CAPE announces policy grievance and unfair labour practice against return-to-office mandate

The Canadian Association of Professional Employees (CAPE) announces it is filing a policy grievance and unfair labour practice complaint in response to the government’s announcement that it would be mandating an increase to the time employees must report to an office.

In 2023, CAPE and other federal bargaining agents signed Letters of Agreement on Telework alongside their respective collective bargaining agreements, which committed the government to working collaboratively with unions on telework rights. Yet the May 1 announcement was made with no prior consultation with federal unions, despite a multitude of existing issues with the current hybrid model, including a lack of available workspaces, and unhygienic and unsafe offices.

Spotlight on Locals : Local 506


After four months of effort, CAPE Local 506 of Transport Canada successfully secured more than 275 signatures from fellow employees, leading to a resolution recommending dedicated lockers for employees at one of their towers. Initially facing resistance, they mobilized by creating a petition and collaborating with other unions. Key meetings and a well-organized campaign culminated in a successful vote at their occupational health and safety committee meeting on May 15. The resolution for dedicated overnight lockers was passed unanimously, and we expect formal implementation soon, marking a significant victory for this local.
