PLANNING FEES

New Planning Fees

On December 12, 2023, Council approved the recommendations of the Planning Fee Study with new fees to take effect on January 1, 2024. The new fees can be found here: niagarafalls.ca/city-hall/planning/application-forms.

Meet Luciano Chieca, Director of Building Services and Chief Building Official, who boasts nearly three decades of expertise in the construction industry. Luciano is a seasoned professional with over 20 years of dedicated service to the City of Niagara Falls.

As the Director of Building Services and Chief Building Official, Luciano takes on the responsibility of supervising and orchestrating the operations of the Building Department. With a wealth of experience, he ensures the department operates seamlessly, upholding standards and working towards facilitating efficient processes in line with the City’s vision.

Meet Frank Peter, Senior Manager of Building Services and Deputy Chief Building Official, who started with the City of Niagara Falls in September of 2023. Frank has recently joined us from the City of Hamilton, with 35 years of experience within the Building division.

Frank’s exceptional team reviews, issues and inspects the larger, more complex buildings constructed, renovated, or demolished in our great city. Currently, the team is thrilled about overseeing the construction of the new hospital. Frank prides himself in providing incredible customer service and has loved doing what he does every day since he started his career. A little tidbit: you’ll never see him in a bad mood- it’s just a fact.

Meet Fred Sacco, Manager of Building Services, who has been with the City for over two decades in the engineering and building departments. Recognizing Fred’s dedication, he recently earned a promotion to manager within the Building department, a testament to his leadership skills.

In the role, Fred oversees all aspects of Part 9 building operations, managing staff responsible for permits, insurance, and inspections. With his extensive background, Fred provides guidance and leadership to ensure that these crucial components of the building department run smoothly and effectively. His oversight will contribute to the continued success and adherence to regulations in the construction and building processes within the City of Niagara Falls.

Meet Selene Tudini, Building Services Analyst, who joined the City of Niagara Falls in 2006.

Selene is responsible for administrating Building Services and Municipal Bylaw Enforcement Services and supervising Building Permit Clerks, Building Services Clerks and Municipal Enforcement Clerks.

Meet Andrew Bryce, the Director of Planning with an extensive 33-year career in the planning profession, who has dedicated the last 22 years to the City of Niagara Falls.

Andrew oversees the department's Senior Managers responsible for Policy, Current Planning, and Long-Range Initiatives. Beyond managing these key areas, Andrew actively engages in matters of department administration and spearheads special projects, ensuring that the Planning Department operates cohesively, aligning with the city's developmental goals and strategies.

Meet Signe Hansen, the Senior Manager of Long-Range Planning Initiatives, who brings over 22 years of municipal planning experience.

Signe manages a highly knowledgeable and experienced staff of professional planners and an urban designer/landscape architect, all passionately dedicated to creating well-designed neighbourhoods and districts that contribute to a healthy and prosperous community.

The Long-Range Planning Initiatives Division is responsible for various programs and projects that will guide the community's future, including creating a new Official Plan, the Secondary Plan Program, Urban Design initiatives and guidelines, and special projects such as increasing the supply of affordable housing.

Meet Brian Dick, the Senior Manager of Policy Planning. Brian and his team of professionals look after a broad array of policy and growth management-related matters, such as population and employment forecasts and employment and housing strategies, while overseeing some of the City's ongoing secondary plan work, such as the Grassy Brook secondary plan.  

In addition, Policy Planning staff have carriage of the City's heritage preservation program, sign by-law amendments and variances, oversee the collection of building and development-related statistics, and report these to Council and the Province every quarter.

Meet Julie Hannah, the Senior Manager of Current Planning, who has over ten years of experience in the planning profession and has worked as a planner and a manager with the City of Niagara Falls.

Julie is responsible for overseeing the Current Planning Function, including overseeing the processing of Official Plan and Zoning By-law amendment applications, Plans of Subdivision and Condominium, Site Plans and Committee of Adjustment applications, as well as implementing some of the development-related process improvement initiatives from our process improvement study work.

Meet Cara Raich, the Executive Analyst for the Planning, Building and Development team and the first point of contact for General Manager Kira Dolch. 

Cara oversees many responsibilities, including administrative functions, to ensure the delivery of quality customer service. Working closely with many City departments, Cara coordinates and implements process improvement.

Cara has been involved with municipal planning for over ten years, including processing applications, council reports, and the financial responsibilities of the department.

BY-LAW ENFORCEMENT MANAGEMENT

Meet Gerald Spencer, the Manager of Municipal Law Enforcement, an accomplished Municipal Law enforcement professional with 28 years of Municipal Enforcement experience and numerous designations in property standards and law enforcement.

Gerald and his team are responsible for enforcing the Property Standards and Zoning By-laws, which include but are not limited to the Vacation Rental Units and Bed and Breakfast by-laws, noise-related concerns, litter maintenance of land by-laws, fence by-law, pool by-law, and the public nuisance by-laws, encumbrances and other by-laws in the community. He also oversees the SPCA and Humane Society Animal Control Contract, the residential rat rebate program in the City and serves as the team lead for the outreach team for the City on homelessness initiatives.
