MESSAGE FROM THE MAYOR

Dear Neighbor,


2024 will be East Hartford’s year.  We have more economic development moving forward than ever before. This economic development will add significant value to our grand list, contribute to growing our tax base, and most importantly provide residents with an enhanced shopping, dining and entertainment experiences in our town. The Town’s aggressive effort in pursuing economic development in 2024 is intended to even out the tax burden between residential and commercial properties.


My fiscal year 2024-25 recommended budget, however, acknowledges the financial constraints we face, fulfills all contractual obligations, addresses debt from past spending, funds our pension and other post-employment benefits, and continues to provide a high level of service for residents.


There’s an important balance to maintain East Hartford being a full-service community and the impact to a resident’s wallet and their ability to put food on the table and pay their bills. I get it. As a resident myself, I too am affected by any mill rate increase. So I commit to my fellow residents that in lieu of being able to lower taxes, we must ensure enduring value in the services you already pay for and that these services are operating effectively and efficiently. The residents of East Hartford have entrusted me to lead our town into a bright future and to be a good steward of their hard-earned money. I can assure you that in building this budget, I have approached the process with utmost respect and care. This budget balances the things we need to do with what we can afford to do.


I have worked on the Town’s budget through three separate lenses: service on Town Council, as Chief of Staff, and now as your elected Mayor. I am excited for this budget to support the vision for our town. It not only continues to fund our existing services, but also supports future programming like a new Police Athletic League through the hiring of new community resource police officers with the goal of enhancing community relations with our youth. This budget supports my vision to bring vibrancy back to East Hartford, community pride and keep us on the path towards a solid fiscal foundation. With all the projects we have going on, I know we will get to a better future soon!


The Recommended Budget for FY 2024-25 is responsibly balanced, meets our financial obligations, and supports the great services this community relies on. In 2024, we turn the page to a new chapter in East Hartford history. We have more going on than ever before, we have momentum, we have community buy-in, and we have tangible progress.


I have always considered government a two-way street, with the government and the residents working hand in hand to create a better community for all. I ask residents to join me through this budget process, learn about Town Departments, what we are funding, and why we are funding it. Join me in passing a responsible budget that sets East Hartford on a path to a better future!

Town of East Hartford Offices Closed for Good Friday


All town offices, including the East Hartford Transfer Station, will be closed on Friday, March 29, 2024 in observance of Good Friday. Raymond Library will be open 10 AM – 6 PM on Saturday, March 30, 2024 (special hours for early voting) and closed on Easter Sunday.  All town offices will reopen on Monday, April 1, 2024 for regularly scheduled hours of operation.


There will be no delay in curbside waste pickup. Please put your carts out as usual.

The Tax Office has moved to the Community Cultural Center at 50 Chapman Place.


IN-PERSON SERVICES ARE NOT AVAILABLE. ALL SERVICES ARE AVAILABLE REMOTELY.

Tidbits from the Tax Collector’s Corner:

  • All bills are delinquent; interest accrues at 1.5% per month going back to the due date


  • Lien Sale Properties haven been identified which begins the process


  • Inquiries for your IRS Taxes can found on our website:  www.easthartfordct.gov  and click online bill pay


  • Any unpaid motor vehicle bills are reported to the Department of Motor Vehicles; this will prevent people from registering their vehicles

Scheduling an appointment with DMV to register or re-register? Taxes or Parking Tickets paid late or remain outstanding?

  • Contact the Tax Department to make certain all obligations have been satisfied and restrictions have been removed prior to scheduling an appointment with DMV

    Did you move?

  • Update your new address with the Tax Department and DMV on all registrations

Exemption Programs:

  • Elderly Homeowner applicants have between February 1, 2024 through May 15, 2024 to file their applications. We will be at the Senior Center every Wednesday starting February 1, 2024 please call our office at        860-291-7260 to set up an appointment.

  • Blind, Disabled and Veteran Exemptions applied for between February 1, 2024 and October 31, 2024 will be for the 2024 Grand List.

