Celebrating Florida City Government Week

The food trucks and concerts continue to be held behind the Village Park gymnasium on select Saturday evenings.

The Lakeside Market continues on Friday nights from 5pm to 9pm on the Promenade.  


The USTA Family Championships will be held on Friday, October 28th through Sunday, October 30th.  Over 100 players from around the country are expected to be in Wellington for this event.  

A volleyball tournament will be held at Greenbriar Park on Saturday, October 29th with times to be determined.

The Opening Day for basketball will be held on Tuesday, November 1st at 5:30 pm.

On Wednesday, November 2nd, the Tennis Center will host XGLOSIVE Tennis from 7pm to 8pm (for children) and 8pm to 9pm (for adults). This event will consist of music, dancing, games, tennis, and refreshments. The cost is $40 per person and includes one free beverage ticket.

The Murder Mystery Dinner theme is "Murder on the Bayou" and will take place on Saturday, November 5th at Village Park. Tickets are on sale now at Village Park and the Community Center.  The event is currently almost sold out.

The Charlotte Hans Memorial Softball Tournament will be held on Saturday, November 5th at Village Park with times to be determined.

Spring Soccer signups begin on Saturday, November 5th, and Travel Basketball tryouts will be held on Sunday, November 6th in the Village Park gymnasium.

On Saturday, November 12th, the E-Sports Grand Opening will be held in at Village Park in room 2AB, with times to be determined.

Planning/Programs/Events: 

Tutoring at Boys and Girls Club:  Tutoring at the Boys and Girls Club continued this week on Monday, October 17th through Thursday, October 20th.  Staff selected 5 students per group and a total of two (2) groups per day.  Approximately 40 students were provided homework assistance/tutoring last week.  
 
Wellington Elementary Tutoring Program: The program began on Monday, October 17th through Thursday, October 20th and will continue throughout the school year.  We provide assistance to Wellington Elementary and the Boys and Girls Club by providing a location for this tutoring program (Community Services building) and by providing transportation for 25 students from Wellington Elementary to the Boys and Girls Club.  All of the students attend both the School and the Club.  Students will participate in one of two tutoring groups; 3:30pm - 4:30pm or 4:30pm - 5:30pm.  The certified teachers will assist the students with their math and reading needs.  

Civics 101 Program:  On Tuesday, October 18th, the Civics Program continued with Session 2 for Wellington High School students.  Participants had the opportunity to meet the Village Council and Department Directors and ask questions of the elected officials.  The meeting provided students an overview of Council's individual roles and responsibilities and the significance of our municipal government.  
 
Community Service and Planning Department Bus Tour:  On Tuesday, October 18th, the Community Services Department utilized the Village Bus to provide a tour with the Planning and Zoning Department and a PBSO representative. This tour provided insight of our local Wellington communities and how they developed. We discussed what adjustments might be made to improve our communities, ways we engage our local youth at our local parks, and future developments planned in our communities.
 
Bike Assistance Program:  On Tuesday, October 18th, we dropped of 3 bikes to get refurbished at the Wheels of Wellington. The three bikes will be given to children in our neighborhoods.
 
SWAG Program:  On Thursday, October 19th, staff held a meeting at both Palm Beach Central and Wellington High schools with others attending the meeting over Zoom. This meeting’s topic revolved around the right to vote and how to become a registered voter. This meeting stressed the significance of our voting rights.

Super Fridays:   On Friday, October 20th, staff continued our community engagement program at Goldenrod Park and played games with local youth.

Read for the Record:
The 2022 Literacy Coalition of Palm Beach County and Jumpstart's Read for the Record will be held on Thursday, October 27th. The featured book is Nigel and the Moon by Gracey Zhang.  This year, Jumpstart will continue allowing the book to be presented virtually and in person.  Staff will contact the 16 participating Wellington schools, preschools, and learning centers that participated last year to schedule readings or virtual showings of the book to students.  Copies of the book will be given to each school in their choice of English and/or Spanish language versions.  Jumpstart's Read for the Record is a national campaign launched over a decade ago to address the educational inequalities that leave too many children unprepared for kindergarten.

