2024 will be East Hartford’s year. We have more economic development moving forward than ever before. This economic development will add significant value to our grand list, contribute to growing our tax base, and most importantly provide residents with an enhanced shopping, dining and entertainment experiences in our town. The Town’s aggressive effort in pursuing economic development in 2024 is intended to even out the tax burden between residential and commercial properties.
My fiscal year 2024-25 recommended budget, however, acknowledges the financial constraints we face, fulfills all contractual obligations, addresses debt from past spending, funds our pension and other post-employment benefits, and continues to provide a high level of service for residents.
There’s an important balance to maintain East Hartford being a full-service community and the impact to a resident’s wallet and their ability to put food on the table and pay their bills. I get it. As a resident myself, I too am affected by any mill rate increase. So I commit to my fellow residents that in lieu of being able to lower taxes, we must ensure enduring value in the services you already pay for and that these services are operating effectively and efficiently. The residents of East Hartford have entrusted me to lead our town into a bright future and to be a good steward of their hard-earned money. I can assure you that in building this budget, I have approached the process with utmost respect and care. This budget balances the things we need to do with what we can afford to do.
I have worked on the Town’s budget through three separate lenses: service on Town Council, as Chief of Staff, and now as your elected Mayor. I am excited for this budget to support the vision for our town. It not only continues to fund our existing services, but also supports future programming like a new Police Athletic League through the hiring of new community resource police officers with the goal of enhancing community relations with our youth. This budget supports my vision to bring vibrancy back to East Hartford, community pride and keep us on the path towards a solid fiscal foundation. With all the projects we have going on, I know we will get to a better future soon!
The Recommended Budget for FY 2024-25 is responsibly balanced, meets our financial obligations, and supports the great services this community relies on. In 2024, we turn the page to a new chapter in East Hartford history. We have more going on than ever before, we have momentum, we have community buy-in, and we have tangible progress.
I have always considered government a two-way street, with the government and the residents working hand in hand to create a better community for all. I ask residents to join me through this budget process, learn about Town Departments, what we are funding, and why we are funding it. Join me in passing a responsible budget that sets East Hartford on a path to a better future!

The Town Clerk’s Office moved back to the Town Hall facility at 740 Main Street on March 1. The office will reopen at 740 Main Street on Monday, March 4 at 8:30 AM for regularly scheduled hours of operation.

Additionally, the East Hartford Fire Department would like to remind all residents to change batteries in their smoke and carbon monoxide detectors. The simple habit of changing the batteries when you change your clocks will help protect your family.
The East Hartford Fire Department provides residents with brand new smoke and carbon monoxide alarms and batteries, if needed. Additionally, residents who wish their smoke and carbon monoxide alarms inspected can call the Fire Marshal’s office at 860-291-7405 to ask for a free alarm check. |

The East Hartford Commission on Culture & Fine Arts presents their sixteenth series of foreign films on the third Saturdays of the following months; March 16 (The Quiet Girl) and April 20 (The Lost King), films will be shown at the Community Cultural Center (50 Chapman Place). The excitement of the August 2017 solar eclipse is about to be replayed in April 2024. But this time, parts of the Northeast US will get their chance to witness totality, the ultimate astronomical experience. In this non-technical talk, Dr. Larsen takes us on a tour of the five total solar eclipses she has witnessed (so far!) and helps you prepare to safely observe the April 8, 2024 event yourself. Dr. Kristine Larsen has been an astronomy professor at Central Connecticut State University since 1989. Her teaching and research focus on the intersections between science and society, including sexism and science; science and popular culture (especially science in the works of J.R.R. Tolkien); and the history of science.

Global Recycling Day: Do Not Put Recyclables in PLASTIC Bags
Global Recycling Day was created in 2018 to help recognize, and celebrate, the importance recycling plays in preserving our precious primary resources and securing the future of our planet. It is a day for the world to come together and put the planet first.
The 6th Global Recycling Day will be celebrated on March 18, 2024. It is a good opportunity to show how residents are thoughtful about WHAT’S IN and WHAT’S OUT of your recycling blue cart.
Plastic bags are the WORST contaminant for any recycling facility, especially single-stream systems. The bags get wet and dirty and clog and jam up sorting machines, and when they are mixed in with other recyclables like newspapers, magazines, or office paper, they build up which can stop the machine from working altogether.
Removing plastic bags and plastic wraps from your blue carts is also the way to keep the recycling facility employees safe: these materials get wound around the moving parts of the sorting facility, making the machinery gunk up. The only way to remove that plastic is to shut down the machines and have employees climb up and hand-cut the plastic bags off the pulleys and spinning parts- this is dangerous work!
RECYCLING CLEAN means the loose placement of items and no bagging of recyclables in your recycling blue carts. Please be thoughtful about what you place in the blue cart: when in doubt, throw it out in your green trash cart. Do not bag your recyclables; put them loose in a cart. NO plastic bags (garbage bags, shopping bags, zip-lock bags, bread bags, etc.) NO plastic film (plastic wrappers of paper towels, toilet paper, bottles of water, shrink wrap, packing pillows, bubble wrap, flexible plastic food packaging, etc.)
Return clean and dry plastic bags and other film to stores such as Stop & Shop, and Price Chopper among others. If you cannot bring these items to stores, they should go in the refuse cart.

