East Hartford has entered a new chapter in the town’s history with the swearing in of its 11th Mayor in our strong Mayoral form of government, which was adopted in 1967.
I am proud to be the youngest Mayor in East Hartford’s history and the first Mayor of color. My goal is to create a culture of support, while creating a culture of accountability, at all levels.
Customer service is my number one priority and, under my leadership, employees of the Town of East Hartford will work with an understanding that the resident satisfaction is our number one goal.
To the residents of East Hartford, we are going through a unique time and I know you can feel it. Under Mayor Mike’s administration, hard work has been done to start to turn the page to this new chapter in East Hartford. We now have the momentum, energy, a renewed spirit, a strong sense of community, community engagement, economic development and a government that listens to your needs. We must use all of this to rebrand East Hartford.
Rebrand ourselves into a Town that no longer accepts the notion that we are a poor community. No longer accepts the negative narrative given to us by neighboring residents and residents here in Town.
The days of bashing East Hartford are over! We will now celebrate the things we do well and build off them, and as always continue to acknowledge and work to improve the things we don’t do well. I simply ask residents to meet me half way. Because just like any municipality, we will have our issues, but our issues will not define us.
Instead, our greatest strength will, which is our diverse population of people. People from all areas of the world calling East Hartford home. Exposing one another to the unique traditions, cultures and expressions of one’s ethnicity. Giving all East Hartford residents and visitors the opportunity to gain a worldview and appreciation for people from all parts of the globe. You can see this diversity in the many restaurants, businesses and simply people living in East Hartford. Let’s celebrate East Hartford for what it is and for what it can be, and make it a great place to live, work and play for all.
So as I enter this commitment with the great and beautiful Town of East Hartford, I say with a full heart and clear mind, let’s get to work.

| | | East Hartford’s 2023 Holiday Festival Friday, December 1 - Monday, December 4
The Town of East Hartford, East Hartford Public Library, the East Hartford Beautification Commission and East Hartford Parks and Recreation invite you to the annual 2023 East Hartford Holiday Fest. Holiday Fest will be held from Friday, December 1 through Monday, December 4.
The four-day event consists of a wide variety of fun events ranging between crafts and book sales, carol signing and Christmas Fair as well as the long-awaited visit from Santa. The events cater to all ages, children and adults alike. Most activities are free and open to the public.
Holiday Fest is annually organized by the East Hartford Beautification Commission and is supported by many local civic, community and town organizations. The traditional tree lighting on the Town Green will be held on Friday, December 1, to kick off the Holiday Fest.

The Town of East Hartford is conducting a community toy drive to help brighten the holiday season for children in our community. Donations will be used to help our Youth and Social Services Division and Police Department fulfill toys for kids’ programs for East Hartford residents. | | | Brewer Street Bridge Update
Please be advised that work on the Brewer Street bridge over Pewterpot Brook has been suspended due to unanticipated delays related to the work by utilities on their infrastructure, recent low temperatures, and material (asphalt and concrete) temperature restrictions.
The work will resume in April 2024 and the bridge and the road are slated to open by Memorial Day of 2024.
The remainder of the work will be completed with the road open (one-way alternating traffic). All of the project work will be complete by November 2024. | |
| | Town-Wide Leaf Collection Continues
The town-wide leaf collection continues throughout town. Crews plan to do a second round of pickup the week of December 4, starting in the Pitkin Street area and following the same pattern as the first round. All residents are asked to put leaves out!
The expected completion date is December 9, 2023.

You are invited to attend our upcoming FREE World War II Christmas Event. The World War II Legacy Foundation is presenting an event as part of the East Hartford Holiday Fest 2023 Author, Peter Lion, will be telling us the story of the "American St. Nick". Peter researched this TRUE WWII event which originally took place in Wiltz, Luxembourg. American GI's brought Christmas to this war torn town that was devastated by the Nazis just before the Battle of the Bulge. He will also be showing a documentary about the event and how it is still celebrated today. We will also have refreshments available along with military displays related to the historic event and time period. A few lucky attendees may win door prizes. Peter Lion will have copies of his books available for signing. There may also be a visit by "St Nick" himself.

| | | The Shoreline Bell Ringers
The East Hartford Commission on Culture and Fine Arts presents the Shoreline Bell Ringers on Saturday, December 16 at 12:00 PM at the East Hartford Public Library located at 840 Main Street, in the lower level meeting room. Performance is free to the public.
Shoreline Ringers first began rehearsals in January 2006, and became a 501(c)3 nonprofit organization in September 2006. Since then, Shoreline Ringers have wowed audiences with the magic of hand bells through concerts and educational events, even performing at Carnegie Hall and with the US Coast Guard Band at their annual holiday concert. Shoreline Ringers, Inc. have been amazing audience with what hand bells can do since 2006 when it was founded.
The group is composed of 13-16 ringers whose professional backgrounds include computer, social work, teaching, ministry, chemistry, and more!
Please come out and enjoy an interactive performance of diverse music of bell ringers.