FIP Championships Athlete Meet and Greet:
Wellington will host a “Meet and Greet” on the Promenade on Thursday, October 27th from 6pm to 9pm for the world-class athletes competing in the 2022 FIP World Polo Championships. The evening will include a DJ, Glow-Up performers, giveaways, interactive activities and more. Light food and refreshments will be served.  Council Members, USPA Board Members, dignitaries, the PBC Sports Commission as well as local business owners from the two (2) Chambers, will be invited to attend.

Tennis Center’s Father-Daughter Tournament Dinner:
The Wellington Tennis Center will host the Level-1 USTA National Family Clay Court Championships the weekend of October 28th through October 30th. There will be play in multiple divisions and will feature player parties and lunch. Wellington will host a special player’s dinner at the Tennis Center that Saturday evening, October 29th at 6:00 p.m. Food will be catered by Agliolios Italian Restaurant.
Equestrian Season Traffic Plan – In anticipation of polo and equestrian season beginning, PBSO met with Village officials to review the upcoming plan for traffic enforcement.  A detailed plan will be provided.
 
C.R.A.S.E (Civilian Response to Active Shooter Events) Training – PBSO conducted a CRASE training for the Wellington Houses of Worship leadership on Thursday, October 20th at 6:30pm at the Wellington Community Center.  In attendance included St. Therese de Lisieux Catholic Church, Christ Fellowship, Christ Fellowship in Royal Palm, St. Peter’s Methodist Church, Temple Beth Torah, Christ Community Church.   Below are two comments received:

Operation “Broken Aero” continues – Agents continued their surveillance operation relating to vehicle burglary statistics over the past several weeks.  Special attention was directed to the Aero Club, Lake Field North and Lake Field South communities.  Team members conducted patrols last week in the late evening and early morning hours.
 
  • 10/18/2022 – GRAND THEFT AUTO *UPDATE* - Street team agents through a collaboration with the South Florida Task Force and S.W.A.T. were able to serve a warrant for the arrest of a suspect residing in Wellington (Country Golf Drive) linked to numerous stolen vehicles and vehicle burglaries.  Detectives from multiple districts arrived on scene and gathered evidence to link the suspect to a variety of other crimes ranging from weapons crimes, burglaries, and grand theft auto.  The suspect was arrested and sent to jail.  More charges are pending. 
  • Stolen Vehicle: Two (2) reports.  One incident occurred in which a victim let an acquaintance borrow their truck.  The acquaintance refused to return the vehicle.  The vehicle was in Hialeah and arrest was made.  The second incident involved the theft of the victim's vehicle from a home in Polo West.  The vehicle was seen leaving Wellington on Forest Hill Blvd and Stribling.  Investigation continues. 
  • Stolen Vehicle Recovery and Arrest:  Agents had success last week making two arrests.  On arrest involved agents locating a stolen vehicle out of Riviera Beach near Aero Club.  The vehicle was believed to have been used in a dozen burglaries in District 3.  Surveillance was conducted on the vehicle.  The South Florida Task Force continued surveillance and the suspect driver bailed out of vehicle, ran on foot, and was apprehended. 
10/23/2022 -- *SPECIAL RECOGNITION TO PBSO COMMUNICATIONS* - District 8 Deputies, K9 and the Eagle responded to a residence in Wellington in which a 911 call was made by a 14 year old male with a gun who wanted to kill his father or have PBSO take his own life.  Through various tactics and strategic planning, PBSO Communications Section Manager, Ashley Zehler, was able to talk to the 14-year-old and have him surrender his firearm, listen to PBSO commands and be taken into custody without incident. 

Golf Carts:
  • No incidents involving golf carts were reported last week.
  • One complaint was received via the Go Wellington app regarding teenagers on golf carts observed speeding and not yielding to bicyclists near 14436 Horseshoe Trace in Wellington.  PBSO is following up on the complaint.
Emergency Management
 
Narcan Training:  Currently 47 Village of Wellington employees who have a high interaction with the public have been trained on opioid overdose awareness and Narcan nasal injection.  Additional sessions will be coordinated.
 
