Emergency Rule Added

On October 24, 2023, the State Housing Board added an Emergency Rule to our Administrative Rules. This rule (2.15.13) allows for Building Codes & Standards (BCS) to amend the adopted standards when there is a declared local or state emergency and the local jurisdiction asks for a modification of the standards in writing. Emergency rules last 120 days; however, we believe this is a good rule and should be made permanent as it allows factory-built structures to be utilized for site-specific emergency situations. We will begin permanent rulemaking soon.

New Certified Manufacturer Process – Notes

In order to provide more information on the July 1, 2023 adopted changes regarding the Certified Manufacturer program, we have provided guidance in a “notes” format that references the specific rules:

New Community Portal in Salesforce & New Invoicing Process

We have come to the end of our major customer interface technology updates. As you may remember, we:
  • Upgraded from a SOC08 version to a SOC17 version;
  • Added functionality for tiny homes across the state and foundations in areas of the state that do not have a building department;
  • Added the “Lightning” performance upgrade; 
  • Took the system down for a week to migrate data; and 
  • Launched a newly designed community portal.  
We appreciate your patience through this process. We are planning on having a community training session and will also be developing a BCS Salesforce User Handbook. If you are having any issues with the new system, please contact Amelia Spinner.  

If you have logged into Salesforce recently, you will notice some new changes! We have tried to create a platform that is more user friendly. These changes include our new invoicing system. You will enter and update your account as previously required. However, the new change is that the creation of a new item will then send our staff an automatic notification. At that point, we will send the requested contact an invoice. Then, the same contact will be notified of the invoice creation. That account will also have an invoice section where all of the invoices can be viewed and/or paid. Once the invoice is paid, our staff will be notified and we can complete the submittal of the required process.
 

Manufacturer’s Financial Surety Requirements

Attention Manufacturers:  
Pursuant to the adoption of the new Administrative Rules (8 CCR 1302-14) and the new Colorado Revised Statute language from HB22-1242, all manufacturers who sell direct to purchasers of one or two family dwellings must register as a Seller with the Division of Housing. If a Manufacturer receives deposits or down payments from registered sellers, they must provide for the financial sureties as described in Rules 4.5.2 and 5.3. See the Manufacturer's Financial Surety Requirements for specific instructions on the BCS website. Please send in your financial surety within 60 days.
