New Business Plan published to support Scotland's economic and net zero ambitions 

Our 2024/25 Business Plan has been published reflecting the many different activities our 15 workstreams will be undertaking, working towards improving outcomes for people and places across the whole of Scotland.

It continues to focus on the three priorities of Scottish Government’s Infrastructure Investment Plan of enabling the transition to net zero emissions, driving inclusive economic growth and building sustainable and resilient places.

We highlight big themes for public sector infrastructure investment in which our teams will be engaged:
  • Delivering more affordable housing
  • Transitioning the public estate to net zero emissions
  • Enabling the transformation of public service delivery.
Our focus remains on attracting private sector investment into digital infrastructure and supporting the energy transition, as well as assessing financial models to deliver heat networks and attracting further investment into electric vehicle charging infrastructure along with a new workstream dedicated to infrastructure for the hydrogen economy. 

We see new opportunities across the construction sector where increased digitalisation, modern methods of construction and the retrofitting of existing buildings will be vital in supporting the energy transition and Scotland's net zero requirements.

For the year ahead, we are again looking forward to building on the deep and meaningful relationships we have developed with our partners to bring about improved outcomes, helping us towards our vision of world-class infrastructure for the people of Scotland.

Deputy First Minister confirms appointment of our new Chair

Last week, Deputy First Minister and Cabinet Secretary for Finance, Shona Robison confirmed the appointment of Joe Philipsz as our new Chair, taking over from Ian Russell.

Speaking of the news, our chief executive Peter Reekie, said: "Joe is a highly respected infrastructure financier who brings a valuable international perspective to the role alongside his merchant banking background in the UK and European markets. I'm delighted we've secured someone of his calibre to lead our Board.  
 
"His knowledge, experience and insight will be immensely valuable in steering the development of our 2025/30 Corporate Plan as well as leading the governance of our operation as an independent centre of infrastructure expertise.  

"As Joe takes over, I’d like to thank our outgoing Chair, Ian Russell and acknowledge the huge contribution he has made to the organisation over the past seven years. It's been a privilege and pleasure to work with and learn from him."

Inaugural docking at new Deep Water Terminal

The inaugural docking of a cruise liner took place last week at the new Stornoway Deep Water Terminal on Lewis and Harris; an infrastructure project delivered through our outcomes-based Growth Accelerator programme by our Place, Housing and Economic Investment team
 
The Ambassador Cruise Line vessel, 'Ambition,' called in at Stornoway and is the first in a long line of large cruise vessels due to dock at the Terminal this year.

The overall Deep Water Terminal includes a facility for berthing cruise ships up to 360 metres long, a new deep-water berth to cater for larger cargo vessels and a freight ferry berth.

Now operational, it will bring new revenue streams to the Port, and create new employment in the area for many years.

Benefits of shared workspace explained

Following the pandemic, public sector organisation Registers of Scotland (RoS) saw demand for its Glasgow office space drop, but saw an opportunity think differently to get the best use of its office space.

By creating shared workspaces, multiple public sector organisations now use the RoS workspace, with them resulting in property-related efficiencies, wellbeing benefits and opportunities for cross-organisational relationship building.

Updated Infralink website provides pathway to better connectivity

It is recognised that improving mobile digital connectivity across Scotland will benefit everyone and to help public bodies better engage with the mobile industry our Digital Connectivity team developed the Infralink programme that acts as a ‘toolkit of resources’ to help enable more meaningful conversations to take place.

The Infralink website has now been upgraded to help access resources quicker, and a new ‘three step pathway’ has been introduced that covers the essentials of what is needed to ensure successful outcomes.

Workshops to help measure and evaluate inclusive growth

If you are responsible for the procurement, delivery, or evaluation of infrastructure projects, or are working at a strategic level to ensure infrastructure projects deliver inclusive growth, these free, half-day online workshops will be of interest.

Working with the economic development organisation EDAS, our Infrastructure Strategy team is running these workshops to provide the latest policy insights and give attendees access to new online tools to support the evaluation of inclusive growth impacts from infrastructure projects.

New guidance published to support quality construction

Through our Improving Project Delivery workstream, the Construction Quality Improvement Collaborative (CQIC), has published two guidance documents in recent weeks to help create a more sustainable quality culture across construction in Scotland.

At the beginning of March, the CQIC published A Guide For Developing A Client Construction Quality Plan and last week published its Contractor Site Guidance