On Saturday, October 28, a Little Free Library on the Raymond Library property was dedicated in honor of Janet Jordan Bernier, who passed away in 2022. Holiday Recycling Tips
The holiday season including Christmas, Hanukkah, Kwanzaa, and others, is the focus in December. Our days will be packed with parties, shopping, wrapping gifts, hosting friends and family, cooking, etc. All this celebrating comes with tons of waste.
Do you know that in East Hartford, we collect almost 20% (3,100 tons) of the entire annual waste between November and December? The good news is there is more to recycling, but we must RECYCLE CLEAN!
RECYCLING CLEAN means carefully placing items, WHAT’SIN/WHAT’S OUT, in your recycling blue carts. Please be thoughtful about what you place in the blue cart: when in doubt, throw it out in your green trash cart.
Please check the following list of what not to put in your blue recycling cart, especially this holiday season: Christmas lights, Christmas trees, wrapping paper, bubble wrap, cellophane, ribbons and bows, wreaths and garlands, cards & envelopes that have gold or silver metallic ink or foil lining, Styrofoam, batteries, food packaging and waste, clothing and shoes, electronics, plastic bags (do not bag your recyclables). These items do not go in the blue cart. They go in the refuse cart.
NOTE: Christmas trees curbside will be collected for two consecutive weeks following the Christmas holiday between January 2 and January 12, 2024.

Personal Property Declarations: Anyone with an extension on Personal Property Declaration filing may still submit their declarations without penalty by the date agreed to with the Assessor Department.
If you have not filed and do not have an extension, we will still process your declaration but it will include a 25% penalty for late filing.
Vehicle Adjustments: Any bills for the 2020 Grand List for motor vehicles can no longer be adjusted. If it was gone prior to October 1, 2020, we can still remove these bills.
Any bills for the 2021 Grand List have until the end of the year for adjustments. Please look at what you owe the Town and if you have one of these bills, please call us to find out how to get them adjusted while we still have the ability to do so.
Military Exemptions for Vehicles: Exemptions: All exemption information can be found on the Assessor Webpage. All programs have closed for filing, they will reopen February 1, 2024. Call our office for any questions on what you might qualify for.

December is National AIDS Awareness Month. Where we remember, honor, and continue to fight one of the biggest health epidemics in the world. While great strides have been made in AIDS treatment thanks to massive research efforts, which have reduced overall transmission rates, for young adults, HIV/AIDS still remains one of the most serious health threats.
HIV can affect anyone, regardless of sexual orientation, race, gender, or age. This year, we must challenge misinformation, racism, homophobia, and transphobia to stop the stigma. Talking openly about HIV can help normalize the subject, as well as create opportunities to correct misconceptions and help others learn more about HIV. Learning the basics about HIV can also keep you healthy and prevent HIV transmission.
HIV (human immunodeficiency virus) is a virus that attacks the body’s immune system. If HIV is not treated, it can lead to AIDS (acquired immunodeficiency syndrome). There is currently no effective cure. Once people get HIV, they have it for life. But with proper medical care, HIV can be controlled. People with HIV who get effective HIV treatment can live long, healthy lives and protect their partners.

Here are some ways to get involved: Organize Awareness Events: Host events, seminars, or workshops that promote awareness of disability-related issues and discuss solutions for inclusion. Advocate for Accessibility: Advocate for accessible infrastructure, transportation, and digital platforms to ensure that individuals with disabilities have equal access to services and opportunities. Celebrate Achievements: Recognize and celebrate the accomplishments and contributions of individuals with disabilities in your community and beyond. Share Stories: Share stories and experiences of persons with disabilities to raise awareness and foster empathy and understanding. Support Disability Organizations: Contribute to or volunteer with organizations that work to improve the lives of persons with disabilities and promote inclusivity.

Celebrating the season and unity amongst the residents of East Hartford. Residents are invited to gather on the Town Green and join in singing along with the East Hartford High School & Middle School Choruses. Santa Claus will have a spectacular arrival by Fire Engine, and will be joined by other special guests, one with a very well-known red nose! Children’s activities will be available, and cookies and hot cocoa will be served.

