What direction now? Ontario’s Funding and Management Guidelines for 2023 and beyond

In this briefing note, Dr. Gordon Cleveland proposes some key objectives and essential elements of Ontario’s funding and management arrangements for 2023 and beyond. Cleveland argues that Management and Funding Guidelines for early learning and child care in Ontario must keep in view the long-run objective of creating a publicly managed and predominantly not-for-profit system.

Early learning and child care in Canada: Where have we come from, where are we going?

This paper evaluates progress on indicators of affordability, accessibility and quality of child care over the last 30 years. Comparing data from the 1980s and 1990s with 2019 shows that although the amount of child care spaces has significantly increased over the years, there’s been mixed progress in many areas, such as staff-to-child ratios, wages for early childhood educators and funding for low-income families. Drawing on analysis of national and regional progress, the author provides four recommendations for governments: Focus efforts on rapid expansion of not-for-profit and public child care; direct more funding toward increasing wages for educators; direct more provincial/territorial funding into child care and expand and modernize parental leave benefits.

These mobile nurseries are helping migrant workers in India access child care

This article provides an overview of the impact the non-profit organization Mobile Creches has had in migrant worker populations in India by working with real estate developers to establish creches on location at sites. A study conducted by the organization found that nearly 90% of unemployed women who were surveyed reported that child care was one of the main reasons they were unable to take on paid work. In addition, 1 out of every 3 working mothers said they were only able to work because they had access to a creche. The creches provide education and information sessions for parents and focus on four pillars: health and hygiene, nutrition, early learning, and responsive caregiving.

Identifying primary and secondary stressors, buffers, and supports that impact ECE teacher wellbeing: Implications for teacher education

This study explores inter- and intra-personal dimensions of early childhood educators’ experience of work-related stress. Results suggest primary stressors are “inherent” to the work itself, like meeting the needs of multiple children simultaneously and dealing with conflict within the workplace, while secondary stressors are associated with work interfering in life outside the classroom. Findings indicate that pre-service training and professional development could help alleviate primary stressors by specifically focusing on coping strategies and relevant training, such as managing adult relationships within early childhood settings. Moreover, policymakers, governments and, in some cases, program directors and administrators can take intentional steps to reduce work-related stress by lowering staff-to-child ratios, streamlining paperwork and processes so educators’ time is well-used, providing consistent and culturally responsive support for staff and families and creating and maintaining a collaborative workplace culture.
