Dear friends and colleagues,
This DDP Bulletin, which gathers activities conducted by the DDP community during the last months of 2023, clearly shows that individual network members, as well as the network itself, have played active, sometimes decisive
|
|
|
roles in a diversity of climate-related policy processes, contributing in particular to important progress in the climate agenda at national and international levels. |
|
|
|
|
At the national level, DDP partners have for example designed national strategies and plans, established and supported dialogue and processes on difficult but critical dimensions of the low-carbon and resilient transition, and enabled international agreements supporting national transitions, such as Just Energy Transition Partnerships (JETPs).
At the international level, the DDP has been a key player in conversations around international cooperation, including in the context of the first Global Stocktake at COP28. As a community and through the work of in-country teams, we have promoted the necessity to design international cooperation according to the needs of countries and to the systemic transformations required for deep decarbonization. This original message, anchored into the specificity of the DDP approach, was well received by a diversity of actors and countries, contributing to the way international cooperation will be approached in future.
Given these experiences and our individual and collective legitimacy, the DDP can play a vital role in ensuring that the seeds planted in 2023 will bear fruit and deliver the effective enhancement of ambition and implementation. The period that opens up for 2024-2025, notably with the upcoming revision of Nationally Determined Contributions (NDCs), will largely determine whether the Paris Agreement’s bottom-up paradigm delivers in terms of the global climate objectives. The DDP can be one of the stakeholders that help things move in the right direction.
This is an ambitious target for all of us. But 2023 has also established tangible conditions on which we can build this enhanced engagement. Notably, in July 2023, the DDP family gathered for the first time in years during the DDP Days event. This moment was the defining of a movement to enhance the DDP’s structure as a network and ensure that we can better support each other and join forces in a structured way to maximize our impact at national and international levels. The inaugural DDP Annual report, the new DDP website and the many publications released by network members over the past few months are a genuine demonstration of this renewed collective dynamic. In addition, we are now engaging with a broader range of actors, notably from the finance community, going out of our comfort zone to explore new strategic partnerships and avenues for disseminating our messages and refining them to enhance the relevance to decision-making.
In light of the exciting challenges and opportunities ahead, the IDDRI team is renewing its ongoing commitment to stay by your side and to provide even stronger support for the collective efforts of the community. We very much look forward to continuing the journey with you.

"Innovative International Cooperation for Climate: Reconciling urgent action and transformational change"

The report emphasizes the urgent need for swift and transformative action on climate change in line with the Paris Agreement’s temperature goals. The report advocates for a new approach in international cooperation, suggesting a bottom-up, needs-based strategy prioritizing local capacities and solutions. The report draws from the Deep Decarbonization Pathways initiative, focusing on sectors such as steel, freight, and AFOLU (agriculture, forestry, and other land use) to showcase the potential of this innovative approach. |

Other international engagement
- We participated in the LAC Climate Week on 24 October at the “Building a regional LAC perspective on the Global Stocktake” event, together with Tempus Analitica, iGST, CEPAL, BC3, and Centro Energia.
- The DDP submitted recommendations to the Second Global Dialogue of the UNFCCC Mitigation Work Programme in support of international cooperation to accelerate freight decarbonization.
- The DDP, together with IDDRI and Tempus Analitica, submitted views and recommendations addressing international cooperation to the UNFCCC, in the context of implementing the Paris Agreement, based on the experiences and needs of the Latin American and Caribbean Region.
- The DDP presented "Perspectives from major emerging economies ahead of COP28: Insights from the IMAGINE Project" in Brussels, Belgium on 26 October.

UPDATES FROM ARGENTINA
- In August 2023 the "Roadmap to Improve the Energy Performance of the Industrial Sector in Colombia" had its final presentation. It aims at improving the industry sector's efficiency while meeting the country's climate objectives. A workshop was held, with the participation of industry representatives. The work was carried out for more than a year jointly with Colombian ministries and representatives of the productive sector (for details see X (twitter) and Youtube).
- Within the framework of the European Union's Climate Dialogues Project, the second workshop for the promotion of cogeneration in Argentina was held on 27 September at the Auditorium of the Confederación de la Mediana Empresa, with the participation of approximately 50 professionals from different sectors, with the aim of generating a space for exchange on climate policies among the main Argentinian energy sector actors, taking advantage of successful experiences in the European Union.

- On 13 November, Fundación Bariloche conducted a one-week training workshop in Senegal to provide support for the building process of a national LEAP model, framed in the DDP project developed by ENDA with IDDRI’s support. The event consisted of a series of hands-on exercises and training presentations for members of different governmental areas and academic specialists in Senegalese energy-environment related topics, who can contribute to the development and maintenance of an energy and emissions model for the country.
- A virtual workshop was held in Buenos Aires and Bariloche on 7 December as a final meeting for the GIZ Euroclima-funded project Capacity Developments in Energy Transition Modelling Tool, a two-year project that was overseen by the Fundación Bariloche and the Energy Secretariat of Argentina. The event, which gathered high-level policy makers, Secretariat officials and modelling experts, aimed to improve data systematization and modelling tools.

