UTILITY COSTS | We've had one or two queries from member councils about how the pledge from the prime minister to act on energy bills would benefit them. We've been advised that the scheme covers parish and town councils. Whilst still toe curling, this will help mitigate some of the spiralling costs you will be facing. THE REVISED LOCAL DEVELOPMENT SCHEME AND IMPLICATIONS FOR NEIGHBOURHOOD PLANS | Yesterday on a call I attended,  Matthew Piles from Dorset Council gave a brief update for those developing and currently having a made plan:

'You will be aware that Cabinet agreed an update to the Local Development Scheme (LDS) at its meeting on Tuesday (4th October).  The revised LDS (as agreed) sets out the anticipated milestones for key stages in the preparation of development plans. The LDS needs to be reviewed from time to time to ensure the milestones are as accurate as possible so that communities are aware of when a development plan that we are preparing is likely to be reaching a key milestone such as a formal consultation stage. The LDS currently shows timetables for the Purbeck Local Plan, Dorset Council Local Plan and the Minerals Plan.

Neighbourhood Plans, once made, also form part of the development plan, but these do not need to be included in the LDS because their preparation is not compulsory and Dorset Council is not responsible for preparing them. Therefore, the revised milestones that were agreed by Cabinet do not affect the timescales of any neighbourhood plans that are currently being prepared, and local communities can continue to proceed with their preparation in the normal way. Such plans are expected to accord with relevant strategic policies so will need to have regard to any extant adopted local plans in advance of the adoption of the emerging Dorset Council Local Plan. As per usual, Dorset Council officers can provide support and guidance to anyone involved in preparing a neighbourhood plan.'

2022 AGM PREPARATION | We've had a record number of motions land in the mailbox! Thanks to those councils for sending them in, we are busy de-duplicating and clarifying the detail and will issue them out for wider circulation. There are some great topics. 20 MPH POLICY |
For those of you that track new policy development at Dorset Council and are one of many local parishes or towns keen on the implementation of speed reduction schemes; you might like to watch the debate at the Place and Resources Overview Committee from yesterday. Place Resource and Overview Committee. A significant part of the debate centred on how communities could be engaged to ensure the need for speed reduction, key schemes established like Community Speed Watch and the time taken to progress such an initiative. Encouragingly it was recognised that parish and town councils could have been engaged earlier and more. What this space for updates.
In the meantime, Id' be keen to hear from any member councils that have a Community Speed Watch that is active to understand the challenges in getting these established but also any successes. Please drop me an email on daptc@dorsetcouncil.gov.uk

New research from the Met Office suggests that 55% of people in the UK with vulnerable neighbours or relatives would check on them ahead of severe winter weather.  Feel free to share this information widely with your own contacts.
 
2.   NALC Points of Light 2022 publication 

NALC have recently announced that the 2022 edition of their Points of Light has now been published and is available to read here.

Points of Light is a collection of case studies highlighting the work that local (parish and town) councils are undertaking to support their communities. Each case study features a summary of the work carried out alongside electorate, precept and expenditure figures of the local councils involved.

Examples of work carried out by parish and town councils in this year’s edition include: facilitating summer activity sessions for local children, running award-winning sports and community facilities, carrying out town centre improvements, funding a community agent post, and supporting a cost-of-living day.

There are a number entries within the publication from Dorset councils, so please take a look to find out what your fellow members are up to, both locally and nationally.

3.   Find out more about the Local Council Award Scheme (LCAS)

 

The Local Council Award Scheme (LCAS) is an accreditation scheme for the local (parish and town) sector to celebrate the successes of councils and provide a mechanism for continuous improvement and development. To ensure all local councils feel confident in applying to the scheme, NALC is hosting this event to provide insights into submitting an award-winning application for each award level. Increasing your chances of achieving the award level hoped for. This free event is open to clerks, councillors and council staff interested in the scheme andn will take place on-line on 23 November 2022 — 12.00 – 13:15

4.   Request for information regarding the refurbishment of a War Memorial

Sally Bowsher, Clerk to Puncknowle and Swyre Parish Council, is looking for recommendations on the best company/craftsman to use for the restoration of their war memorial.  Any information/advice on valuations for insurance purposes and the cost of refurbishments would be gratefully received by Sally.  You can contact her directly via email at puncknowle@dorset-aptc.gov.uk

NALC has announced that the Star Council Awards 2022 winners will be unveiled at an online ceremony on 13 October 2022 at noon (12 pm).
  
The ceremony will be open to everyone in the    sector and beyond to watch and celebrate all the winners' hard work. The event will be streamed live on NALC's YouTube page.

This year Dorset has two finalists, Bridport Town Council is in the running for
Council of the Year and DAPTC is included in the County Association Project of the Year category.