Swim with Santa is a unique event that is held in conjunction with the East Hartford Police Department. A professional photographer with a special underwater digital camera will take participants’ photos with Santa, who is outfitted with scuba gear. Participants receive free digital images after the event. In addition to the underwater photos with Santa, there will be music, photo ops, pool floats and Christmas treats. Admission for residents is free with a new unwrapped toy, registration is required. Spaces are limited. | |

Come see the theatrical stylings of a talented local youth! This Shakespearean tale of seasonal drama was written and directed by East Hartford teen, North Ackley. | | | Winter Special Olympics
East Hartford Parks and Recreation is excited to announce that registration is now available for our Special Olympics Winter sports. The programs are open to special needs ages 8 and up. Returning and new athletes can now register online at www.ehparks.org.
The Special Olympics Bowling program will feature Saturday morning practices the last day, there will be an inter-team bowling competition with post event awards. Practices will be held at Hall of Fame Silver Lanes, 748 Silver Ln, East Hartford, on Saturdays, January 6th – February 24th from 10:30am - 12:00pm.
The fee for the program is $70 for residents or $80 for non-residents. The fee includes 2 games of bowling and shoes at each practice.
Swimming will also be taking place on Saturday mornings. Practices will be held at E.H Middle School Pool, on Saturdays, January 6th – February 24th from 8:30 – 9:30am. The fee is $55 for residents or $65 for non-residents.
Basketball will take place on Wednesdays. Practices will be held at Goodwin Elementary Gymnasium, 1235 Forbes St, East Hartford, January 10th – March 20th from 6:30 – 7:30pm. The season will conclude at the Special Olympics State Basketball Tournament. Tournament information will be provided during the start of the season. The fee is $60 for residents or $70 for non-residents.

The YMCA of Greater Hartford is a charitable association open to all and committed to helping people develop their fullest potential in spirit, mind and body. This commitment is reinforced by our belief in living out universal values of caring, honesty, respect and responsibility.
EAST HARTFORD YMCA programs began on a sporadic basis as far back as 1926. Consistent year-round programs have run since 1941. The current building on Main Street was built in a joint capital campaign with the YWCA and was dedicated on October 26, 1958. In 2001, the East Hartford YMCA bought the Main Street building and began the process of planning and fundraising for the Teen Center that was dedicated in September 2007. Though the building on Main Street has been through several changes, programs in the community including childcare, day camp, and swim team have been a common thread through the years.
Today, the branch partners with many other East Hartford agencies to provide programs and service to all. The East Hartford YMCA has three childcare sites in the community. All our sites are NAEYC accredited and receive either School Readiness funding or CDC funding to help ensure lower tuition rates for families so they can work and or attend school. All our families as well qualify for free or reduced meals.
Thanks to the generous donation of $120,000 from the Hoffman Auto Group, the East Hartford YMCA underwent renovations and the facility reopened its location at 770 Main Street with expanded programming and a preschool room named after Hoffman Auto Group. | | | | | BUSINESS RESOURCES | | | | | | | Message from the Fire Chief
As the temperature outside drops, families take to the indoors to keep safe and warm. What they may not realize is that turning up the heat can increase the risk of home heating fires.
According to the National Fire Protection Association (NFPA), half of all home-heating fires occur during the winter months. On average, NFPA research shows that heating equipment is involved in more than 56,000 reported U.S. home structure fires per year, with associated loss of more than 470 civilian deaths, more than 1,490 civilian injuries and roughly $1.0 billion in direct property damage per year.
While these numbers are frightening, nearly all of these fires are preventable. We can reduce the number of home heating fires in our community by taking some simple precautions and using heating equipment properly.
Here are some simple home heating safety tips, so residents can help keep our community safe and warm this winter.
Install smoke alarms in every bedroom, outside each separate sleeping area and on every level of the home. Interconnect all smoke alarms throughout the home so that when one sounds, they all sound. Test smoke alarms at least once a month and sleep with your bedroom doors closed.
Use a sturdy fireplace screen.
Allow ashes to cool before disposing. Dispose of ashes in a metal container.
Space heaters need space. Keep all things that can burn, such as paper, bedding or furniture, at least 3 feet away from heating equipment.
Turn portable heaters off when you go to bed or leave the room.
Plug power cords only into outlets with sufficient capacity and never into an extension cord.
Inspect for cracked or broken plugs or loose connections. Replace before using.
Install and maintain a carbon monoxide alarm outside each separate sleeping area, on every level of the home, and other locations as required by laws, codes or standards.
Never use an oven or other unapproved heating device to heat your home.

Thanksgiving each year brings us Tradition, Thankfulness, and Giving Back. East Hartford Parks and Recreation has added the Community Awareness Day tradition to East Hartford on the Wednesday morning before Thanksgiving along with Football and Turkey.
Approximately 80 East Hartford High School students gave back to their community and cleared 4 sections or approximately 2.5 miles of the Hockanum Trail on Wednesday, November 22.
We want to thank Adrienne Cote-Parker (East Hartford High School), Jon Cooper (Parks and Recreation), and Michelle Marion (Connecticut IB Academy) for organizing the event each year.
We also want to thank the Parks Department for supplying all the equipment and supplies, the Recreation Staff for guiding all four groups and the High School Teachers for supervising the students.
It's a nice tradition, that helps the community and makes a difference.