- On 7 November, Emilio Lebre La Rovere gave a speech at the "Second Latin American Conference on Health and Environmental Education: Rio + Ambiental" hosted by the Instituto Oswaldo Cruz (IOC/Fiocruz) in partnership with the Urban Climate Change Research Network (UCCRN) Latin America, the City Mayor of Rio de Janeiro and the Columbia University Climate Hub.

UPDATES FROM CHINA
- Fei TENG published an article in Nature Climate Change evaluating the social cost of methane and nitrogen oxide by combining various IAMs with simple climate models.
- Fei TENG published an article in Ecological Economics to assess the embedded emissions in China’s household consumption and its driving factors.
- Tsinghua University organized a stakeholder consultation workshop on 23 September about carbon peaking and carbon neutrality.
- Tsinghua University organized a two-day hybrid energy modelling training session on 15-16 November that was attended by 40 on-site participants and more than 2,000 online.
- Tsinghua University organized a workshop on 24 November to discuss the new challenges for green transition in China within the context of carbon peaking and carbon neutrality.
- Fei TENG participated as a panellist in the COP28 side event on 4 December on the progress of China’s methane mitigation, and in a side event on enhancing methane mitigation efforts in China on 6 December, organized by Energy Foundation China, and gave a presentation entitled “China’s methane strategy and roadmap”

UPDATES FROM INDIA
- IIMA and IDDRI – under the aegis of the Industries & Mines Department, Climate Change Department and the Forests & Environment Department, Government of Gujarat – organized a "Stakeholder Engagement Workshop on Sustainable Decarbonization Pathways for Gujarat", on 1 November at JSW-SPP, New Campus, IIMA, Gujarat, India.
- IIMA, CEEW and IDDRI under the aegis of the Government of India’s Department of Economic Affairs, organized an event: "From G20 to COP28: international finance as a global enabler of ambitious national pathways", on 31 October, in New Delhi, India.

UPDATES FROM INDONESIA

- DDP Indonesia organized a workshop on the Acceleration of Decarbonization in the Indonesian Energy Sector on 6-7 September in Jakarta, which included distinguished speakers from government, academia and the private sector. It sought to explore the role of JETP Indonesia in achieving this acceleration and the additional actions and measures required.
- Indonesia aims to reach net-zero emissions by 2060 or sooner. Initiatives like the JETP have shown the importance of the alignment of key national energy-related decarbonization strategies. The brief ("Call for a national dialogue on the acceleration of energy decarbonization in Indonesia") discusses the necessity of a National Dialogue in the context of the second NDC as a key tool to advance the alignment and optimization of implementation efforts.
- In the 29th AIM International Workshop, Rizaldi Boer and Retno Gelang Dewi, were invited to share research and contributions on the development of national deep decarbonization development pathways. The team presented the Indonesian strategy for accelerating decarbonization to mitigate GHG emissions, which focuses on an economy-wide long-term overview with cross-sector features and transition pathways.
- Rizaldi Boer was invited to the EFForTS International Symposium on the Transformation of tropical rainforest: Social and ecological consequences and perspectives on 11-13 October in Yogyakarta to discuss the challenges facing the deep decarbonization of agriculture, forestry, and other land use sectors. A need for research and international collaboration across disciplines was identified.
- Rizaldi Boer was invited to attend the Implementation of Multi Business Forestry (MUK): Environmental Services to Support the Achievement of Indonesia's FOLU Net Sink 2030 & Sustainable Development Goals seminar, on 15-17 November in Purwokerto, Central Java. The event, which was attended by forest concessionaires from different regions, focused on how MUK can contribute to achieving NDC targets and increasing national emission reduction ambition towards Net Zero Emissions, as well as economic opportunities for carbon environmental services.
- IPB Center for Climate Risk and Opportunity Management (CCROM SEAP) held a Focus Group Discussion (FGD) on "Challenges of Forestry Multi Business (MUK) Implementation Towards a Sustainable Forest Management System and Achieving FOLU Net Sink 2030" on 24 November at IPB Baranangsiang Campus, Bogor. The FGDs involved academicians, sectoral ministries, NGOs, and forest associations. This activity aims to capture ideas, concepts, and thoughts of academics and other stakeholders related to potential MUK business models developed by balancing economic benefits and environmental conservation towards net sink 2030.
- Rizaldi Boer from the Indonesian Project Team participated in the Kyoto University International Symposium 2023 on Education and Research in Global Environmental Studies in Asia: Rural Culture and Conservation – Implications for Global Environmental Studies in the Anthropocene on 11 December 2023 in Vietnam. The event provided an opportunity to share views on decarbonization efforts in Asia and highlighted the decarbonization of the AFOLU sector in Indonesia towards NZE. The Symposium was attended by academics and students from Asian universities.
- Rizaldi Boer participated in Climate Change Forum 1: New Renewable Energy to Address Climate Change, Technology and Implementation in Indonesia on 13-14 December 2023, organized by the Emil Salim Institute, to share scientific works on climate change projection in Indonesia under different carbon emission pathways, and the potential risk of failure to meet the global target as well as the urgency of accelerating the energy transition.
- Rizaldi Boer was invited to an FGD on FOLU Net Sink 2030 Mitigation Action and Potential Utilization of Carbon Economic Value in Central Kalimantan Province on 19 December 2023 in Palangkaraya City, Central Kalimantan. The event was organized by the Indonesian Forest Business Association (APHI) of Central Kalimantan to discuss the potential for business activities in forest concessionaires to tap into economic opportunities from carbon offset projects while contributing to the national NDC target and FOLU Net Sink 2030.
- In 2023 the CREP ITB Project Team was involved in the development of Indonesian National Energy Policy (NEP). The Project Team’s role was to conduct energy modelling to provide input to the NEP. An important feature of the new NEP is the decarbonization target, which supports the achievement of the national zero emissions target in 2060.
- In September 2023, the CREP ITB Project Team hosted a national workshop on the Acceleration of Decarbonization in Indonesia’s Energy Transition. Participants (virtual and physically present) included ministers, academics, researchers, private sector and NGO representatives.
- In September and October 2023, the CREP ITB Project Team was involved in the review and discussion regarding the JETP implementation Plan in Indonesia. The project team assisted the National Energy Council in dealing with the JETP Plans.

