Xi underscores role of education in modernization drive and calls to build high-quality education system

In a report at the opening session of the 20th National Congress of the Communist Party of China, President Xi Jinping said that Education, science and technology, and human resources are the foundational and strategic pillars for building a modern socialist country in all respects. To develop education that meets the people's expectations, China will move faster to build a high-quality educational system, advance students' well-rounded development, and promote fairness in education, said Xi.
 

Chinese Education Minister attends 6th ASEAN Plus Three Education Ministers Meeting

China’s Minister of Education Huai Jinpeng virtually attended the 6th ASEAN Plus Three Education Ministers Meeting on 14 October. He said that China will always prioritize education in order to ensure that education plays a greater role in supporting social and economic development for the greater good of all people, and China will continue to maintain educational exchange and communication with the rest of the world, and it is ready to share its experience and best practices in providing quality education. The Joint Statement of the Sixth ASEAN Plus Three Education Ministers Meeting was approved at the event.
 

Seven Mainland Chinese universities listed in the top 100 on latest Times Higher university ranking (CHN)

The Times Higher Education World University Rankings 2023 was released on 13 October. The latest ranking saw 7 mainland Chinese universities in the top 100, up by one compared to the previous year. The Chinese Mainland universities in the top 100 are: Tsinghua(16), Peking University(17), Fudan University(51), Shanghai Jiao Tong University(52), Zhejiang University(67), University of Science and Technology of China(74) and Nanjing University(95).
 

Weighting of foreign language in National College Entrance Exam to remain, said MoE (CHN)

Despite the teaching hours of English at Chinese schools being lower than that for Chinese language and math, its weighting in the national college entrance exam, or gaokao, is the same as those subjects and will not change, the Chinese Ministry of Education (MoE) said in a recent response to a proposal made by a deputy of the National People’s Congress. The MoE said that foreign language is an important part of students’ overall development and is conducive to cultivating students' language ability, cultural awareness, international mindset and cross-cultural communication ability.
 

China has signed degree recognition agreements with 58 countries, says MoE

China has conducted education cooperation and exchanges with 181 countries and regions and established Confucius Institutes and Confucius Classrooms in 159 countries and regions, the MoE announced on 20 September. According to the MoE, China has signed degree recognition agreements with 58 countries and regions, and a total of 23 Luban Workshops, a Chinese vocational skills training workshop program training talent overseas, have been established in order to enhance education cooperation and exchanges under the Belt and Road Initiative (BRI). 
 

More than 80%  of overseas Chinese students return to China after graduating overseas in past decade

According to a press conference held by the MoE on 20 September, more than 80 percent of overseas Chinese students have chosen to return to China to work after graduating over the past decade. According to the MoE, 65 percent of Sino-foreign education joint programs and institutes that have been established over the past 10 years focused on the fields of science, engineering, agriculture and medicine, and these projects supported nearly 10,000 Chinese students who were unable to travel abroad during the pandemic period.
 

National Recruitment Platform for Returning Graduates launched

On 17 September, Chinese Vice Minister for Education Tian Xuejun announced the launch of the National Recruitment platform for Returning Graduates. The new platform is designed to facilitate information and resource sharing among government authorities, employers, and returning graduates, to deliver efficient and responsive service to the parties involved.
 

Estimates suggest over 5 million to sign up for postgraduate entrance exam in 2023 (CHN)

On September 24th, the application channel for the National post-graduate entrance examination for 2023 was opened. It is estimated that over 5.2 million students across the country will sign up to take the exam next year, which is an increase from the 4.75 million students who took the exam this year.

Hong Kong to revise subject for junior secondary students over next 2 years to focus on national security

In a proposal unveiled on 12 October, Hong Kong education authorities said that the subject – “Life and Society” for junior secondary students in Hong Kong would be renamed to “Citizenship, Economics and Society”, and will be revised over the next two years to focus more on national security and fostering patriotism.
 

Mainland China students shun the West, turn to Hong Kong

According to Hong Kong’s University Grants Committee (UGC), a total of 8,622 students from mainland China were enrolled in undergraduate programmes in Hong Kong’s eight publicly funded universities in the 2021-22 academic year – a record number, and up 13% compared to 2020-21. The pressure within China, including competition for postgraduate entry and employment, according to an education consulting firm, contributes to the growing interest in Hong Kong universities.
 