American Red Cross and Hurricane Ian Fundraising:  Wellington met with the new Executive Director of the American Red Cross, Eric Roby, to discuss various community partnership opportunities.  Currently, we are coordinating a fundraising effort to support Hurricane Ian relief efforts.  The American Red Cross generated QR code specific to Wellington to help track funds Wellington generates.  Information on activities associated with fundraising efforts will be forthcoming.

Tornado Recovery:
FEMA: FEMA representatives met with staff last week and reviewed the damage assessment reports.  Staff provided FEMA representatives a list of homes affected by the tornado that occurred on 9/27.  Representatives conducted outreach by going door-to-door to all properties on the list and provided information about FEMA individual assistance. 
 
On Sunday, 10/23 at 3pm - FEMA representatives held an informational session at the Wellington Community Center for those impacted by the tornado regarding the process to apply for individual assistance.  Representatives helped answer questions and registered 10 households on site for individual assistance. 30 residents in total attended the session.  FEMA representatives were very pleased with the turnout.   
 
Information regarding FEMA individual assistance can be found on the Village’s website and on our social media account.  Residents have until November 28, 2022 to apply at disasterassistance.gov.
Building

Publix Grocery Store, Wellington Green:  The Permit application was received for a complete demolition of the Fresh Market and partial demolition for Kirklands and City Mattress (located at 10640 Forest Hill).  In its place, an application was received for a new 38,539sf Publix Grocery Store building and canopy. Additionally, this set of permits includes the remodel/reconfiguration of the two adjacent bays (bays 60 & 90), a site lighting permit, a landscaping permit, and a new dumpster enclosure permit. 

Code Compliance

Public Political Sign Areas: The public areas for display of election signs prior to the upcoming November 8th election have been installed at the approved locations. The areas were roped off Friday morning and will be monitored by Code staff.
 
Sturbridge HOA UPDATE:  As noted in a prior report, Code Compliance staff identified that the Sturbridge community perimeter fence is deteriorated.  The Code Officer met with the Sturbridge HOA and it was agreed that the more deteriorated sections will be promptly removed.   The HOA is working toward total replacement of the fence. 

786 Via Toscana: An abatement of the landscaping in the front yard has been scheduled. As previously reported, the property was recently sold at auction.

Planning and Zoning

Estates/Lagoon at Equestrian Village: The draft report from the consultant that reviewed the market studies prepared for the projects was received. Coordination with the applicant/agent regarding the comments in the draft report is underway. In addition, the 2nd resubmittal reviews are being completed and the remaining comments/issues will be relayed to the applicant/agent the week of October 24th. The projects are now tentatively being scheduled for the December 7th Equestrian Preserve Committee, dependent upon the response provided to the 3rd round of comments and additional information provided.
 
Farrell East and West:  The applications for the proposed redevelopment of the Palm Beach Polo Tennis site and a portion of the golf course south of are awaiting resubmittal by the applicant/agent addressing the first round of comments. The applications have not yet been scheduled for public hearing.
 
Planning, Zoning and Adjustment Board, Oct 19th Meeting:  The PZAB recommended denial of the master plan amendment request by Mr. Winer, 977 Cindy Drive, to add an additional unit to the Palm Beach Little Ranches East neighborhood. The PZAB recommended approval of the proposed modifications to the cell tower regulations in the Land Development Regulations.
 
XII FIP World Polo Championship at Valiente Polo:   A Special Use Permit application was submitted on October 18th for the polo games being played at Valiente Farms, located at 11506 Wellington Preserve Boulevard, between Wednesday, October 26th and Sunday, November 6th.  There will be 4 polo games each day and all horses (approximately 180) will be stabled on site. Games will be played from 9:30am to 5:30pm.  All games are open to the public and they anticipate approximately 500-1,000 people in attendance each day.
 