Vehicle Adjustments: Any bills for the 2021 Grand List for motor vehicles can no longer be adjusted. If it was gone prior to October 1, 2021, we can still remove these bills. Any bills for the 2022 Grand List have until December 31, 2024 for adjustments. Please look at what you owe the Town and if you have one of these bills, please call us to find out how to get them adjusted while we still have the ability to do so.

The disease known as tuberculosis (TB) is contracted by breathing in the microorganisms that cause it. Though it can affect other regions of the body as well, TB mostly affects the lungs. The TB germs transfer from person to person through the air. Individuals who have tuberculosis are more prone to infect those they interact with on a daily basis. This applies to friends, family, coworkers, and classmates. Latent TB is the term for the condition where TB germs exist in the body but do not cause illness. Since the bacteria are dormant, people with latent TB may not become ill. Still, they might eventually contract tuberculosis. |

| | | East Hartford Parks & Rec Spring Events Splash for Eggs - Friday, March 22, 5:30 - 8:00 PM Egg Hunt - Saturday, March 23, 11:00 AM - 12:20 PM
Hop into spring with the Town of East Hartford and the East Hartford Parks and Recreation Department! East Hartford Parks and Recreation Department’s will be holding a Splashing for Eggs Event at the Middle School Pool, 777 Burnside Avenue, pool entrance located on Scotland Road on Friday, March 22nd from 5:30-8:00 p.m. Participants will be assigned a time slot to ‘hop’ into the pool to collect some floating eggs. Children will then turn in their eggs for a goody bag. We will also have music, floats and snacks.
This event is $3 per child participant with an additional $1.50 credit card processing fee and registration is required at ehparks.org due to limited space. You may also stop by the East Hartford Parks and Recreation office during business hours and pay by cash or check. Parents/guardians do not need to register!
Parks and Recreation will also be offering their Annual Egg Hunt at McAuliffe Park, 30 Remington Road on Saturday, March 23rd starting at 11:00am. There will be thousands of pieces of candy, treats and stuffed plastic eggs. This event is for children ages 10 and younger. | | | | Spring Swim Lessons
East Hartford Parks & Rec is excited to announce that another session of swim lessons will start in mid-March as part of East Hartford Parks & Recreation's ongoing commitment to provide swimming options for the community.

Camp Counselors must be at least 16 years or older and are responsible for planning and leading group activities for children, overseeing their safety and development. They must have leadership skills and be available to work the entire summer season, Monday through Friday, from mid-June to mid-August, have prior experience. Prior experience working with children and CPR and/or First Aid certification is recommended, but not required.

The Town of East Hartford is accepting applications for the Community Emergency Response Team (CERT) Basic Training Course. Classes will be held every Wednesday evening starting on March 6, 2024 from 7:00 PM until 9:00 PM and will continue for ten consecutive weeks, in the East Hartford Fire Department’s Training Room.
CERT educates volunteers about disaster preparedness for the hazards that might impact their area and trains citizens on basic disaster response skills. When a disaster such as a major hurricane strikes, emergency responder's are generally focused on the most critical emergencies. Therefore, it’s important for residents to have the ability to help themselves, their families and community around them leading up to and following a disaster

| | | | On February 23rd, the Park and Recreation Department participated in the Goodwin Elementary School Health Fair. The fair was attended by students from grades K-5 who visited several stations set up by community partners in the gymnasium. These stations included Nutrition (Shoprite/UConn), Gardening (Food Corps), Self-Care and Sleep (Youth Services/Intercommunity), Safety (EHFD), and Physical Activity (Morlock Dance School/Parks & Recreation).
At the event, Parks & Recreation Supervisors Jessica DiBattista and Jonathan Cooper engaged with students and talked to them about the importance of maintaining an active lifestyle and participating in enjoyable workouts. They arranged a fun fitness challenge that integrated dynamic movements, cornhole, hula hoops, and catching a foam ball.