Vehicle Adjustments:

  • Any bills for the 2021 Grand List for motor vehicles can no longer be adjusted. If it was gone prior to October 1, 2021, we can still remove these bills.  

  • Any bills for the 2022 Grand List have until December 31, 2024 for adjustments. Please look at what you owe the Town and if you have one of these bills, please call us to find out how to get them adjusted while we still have the ability to do so.

Military Exemptions for Vehicles:

  • Please contact our office for more information on a vehicle exemption for Active-Duty Military Personnel, you have until December 31, 2024 to get the form into us for the Grand List of 2023.

Join The Local Prevention Council

Meeting will be held Thursday , March 28, 6:00 - 7:30 PM (In-Person and Virtually)


Youth & Social Services is recruiting residents to serve as members on the Local Prevention Council (LPC). With the goal to plan and implement substance use and misuse prevention programs for East Hartford youth.


Community participation is essential to prevent substance misuse in youth populations. We are seeking participants from a variety of backgrounds, such as parents, children, teachers, youth-serving organizations, substance misuse organizations, media, businesses, local government, law enforcement, healthcare, faith-based organizations, civic and volunteer groups, and anyone with personal experience.

East Hartford Parks & Rec Spring Events

Splash for Eggs - Friday, March 22, 5:30 - 8:00 PM

Egg Hunt - Saturday, March 23, 11:00 AM - 12:20 PM


Hop into spring with the Town of East Hartford and the East Hartford Parks and Recreation Department! East Hartford Parks and Recreation Department’s will be holding a Splashing for Eggs Event at the Middle School Pool, 777 Burnside Avenue, pool entrance located on Scotland Road on Friday, March 22nd from 5:30-8:00 p.m.  Participants will be assigned a time slot to ‘hop’ into the pool to collect some floating eggs.  Children will then turn in their eggs for a goody bag.  We will also have music, floats and snacks.


This event is $3 per child participant with an additional $1.50 credit card processing fee and registration is required at ehparks.org due to limited space. You may also stop by the East Hartford Parks and Recreation office during business hours and pay by cash or check.  Parents/guardians do not need to register!


Parks and Recreation will also be offering their Annual Egg Hunt at McAuliffe Park, 30 Remington Road on Saturday, March 23rd starting at 11:00am. There will be thousands of pieces of candy, treats and stuffed plastic eggs. This event is for children ages 10 and younger.

Accra market is a local African Supermarket located at 168 Burnside Avenue.  The owner and CEO Apostle Dr. Cecilia Boamah runs the business with her husband and brother. An immigrant from Ghana and now a proud  America Citizen, Cecilia moved to the United States with only $80 in her pocket. She took up a job as a factory worker just to be acquainted with the system.


When Cecilia became a resident of East Hartford, she noticed the lack of representation when it came to African markets in the town and dreamed of owning her own grocery store. After a lot of hard work and dedication, that dream became a reality when Cecilia won a bid for any empty lot and opened Accra Market  at 168 Burnside Avenue.  Cecilia has been in this business for 32 years and is looking to relocate her other business, which she owns in Manchester, to East Hartford.


Accra Market has a wide variety of traditional African foods and American, British, and Spanish produce. Accra Market also has a beautiful selection of authentic African materials to create traditional attire.

On February 23rd, the Park and Recreation Department participated in the Goodwin Elementary School Health Fair. The fair was attended by students from grades K-5 who visited several stations set up by community partners in the gymnasium. These stations included Nutrition (Shoprite/UConn), Gardening (Food Corps), Self-Care and Sleep (Youth Services/Intercommunity), Safety (EHFD), and Physical Activity (Morlock Dance School/Parks & Recreation).


At the event, Parks & Recreation Supervisors Jessica DiBattista and Jonathan Cooper engaged with students and talked to them about the importance of maintaining an active lifestyle and participating in enjoyable workouts. They arranged a fun fitness challenge that integrated dynamic movements, cornhole, hula hoops, and catching a foam ball. All participants were given colorful sunglasses as a reward.
