Featured Editorial: Guilt Free Recycling

By Marta Keane, Vice President, NRC Board of Directors

For many years the messaging to the public has exaggerated personal responsibility when it comes to contamination of recycling but it is truly collectors, government and manufacturers that are responsible for the public’s misunderstanding of recycling. Instead of filling people with guilt for recycling an item they can’t read the resin code on, we should be explaining recycling with colorful graphics, simple language and consistent messaging.

In Illinois in 2018, a group of MRF operators, government recycling coordinators and the state EPA of Illinois, gathered to create a poster and website showcasing items accepted in every curbside and traditional drop-off program across the state. It was decided the term “Bottles, Tubs, and Jugs” would replace resin codes even though this mean a few #6 Polystyrene containers would make it into the carts. Glass Bottles and Jars, Aluminum cans, foil, bakeware and steel cans were shown with aerosol cans (made of either aluminum or steel).

Five years later, there are still communities using different graphics, excluding aerosol cans and requiring resin code identification. Recently, one hauler told a community they could take “clean K-cups” when Keurig lost a court case for misrepresenting them as recyclable. Companies greenwash, pretending items are recyclable because they partner with third parties to collect them outside of the mainstream. It is no wonder residents are confused and frustrated and the residential rate of recycling seems to be declining even as people receive more packaging than ever from online ordering.  As members of NRC, we should be working together whenever possible to build cohesive and consistent messages on materials that are the backbone of our collection programs. If this concerns you, consider responding to this article. Let us know how you are motivating residents and businesses without the guilt trip.  Contact Marta Keane to weigh in and help your fellow communicators.

US Senate Hearing Looks at the Impacts of Grants

Members of the U.S. Senate Committee on Environment and Public Works committee asked questions about grants, private funding, support for rural communities and diverting food scraps during a May 22 hearing on local efforts to improve reuse and recycling. The committee, chaired by Sen. Tom Carper, a Delaware Democrat, brought Elizabeth Biser, Secretary of the North Carolina Department of Environmental Quality; Susan Fife-Ferris, the director of solid waste planning and program management for Seattle Public Utilities; and Cody Marshall, chief system optimization officer at the The Recycling Partnership, together on a panel to give testimony and answer questions.

Sharing her experience in North Carolina, Biser said the Solid Waste Infrastructure for Recycling Grant Program has helped many states gather better data, which is often lacking. North Carolina is using its grant funding for a statewide optimization study. "Having the ability to invest in data, which is not something we often have, is going to be really critical, not just for my state but for other states," she said, especially "understanding what is in the waste stream, understanding where material is being generated and where the infrastructure to collect that material is lacking.”