Panther Run Elementary Annexation: The Palm Beach County School Board approved the filing of their annexation, comprehensive plan, and rezoning applications at their meeting on October 20th.  These applications are tentatively scheduled for the November 16th PZAB meeting.

Strategic Planning
 
Blueways Plan: The Blueways Master Plan will be presented to Planning, Zoning & Adjustment Board on October 19th and the Parks & Recreation Advisory Board on October 25th. The Blueways Plan is intended to provide near term and long-term improvements that will support one of the Parks and Recreation Master Plan goals of providing outdoor, unprogrammed recreation opportunities.

  • Performed 34 disconnects for non-payment last week and 120 door hangers were hung for possible disconnection this week (over $100 threshold balance).
  • Current meter No Reads are at 1,081.  Battery failures continue.  Village Management offered to assist finding additional resources to help gather weekly No Reads as the Department formulates a plan for the next stage of field replacements.

  • 30% Submittal for LS 16 and 65 received on October 17th.  Review meeting to be held on October 25, 2022.

CIP PROJECT HIGHLIGHTS
  • The following projects are in active state of construction. Major weekly milestones are as follows:
    • Wharton Smith - WTP R & R Project – The Contractor continues finishing work in the locker rooms, meeting room and High Service Building pump spaces.  All electrical process work on this project is complete.  
    • Booster Station and HSP Improvements Phase 1 - Booster Tank 1 was shutdown last week.  Hatch repairs are mostly complete by Wharton-Smith and Crom.  Hatch opening inspection scheduled for tomorrow.  Disinfection of the tank and filling planned for later this week.  Exterior tank coating application inspection at Booster 2 scheduled for this week.  
    • Train 8 Expansion—Train 6 and 7 piping modification are underway this week.  Cut-in on train piping planned for October 31st and November 1st.  This will require a shutdown of Trains 6 and 7.  
    • Florida Design Contractors - HPP8 and Post Treatment Improvement Project –The contractor completed loop checks for the HPP8 pressure transmitter reading last week.  This project is substantially complete.  
    • Hinterland - Lift Station Phase II Rehab – Contractor is working on punch list items.  This project is substantially complete.
    • Well Rehab Phase 4 - Well 9 rehab is underway.  

Construction Projects

Town Center:
Phase 1 of the project is completed. 

Phase 2 of the project has commenced and is underway.  The Amphitheater and Scott’s Place are closed to the public and will remain so for the duration of the project.  The target dates for substantial and final completion have been moved back to April 24, 2023 and May 23, 2023 respectively.  

Aero Club Landscaping: 
The project is substantially completed.  The contractor is working on restoring the affected sodding areas and obtaining final electrical release.  

Golf Cart Pathway Expansion (Pierson Road, between Birkdale and Stribling):
The Notice to Proceed was sent to the contractor on October 17th.  We will update this item once we have a start date.   

Greenview Shores Park Safety Netting:
The contractor is prepared to begin work once they have obtained security clearance to work on the site.  

Acme Culvert 130 Refurbishment: 
This project has been postponed until May 1, 2023.    

Design Projects

Big Blue Trace Landscaping and Traffic Calming (South Shore Blvd. to Paddock):

This project includes the installation of traffic calming features, landscaping, and irrigation along Big Blue Trace between South Shore Boulevard and Paddock Drive. 
Status:  Design phase. 

Public Works Storage Building: 
This project will facilitate the storage needs for the Public Works Department, with the anticipated demolition of the Old Boys and Girls Club at the South Shore Community Park.  The proposed building will be a 10,000sf pre-fabricated structure.  The Engineering department is currently working on a performance specification and site plan for the building at the Public Works Facility.  The Engineering Department has completed 60% design plans for this effort to date.
Status:  Design phase. 

Greenbriar Park Restrooms: 
This project consists of a new restroom building at the Greenbriar Park Facility.  The current facility has reached its useful life and is in disrepair.  The current facility is also on septic drainfield facilities.  This project will also include permanent sanitary sewer facilities, which the current facility does not have.  The Engineering Department has completed 60% design plans for this effort to date.
Status:  Design phase. 

