. PLEASE be thinking of whether now is your time for a leadership position in the DEVOAD. A LOT of progress has been made in the last four years, let’s not lose momentum.

DEVOAD Quarterly Meeting Recap
|
|
On Monday, October 16th, the DEVOAD hosted a hybrid quarterly meeting. The meeting included guest speaker, Alexia Nobles from American Logistics Aid Network (ALAN). ALAN is a NVOAD National member, and helped DEVOAD in transporting 10 pallets of plywood from Florida to Dover in 2022. DEVOAD members are invited to dial in for the upcoming ALAN Blue Skies Seminar to hear about services provided by ALAN for non-profits in disaster relief. Also discussed were the two recent response efforts in Sussex County, and New Castle County.

Greenwood Tornado Effort
DEVOAD Chair, Toby French, provided a wrap-up of DEVOAD efforts for the Greenwood Tornado response, assisted by Marty Brett, Vice Chair and Field Lead for that effort. Special thanks again to Toby, Marty, and the volunteers from Baptist Convention of MD/DE (BCMD). Also, the heavy equipment used for the response (excavator, chipper, dumpsters) would not have been possible without generous grants from Lion’s of Bridgeville, United Way of DE (UWDE), and the State of Delaware.

New Castle County Wind Event
Also discussed was the DEVOAD response to the NCC Severe Wind Event that occurred on August 7th, causing damage to property and homes in the Newark area (Brookside and Cherokee Woods) and Hockessin. Thanks to those who aided in the cleanup effort during the Volunteer Work Day on August 16th including the DEVOAD & NCC who teamed up with (UWDE, NCC Police Cadets, DE State Police, along with elected officials and community leads), and the county Public Works who brought out a chipper and trailer to help dispose of debris.
Another special thanks goes out to Team Rubicon, who aided in a two-week response effort from August 16-30th, under Steve Scott, Incident Commander (IC) for Team Rubicon. Steve reported 34 properties were cleaned/assisted, and several tons of vegetative debris was cleared. The response operations included a 20-greyshirt team that eventually grew to a crew of 25, using the NCC Police Academy as a base of operations. NCC Executive Assistant Sue Moore helped coordinate donated meals for the hungry greyshirts.
Ongoing work continues in these communities with DEVOAD Vice Chair, Marty Brett, who coordinated weekend workdays in September and October, supported largely by BCMD and area Baptist churches.

What You Need:
Long pants, sturdy shoes, and safety glasses. Depending on the work, heavy work gloves and a respirator mask (P100 Recommended) may also be needed.

Winter Weather Awareness Week
|
|
From November 27th to December 1st DEMA will partner with the National Weather Service to increase winter preparedness and launch a month-long media campaign on social and broadcast platforms. PrepareDE.org is a valuable resource on how to “make a plan, build a kit, and stay informed.” The site has information on winter hazards such as extreme cold, snow and ice storms, as well as the importance of preparing emergency kits for both homes and vehicles.
