We are reaching out to you with regards to Bellona Europa and Clean Air Task Force’s #TenTTuesday campaign. The campaign aims to bring awareness to the importance of industrial decarbonisation and the role played here by Carbon Capture and Storage (CCS). Specifically, on the TEN-T Regulation, we are working to highlight that all modalities transporting CO2 to permanent storage, including road, rail and ships, must be recognised and supported under the Connecting Europe Facility. So far, the EU currently recognises CO2 pipeline transport and storage in the TEN-E Regulation – something we strongly support as a vital part of the scope of the TEN-E. However, there needs to also be a parallel recognition for ship, rail, truck and barge CO2 transport to storage – also in line with the recent revision of the EU ETS and the Taxonomy. As different geographies, and challenges, face different parts of Europe – and taking into account differences in market development across Europe – different solutions are needed. And not all countries have the possibility to set up or invest in pipelines at this stage. This is particularly the case for Central and Eastern Europe. In the absence of a CO2 pipeline infrastructure, and within the cases where pipeline is not the most cost-effective option, alternative modalities of CO2 transport must be recognised and supported at the EU level. This will enable Member States across the EU to decarbonise their industry, contributing to job retention and cohesion.
Earlier this month, Bellona Europa hosted the Building momentum for CCS deployment in the CEE region conference as part of the CCS4CEE project. We have summarised in a brief blog post what stakeholders and experts said about the importance of recognition and support for multiple modalities of CO2 transport. And we thought that this would be of particular interest to your ongoing work.
