Our new report - Review of Electricity Market Arrangements - maintaining investor confidence is key

Earlier this year our Innovative Finance Team commissioned independent energy consultant, Simon Gill to prepare a report on Scotland’s role in helping support UK government’s net zero commitment through a review of electricity market arrangements.

That report was published on Monday and states that if investor confidence is not retained, consumers will continue to be exposed to volatile gas prices, and fewer jobs will be created in new generation and emerging new sectors such as hydrogen.

It also highlights that whilst some changes to electricity market structures are needed to cope with a system dominated by intermittent renewable generation, this could be achieved through reform of the existing market mechanisms.

CEC set to approve Granton Waterfront heat network contract with Vattenfall the preferred bidder

City of Edinburgh Council has reached an important milestone in its procurement of a heat network concession and last week approved the appointment of Vattenfall as the preferred bidder to carry out pre-development work for a heat network for the Granton Waterfront development. 

The recommendation follows a recent procurement process supported by our Net Zero Buildings team where we are a partner in the Heat Networks Support Unit, which provides support to projects such as Granton.

Subject to completion of procurement governance, the appointment of Vattenfall will allow key commercial agreements to be finalised, including with the site developer (Cruden Homes), with initial heat customers, and with Scottish Water Horizons to access heat from the sewer, which will be the primary source of heat for the network.

These arrangements will underpin the final business case, and allow the Council and Vattenfall to make a final investment decision for the wider project - a 40-year concession to design, build, finance, operate, and maintain a heat network to supply the Waterfront development and surrounding buildings.

Our Net Zero Buildings team will continue to support the Council to achieve a successful outcome from the procurement that builds on the team's wider experience of supporting local authorities looking to develop heat networks, which included working with Midlothian Council to establish a joint venture with Vattenfall to deliver the Shawfair heat network.

Our Digital Connectivity team together with Scottish Government have been shortlisted in the Holyrood Communications Scottish Public Service Awards in the 'Project and Programme Management' category in recognition of our hugely successful 4G Infill programme.

This reflects our shared commitment to improving digital connectivity across Scotland's rural and island communities.