Greenbriar Park Disc Golf Study: 
This project consists of a nine hole disc (Frisbee) golf facility to be incorporated into Greenbriar Park.  The engineering department will be working directly with Jake Hampu, Founder of the Unified Dream Organization to prepare a conceptual disc golf course layout within the open field area of Greenbriar Park. 
Status:  Conceptual Design phase. 

Greenbriar Park Pickle Ball Courts: 
This project includes outdoor pickle ball courts adjacent to the existing Volleyball Courts at the Greenbriar Park facility.  This project is currently in the conceptual phase.   
Status:  Conceptual Design phase. 

PBSO Substation Needs Analysis and Preliminary Site Plan: 
This project includes a facility needs assessment, and a preliminary site plan analysis for the construction of a new PBSO substation at Town Center.  Leo Daly has completed the needs analysis and conceptual site plan for a facility at the Town Center property.   
Status:  Completed.   

PBSO Existing Building Assessment: 
This project consist of the inspection of the current PBSO substation at 14000 Greenbriar Boulevard.  The engineering department is preparing a building hardening recommendation and report for this building.  This report will be available by the end of October.
Status:  Analysis phase. 

Tennis Center Expansion (Master Plan):
This project consists of the planning of the ultimate buildout of the tennis center at 3100 Lyons Road.  Mock Roos has prepared preliminary plans and cost estimate to support this effort.   
Status:  On Hold

ACME Stormwater Modeling: 
Staff is working in coordination with Mock Roos to develop an updated stormwater model, utilizing the latest version of the ICPR (Inter-Connected Pond Routing) software.
Status:  Final Report due in November.

ACME Big Blue Preserve Pump Station: 
This project consists of the refurbishment of the pump station for the Big Blue Cypress Preserve.  Engineering is coordinating with public works to move the existing pump station into ACME right of way.  The pump station currently lies within an easement, outside of the ACME right of way.  Engineering has prepared construction drawings for this project and is currently obtaining quotes from our annual contractors to procure the work.  
Status:  Procurement Phase

C-2 Multipurpose Pathway: 
This project consist of the construction of a 10ft wide pathway along the C-2 Canal, between Greenview Shores Boulevard and Bent Creek Road.  Engineering has ordered a survey for this project and will commence the design in FY2023.  
Status:  Design phase. 

C-8 Multipurpose Pathway: 
This project consists of the construction of a 10ft wide pathway along the C-8 Canal, between Stribling Way and Forest Hill Boulevard.  Engineering has ordered a survey for this project and will commence the design in FY2023.  
Status:  Design phase. 

Greenview Shores Bike Lanes:
This project includes the addition of traffic calming features and bicycle lanes along Greenview Shores Boulevard between Binks Forest Drive and Wellington Trace. 
Status:  Design phase. 

Greenbriar Boulevard Bike Lanes:
This project includes the addition of traffic calming features and bicycle lanes along Greenbriar Blvd. between Aero Club Drive and Greenview Shores Boulevard. 
Status:  Design phase. 

Wellington Trace & Primrose Lane Traffic Calming: 
This project includes the addition of a Mini Round-a-Bout at the intersection of Primrose Lane and Wellington Trace.  This project is scheduled to appear before Council on November 9th.   
Status:  Procurement phase. 

Wellington Trace/Big Blue Trace: 
This project includes the addition of permissive only left turn lane arrows along the Wellington Trace approaches to Big Blue Trace (N/S).  This project also includes the extension of the southbound left turn lane to accommodate the additional vehicle storage needed for the protected turn movement.  Engineering is currently working with PBC Traffic to obtain quotes for the placement of permissive only signals at the intersection.  Engineering has also prepared a design for the expansion of the existing westbound left turn lane to accommodate the additional queuing that is projected due to the permissive only turn lanes.  This portion of the project will be completed with annual contractors.
Status:  Procurement phase. 

Appaloosa Bridle Trail: 
This project consists of drainage improvements for the public Bridle Trail between Appaloosa Trail and Greenbriar Boulevard within the Saddle Trail South Subdivision.  A survey has been obtained for the project and Engineering is currently preparing design plans and cost estimates suitable for bidding and construction.
Status:  Design phase. 

