The Canadian system of Federalism (at least as regards the drafting of legislation) is rather simple.  Putting aside the exceptions, certain subjects are the responsibility of the Federal Government (for example Criminal Law), and others are the responsibility of the provinces (for example property and civil rights in a province).  Yet what of the situation where, for a province to enact a law (in this case Quebec's Medical Assistance in Dying), it must have the Federal government change one of its laws, (in this case the Criminal Code).  This is exactly what is happening now.  

Ottawa says no to Quebec Criminal Code amendment expanding MAID

Ottawa appears to have rejected Quebec’s demands for a modification to the Criminal Code that would allow the province to expand medical assistance in dying (MAID) as early as this fall, the Gazette has learned.