UPDATES FROM NIGERIA
- The macroeconomic modelling results were presented at the 16th Annual Meeting of the Integrated Assessment Modelling Consortium (IAMC) on 14 November 2023 in Venice, Italy.
- The team presented the output of DDP modelling efforts at a workshop organized by the Inclusive Forum on Carbon Mitigation Approaches (IFCMA) between 14-15 November 2023 in Paris.
- DDP-Nigeria participated in the launch of Nigeria’s Long Term Low Emission Development Strategy at COP28, the scenario and modelling work of which was provided by DDP Nigeria in close collaboration with IDDRI and CIRED.
- At the request of the National Climate Council of Climate Change (NCCC), DDP-Nigeria provided scenarios, modelling and analysis for the African Finance Cooperation (AFC) for a project on “Implementing Nigeria’s Energy Transition for Long-Term Sustainable Economic Growth.” The work was carried out in collaboration with the Energy Commission of Nigeria and intended to support the Nigerian President, Senator Asiwaju Tinubu, at COP 28.
- The DDP-Nigeria project team collaborated with Net Zero World (NZW) in a project to strengthen the modelling capacity of public officers and to enhance transport sector modelling.
- “Deep decarbonization options for the agriculture, forestry, and other land use (AFOLU) sector in Africa: a systematic literature review” was published in April.

UPDATES FROM SENEGAL
- ENDA organized a high-level meeting to present ongoing work on the creation of a Long-Term Vision for Senegal in Dakar on 20 November, with participation from national researchers and AFD, among others. The national newspaper Le Soleil reported the event in "Le Sénégal répète ses gammes avant le jour moins neuf".
- Secou Sarr (Director, ENDA Tiers-Monde) and Samba Fall (ENDA Energie) gave a presentation on the Senegalese Long-Term Vision to international stakeholders at COP28. Once finalized, this work will be submitted to the UNFCCC. ENDA and members of the DDP network are central to the drafting of the Vision, which is based on the work of the DDP Senegal project.

UPDATES FROM SOUTH AFRICA
- Discussions at the NDC Aspects workshop led to greater integration of the green iron and steel work. The WP5 EU Deep Dive will feed into a Green Iron Policy Brief.
- Bryce McCall and Hilton Trollip have become members of the “Industrial Decarbonization Analysis, Benchmarking, and Action (INDABA) partnership”.
- SEIFSA invited Hilton Trollip to attend the Decarbonization in the Steel Value Chain Conference in South Africa on 11 October. Trollip emphasized the economic benefits and international trade issues. See the article here.
- Hilton Trollip participated in the Second Technical Advisory Committee meeting and on 17 October held an informal meeting with OECD officials to discuss progress on the OECD’s Framework for industry’s net-zero transition for the South African steel sector.
- In preparing for COP28, Hilton Trollip participated in a Civil Society meeting to promote green iron.
- As ongoing outreach to South African stakeholders, Hilton Trollip met with potential partners of a project to pilot a community development toolkit for hydrogen projects in South Africa.
- Hilton Trollip gave a presentation to Heinrich Boell international on green iron and hydrogen on 15 November.
- On 28 November, German public radio interviewed Hilton Trollip about green iron. The interview will be broadcast and used as a basis for published material.
- Leading INDABA members visited South Africa for a seminar on 11 December at UCT where green iron concepts were presented.