Welcome Sign / Southern Blvd.: 
This project consists of adding a “Welcome to Wellington” sign on the NW corner of the Municipal Boundary, which is generally at the Flying Cow/Southern Boulevard intersection.  An AT was transmitted on 08/23/2022 regarding the specifics for this project.

Traffic Studies/Issues:

Traffic Calming/Vision Zero:  Engineering is coordinating the implementation of Vision Zero Resolution 2022-15 and the Complete Streets Resolution 2022-16.  The Village has applied for a "Safe Streets for All" (SS4A) grant for funding to prepare a Village-wide traffic calming study.  Once this study has been completed we will begin to apply for grant funds for specific traffic calming projects.

  • Completed setup and breakdown of the Fall Festival.
  • Completed playground repairs at Block Island Park.
Landscape Maintenance & Nuisance Abatement

  • Mario’s Painting Service pressure cleaned and sealed two (2) rest areas along Flying Cow Road.

Roads & Roadside Refuse
  • Completed asphalt repairs on the pathway along Big Blue Trace.
  • Removed and replaced damaged sidewalk sections along Periwinkle Place.
  • Continued installing spikes in preparation for horse crossing flasher installation along Clydesdale Avenue and Drafthorse Lane.
  • Replaced missing delineators along Greenview Shores Boulevard, South Shore Boulevard, and Wellington Trace.
  • Installed asphalt millings along 130th Avenue, to correct washout underneath the guardrail.
  • Pressure cleaned various hard to reach areas along Forest Hill Boulevard.
  • Cleaned up debris along Palm Beach Point Boulevard.
  • The sign shop continues creating signs for replacing damaged signs and various department requests, as needed.

  • Clean debris from various canal ends and pump stations, Village wide.
  • Murray Logan completed cleaning canal sumps, Village wide.
Aquatics and Sport Facilities
  • Continue with daily maintenance of pool pumps at the Aquatics Center.
  • Completed repairs of the spray ground at the Aquatics Center pool.
  • Repaired gates at Village Park.
  • Continue with daily inspections at the Aquatics Center and Tennis Center.
  • Continue with daily athletic field mowing and maintenance on all fields, Village wide.
  • Continue maintaining turf at the Amphitheater and Patriot Memorial.
  • Broke down the Haunted House for the Fall Festival.
Custodial Services
  • Continue cleaning and sanitizing facilities, Village wide.

Delinquent Utility Accounts: There were 34 disconnects scheduled for the week ending October 21, 2022. 
 
Purchasing
Bids/RFPs/RFQs:
  • RFQ 202214 - Architectural and Engineering Services for the Construction of an Aquatics Facility – Authorization to Negotiate was presented at the September 6th Council meeting.  A negotiation session was held on September 15th.  Contract award consideration is scheduled to be presented at the December 13th Council meeting.    
A cone of silence is in effect for the RFQ listed above.  All questions or concerns regarding any such solicitations should be directed to the Purchasing Department.

Audit
Staff is working with Grau & Associates onsite to begin the annual audit for the year ending September 30, 2022.

The Communications Department is working on filming and editing multiple Public Service Announcements, including, Read for the Record, PBSO New Therapy Dog, Code Enforcement Appreciation Week, Town Center Phase II Update, Covid-19, Golf Cart Ordinance, and Why Do I Serve.  

Social Media promotion focuses on the promotion of FEMA Hurricane Ian Individual Assistance Informational session, Make a Difference Day, Florida City Government Week daily celebration posts, Pop-Up Biergarten 3 day weekend event, Lakeside Market at Town Center, PSAs with Palm Beach Central and Wellington Community High school in celebration of Lights on After School Day, Save the Date for Read for the Record, Village employee anniversaries, Cyber Security Awareness Month, Fall Festival Highlights, Hometown Holiday Food Drive on-going promotion, FIP World Polo Championship, SBA assistance for businesses impacted by Hurricane Ian.
