HAZARD MITIGATION
FEMA Training on State and Local Mitigation Planning

Are you involved in state or local hazard mitigation planning? Register today for one of FEMA’s independent study courses. The two updated courses are IS-318.A: Local Mitigation Planning Training and IS-329.A: State Mitigation Planning Training. These newly updated courses will help you understand the fundamentals of state and local hazard mitigation planning. Both courses are free and open to the public. Students interested in either training should register for a FEMA Student Identification Number (FEMA SID). The SID is needed to take the final exam and receive credit. 

These courses cover policies and procedures for local and state planning. They have been updated to reflect FEMA’s updated Local Mitigation Planning Policy Guide and State Mitigation Planning Policy Guide (effective April 19, 2023). IS-329.A also covers enhanced requirements for state plans.

PUBLIC ASSISTANCE
Public Assistance Grant Program Resources
Public Assistance Overview Video
Overview of the Public Assistance Program including eligibility and how to register following a Federal Disaster Declaration. To fill out the our grants portal registration form, visit: DEMA.gov
On February 22nd, 2024, the Recovery Team updated and released the Public Assistance Overview video on the DEMA Youtube Channel. This new video, the first of a series of Public Assistance (PA) videos being produced, outlines the PA Grant Program and how it is applied in the State of Delaware. Additionally, the video demonstrates the first few steps potential applicants can take to submit a request for assistance.   
Bancroft Pedestrian Bridge MOA Public Notice
Date: April 17th

The Federal Emergency Management Agency (FEMA) is providing Public Assistance funding to the Delaware Department of Natural Resources and Environmental Control (DNREC) for the demolition and replacement of the Bancroft Pedestrian Bridge, located in Alapocas Run State Park, Wilmington, New Castle County, Delaware. The hybrid public meeting to seek public input on the Draft MOA and draft replacement bridge designs will be held in person on Wednesday, April 17th at the Blue Ball Barn, located at 1914 W Park Drive, Wilmington, DE 19803. Members of the public who are unable to attend in person will have the opportunity to virtually attend over the Zoom meeting platform and will be accessible via computer or telephone.

Damage Assessment Training
Date: May 14-15
Time: 8:30 AM- 4:30 PM
Location: DEMA (165 Brick Store Landing Road Smyrna, DE 19977)

This course will be followed by an exercise later this spring to help inform the PDA process in Delaware. Invited participants may include county emergency management, public works, and GIS managers, and key state partners. This course will equip local officials with the knowledge, understanding, and skills needed to be able to conduct rapid and effective damage assessments to save lives, protect property, and to improve the quality and consistency of the damage assessment effort. This course will prepare participants to successfully:
  • Define the requirements for assembling PDA Teams 
  • Accurately identify, asses, and document damages
  • Support the assessment for the declaration recommendation
  • IA and PA necessary information
  • Incorporation and recognition of potential mitigation activities

INDIVIDUAL ASSISTANCE
FEMA Reformed Individual Assistance 
Disaster survivors can now benefit under the new FEMA Individual Assistance reforms which took effect as of March 22nd; these are for disasters occurring after March 22nd, 2024 only. These new benefits established by FEMA expand eligibility as well as simplify the application process for its Individual Assistance Program after a federally declared disaster. Under the changes, eligible households can now receive a $750 payment for essential items, displacement assistance for immediate housing needs, and up to $42,500 for home repairs if they are underinsured. FEMA will also no longer require survivors to apply for Small Business Association (SBA) loans before considering them for other assistance.

Delaware Voluntary Organizations Active in Disaster (DEVOAD) 
The DEVOAD serves as an umbrella organization to encourage collaboration, communication, and cooperation of volunteer organizations in response to State disasters. If you are thinking of donating to a worthy charity, consider donating to the Delaware VOAD. DEVOAD Volunteers Needed
If you or your organization wishes to volunteer, the DEVOAD will arrange work to fit the skills and number of volunteers available. 

Type Of Work:

  • Yard and alley cleanup with debris removal
  • Removal of drywall, insulation, and carpets
  • Replacing molding and baseboards

What You Need:
Long pants, sturdy shoes, and safety glasses. Depending on the work, heavy work gloves and a respirator mask (P100 Recommended) may also be needed.

2024 Flood Forum
On April 3rd, DEMA's Lupe Guevara, Kayla Watson, and Jennifer Walls joined Delaware Sea Grant and Delaware DNREC for the 2024 Flood Forum at the Lewes Public Library, which covered common myths vs. facts about flood insurance. Additional topics on the agenda were homeowner's insurance vs flood insurance, differences in coverage for varying property types, flood zones, FEMA regulations, homeowner mitigation measures, land use and construction practices that increase exposure and vulnerability to flood risks, and socioeconomic vulnerabilities.

National Financial Capability Month
Being ready for a disaster is more than storing water and supplies. It also helps to be financially ready. It is important to gather and safeguard critical financial, personal, household, and medical information. Having adequate insurance and maintaining a savings fund can also help people recover faster from unplanned disasters.
The Emergency Financial First Aid Kit (EFFAK) is a joint publication from Operation Hope and FEMA that can help families prepare now by identifying important documents, medical records and household contracts.
Additionally, you can also take advantage of the Financial Literacy and Education Commission (FLEC) resources to boost your financial knowledge. FEMA, in partnership with the FLEC, is celebrating National Financial Capability Month (NFCM) throughout April. NFCM focuses on financial literacy and ensuring Americans have access to unbiased and trustworthy financial education and resources. Visit FLEC’s MyMoney.gov to get financial preparedness advice for you and your family members. Take time to learn about financial preparedness to increase your financial resilience.
Don't forget to review your insurance policies to ensure you have the correct amount and type of coverage for the hazards you are at risk of experiencing. Homeowner’s insurance policies do not typically cover flooding. Learn about your community’s flood risk and find out if your home is in a flood zone by visiting Floodsmart.gov. Discuss what you learn with your insurance representative to determine if you need flood insurance. You can also review how to buy flood insurance at the National Flood Insurance Program website.

Creating a Flood Ready Community

Learn how the flood risks to Delaware communities can be addressed and mitigated. This course covers basic risk and hazard concepts; Federal Emergency Management Agency (FEMA) mapping; the Delaware flood insurance program; tools to prevent hazards in a cost-effective manner; and strategies for reducing exposure.

Examples presented will include:

  • New National Oceanic and Atmospheric Administration (NOAA) sea level rise mapping information
  • Recommended strategies for reducing vulnerability and exposure
  • Community flood risks, hazards, and related climate trends
  • Tools and resources for community adaptation, resilience, and sustainability planning

This session qualifies for credit toward the Certificate in Local Government Leadership and the Certificate for Planning Education.

Pre-registration is required. Lunch will be provided.