HK, Taiwan Macau students studying in mainland China up by 51% from 2012, says MoE

According to the press conference held by the MoE on 20 September, there were 38,200 students from Hong Kong (HK), Taiwan and Macau studying at mainland Chinese universities last year at all grade levels, up 51 percent from 2012. There are 2,593 pairs of sister schools between the mainland and Hong Kong and Macao kindergartens, primary and secondary schools, while nearly 100,000 university students and teachers from the special administrative regions have participated in exchange programs with the mainland.

Singapore brand school in Shenzhen suspends operation (CHN)

The Shenzhen location of Singapore's Invictus School, which opened in September 2020, has recently halted operations at the primary and secondary school levels, though the kindergarten is still open. According to those in the know, this is because the school is unable to secure a license from the provincial government following the recent reform of private schools across China.
 

China’s first metaverse major set up in Jiangsu to train more talents in line with the needs of related sectors

The School of Artificial Intelligence (School of Future Technology) of Nanjing University of Information Science & Technology in Nanjing, Jiangsu, renamed its Information Engineering Department to Metaverse Engineering Department on 23 September, becoming the first university department named after metaverse in China. The new department will train professionals to meet the demands in sectors including smart healthcare, smart education and digital tourism.

US: Indian enrolments surging for fall 2022 as Chinese numbers decline

From May to August 2022, US immigration officials granted 282,000 new F-1 student visas – up 2% since 2021 and 10% higher than pre-pandemic levels. However, F-1 visas granted to Chinese students during this period dropped by 45%, a larger decline from 2021. Indian students are driving the recovery, offsetting a steep decline in the number of Chinese students choosing to study in the US.
 

Opinion: Why are more Chinese parents enrolling children in Malaysia, Singapore schools?

Southeast Asia is seen as an alternative for overseas study, as Chinese parents look for easier route to quality education for their children. Factors such as cheaper fees for international schools, K-12 institutes affiliated to prestigious Western universities among considerations. The latest report by Chinese education group New Oriental showed that quality of education and personal safety were the top two considerations for Chinese students when deciding the location for overseas study, whether at secondary or tertiary level. Government data showed that 19,202 Chinese students applied to study in Malaysia in 2021, a sharp rise of more than 150 per cent from only 8,876 applicants the year before. Thailand has also emerged as an affordable option because of its cheaper international school fees.
 

Chinese students in US and Australia sees decline: Chinese think tank

Chinese students may choose to study in European and Asian countries instead of the US or Australia in the future due to geopolitical factors, said a report released by a Chinese think tank - the Center for China and Globalization (CCG) on 28 September, which also noted that the number of overseas Chinese students coming back to China after graduation will witness a continuous increase. According to the report, the number of Chinese students in US and Australia has decreased due to the worsening China-US relations as well as trade and geopolitical disputes between China and Australia. Students applying to lower-ranked universities due to fierce competition in postgraduate admissions exam's  (CHN)

According to information disclosed by Hangzhou Dianzi University (not a 985, 211, or Double First-Class university, ranked approximately 142nd in China by CUAA), more than 600 students from Double First-Class universities, including students from Tsinghua University and Zhejiang University, applied for its postgraduate programmes this year. Other non-Double First-Class universities have also showed similar trends in which undergraduates from top-ranked institutions are applying "downwards" in response to the intense competition in postgraduate entry. The experts believe that one reason for the increased competitiveness is that a large number of students who were planning to study abroad opted out of doing so because of the pandemic.
 

Affordability a rising factor in international students’ choice of destination

According to the latest ICEF Agent Voice Survey, students seem to be prioritising affordability above all else this year when deciding where to study abroad. Three-quarters of agents said that “cost of study and living” is the most important factor for students, above even work and immigration opportunities. In a separate survey ICEF undertook this summer, agents named countries that are often less expensive than leading English-speaking destinations such as Germany, South Korea, Spain, Italy, France, and Japan as destinations that are attracting more student interest than in the past. However, it should be noted that the extent to which affordability can be measured is not just at the country level, but also at the city level.
