Legislative Update - MAHC Testimony, Public Hearings Coming Up

The Housing Committee met last week and held public hearings on the following bills. MAHC submitted testimony in favor of LD 772. MAHC's Policy Committee identified concerns in LD 1976 regarding putting a minimum size on growth areas. 
 
LD 1976  AMENDED "An Act to Update the Growth Management Program Laws" Rep. Sachs. MAHC testimony. MAHC is continuing to learn more about this in depth legislation and will keep membership updated on its position.
 
LD 772 "An Act to Establish a Process to Vest Rights for Land Use Permit Applicants" Sen. Pouliot.  MAHC testimony in favor.

The Legislative Council met again to review proposed emergency bills to add to the 2024 legislative session. MAHC's priority bill to increase the State Historic State Credit was approved. Upon appeal, two other housing related bills also will be considered, 1) Rep. Malon's bill to allow manufactured housing in all single family zones; 2) Sen. Daughtry's bill to provide a revolving loan program administered by DECD to give to banks to buy down interest rates for the development of workforce housing. MAHC will monitor and provide updates on these bills as we learn more.

NOV 28 - Housing Committee Meeting, 9 am, Room 216, Cross Building or livestream.

  • Elevator inspections and development of multi-unit affordable housing.
  • LD 1505 public hearing, "An Act to Amend the Maine Cooperative Affordable Housing Ownership Act." MAHC is in support. Amends the Maine Cooperative Affordable Housing Ownership Act to include group equity cooperatives. It also provides that a housing assistance program must be made reasonably available to residents of housing cooperatives.
  • Presentation on manufactured housing, off-site construction, workforce demands and training.

New MAHC member, Zero Energy Homes, is bringing a new, single family home product that is modularly built primarily with Maine forest products.  They are looking for home design input from future homeowners. Are you searching to buy a home but having a tough time finding ANYTHING, let alone something that's right?  What features do you need? How much space? At what price point?   

Zero Energy Homes Maine and BrightBuilt Home are working together to design a series of single-family homes that are modularly-constructed, right-sized for customers' needs, and built to net zero energy standards. The homes need to be attainable and affordable to a wide range of incomes and lifestyles - from families starting out to safe and comfortable independent homes for seniors.  Our builders and architects need to hear from you.  Take the survey.

US is Unprepared to Provide Housing and Care for Millions of Older Adults

Over the next ten years, the US population over the age of 75 will increase by 45 percent, from 17 million to nearly 25 million. As the population of older adults swells, so too does demand for housing that is both affordable and able to accommodate their changing needs. Alarmingly, the people most likely to need care and supportive services as they age are those with low and moderate incomes. The need is only growing, as is the urgency to act.
