Board of Supervisors Meeting Notes:

October 3, 2022

  • The Board heard a presentation regarding a proposed Zoning Ordinance text amendment to permit an Historic Inn by Conditional Use in the R-3B Flexible Design Conservation District Zone C. The Board authorized the preparation of an amendment to the Zoning Ordinance for this use.
  • The Board issued final land development approval for the plan for a building addition and flex building at 1035 Saunders Lane.
  • The Board discussed the proposed land development plan at 800 E. Virginia Avenue.
  • The Board adopted Ordinance No. 5-2022, amending the Township’s Zoning Ordinance.
  • The Board approved the 2022 Foreign Fire Relief Distribution to Good Fellowship Ambulance Company, Goshen Volunteer Fire Company, and West Chester Fire Department.
  • The Board approved the 2022 Pension Plan State Aid allocation and payment to the Township’s pension plans.
  • The Board approved a reimbursement agreement between West Goshen Township and Aqua PA, Inc. for work associated with the Bolmar Street Storm Sewer project.
  • The Board adopted Resolution No. 15-2022 and Resolution No. 16-2022.
  • The Board discussed park planning initiatives.
  • The Board discussed a proposed Volunteer Service Tax Credit program in accordance with Act 172 of 2016.
  • The Board appointed Scott deLone and Stephen Lyons to the Sustainability Advisory Committee and Historical Commission, respectively.
  • The Board discussed the placement of the Township’s Tree City USA sign and plaque.
  • The Board discussed a flu shot clinic for Township employees.

October 18, 2022

  • The Board heard a presentation from Natural Lands on the management plan for the park at the Woodlands at Greystone.
  • The Board issued final land development approval for the plan for a warehouse building at 800 E. Virginia Avenue.
  • The Board appointed Andrew Parker, P.E. of McCormick Taylor to serve as Traffic Engineer to review the land development application for the redevelopment of the West Goshen Shopping Center.
  • The Board approved the allocation of funds in the 2023 Budget from the American Rescue Plan Act of 2021.
  • The Board reviewed the results of the Request for Proposal for independent auditing services for West Goshen Township.
  • The Board authorized the sale of the 1995 Ford F800 Tank Truck in the Wastewater Department.
  • The Board adopted Resolution No. 18-2022 and Resolution No. 19-2022.

West Goshen Township Board of Supervisors Meetings on YouTube

The monthly meetings of the West Goshen Township Board of Supervisors are livestreamed and made available on the Township’s YouTube channel. This is an option for members of the community who want to be informed on what is happening in the Township, but cannot always make it to the meetings. Simply go to www.youtube.com and search for “West Goshen Township” in order to view the meetings. Links to the meeting videos are also made available on the Township’s website in the “Agendas & Minutes” section for each meeting. There is also a live comment feature that is monitored during the meeting by the Township Manager. The Board of Supervisors meets on the 1st and 3rd Tuesday of each month at 6:00 pm.

Plans Under Review

  • Plans currently under review include a self-storage facility on Snyder Avenue, a 17,007 square foot building addition at 800 East Washington Street, a 13,000 square foot warehouse building at 895 Fern Hill Road, a subdivision/land development plan for a 58,388 sq. ft. building at 901 Bolmar Street, a lot line change at 546 Taylors Mill Road for the West Goshen Sewer Authority, a re-development plan to add a 5,200 sq. ft. fast food restaurant and 10,250 sq. ft. commercial building addition at 909 Paoli Pike, and a hotel on Carter Drive.
  • The Planning Commission recommended approval of the following land development plans before the Township:
  • An amended subdivision/land development plan for a commercial shopping center at 829 Paoli Pike.
  • This plan will be before the Board for consideration of final approval on November 1, 2022.
  • The Zoning Hearing Board issued a decision in the application for 813 West Chester Pike on October 4, 2022. The applicant received relief for a dimensional variance to remove and replace a detached garage on the property. 
  • The Zoning Hearing Board will meet on October 24, 2022 at 7:00 pm to hear applications for 108 Trevor Drive and 820 E. Washington Street. The applicant for 108 Trevor Drive is seeking relief from the rear yard setback requirements in the R-3C zoning district in order to install a patio. The applicant for 820 E. Washington Street is seeking relief in order to install a portion of their parking area in the floodplain.

All meetings of the Planning Commission are held on the second Tuesday of the month at 7:00 pm at the West Goshen Township Municipal Building.  The agendas are posted the Friday before the meeting.  The Zoning Hearing Board meets the fourth Monday of the month at 7:00 pm at the West Goshen Township Municipal Building if there are applications before them.

Aqua Main Water Projects

Aqua PA has completed their trench restoration project Amelia Drive/Pine Valley Circle this fall. The final paving restoration will be completed in the spring.

Aqua PA has begun a water main replacement project on Todd Way.  The project involves the replacement of 4,700 feet of aging 8-inch cement pipe with new, 8-inch ductile iron water main. The project will occur on the following streets:

  • Todd Way (between North New Street and Susan Drive)

  • Susan Drive (between #1148 and the end of the cul-de-sac)

  • Susan Drive (between North New Street and a point 200 feet West of Tree Lane)

  • Tree Lane (between Susan Drive and a point 240 feet West of Longview Drive)

  • Longview Drive (between #1022 and Tree Lane)

Congratulations to Nate Yarnall and Hugh Boyce!

We would like to congratulate Nate Yarnall and Hugh Boyce from the Streets Department for their recent accomplishments. Nate recently successfully passed his pre-trip and on-road skills test for his CDL Class-A License. The Township would also like to recognize Hugh for his efforts in training another Public Works Department employee to obtain their CDL License.
Congratulations to Nate and Hugh and thank you to all the members of the Public Works Department for everything that you for the Township.

The Township is also continuing work on stormwater projects outlined for 2022. Engineering work is currently underway for the pipe culvert replacement on Bolmar Street. The bids for the Glen Avenue/Sylvan Road pipe replacement project were opened on August 2, 2022 and construction is anticipated to begin on October 24, 2022.  Ply-Mar Construction, Inc. has been awarded the project to complete the project on Glen Avenue/Sylvan Road. These projects are being funded through the funds received through the American Rescue Plan Act of 2021. Please watch the West Goshen Township website for additional information. 

Fall Leaf Collection
REMINDERS:
Leaves may not be burned, raked into streets, or deposited onto stream beds. Any leaves raked into streets will be driven around by the street sweeper. The property owner will be responsible for removing debris from the street. 

West Goshen has 3 leaf and yard waste collections this fall: 

  • Saturday, November 19th 
  • Saturday, December 3rd & 17th 

Sticks, branches, and twigs must be tied in bundles no more than 4 feet in length and 4 feet in diameter, and may not exceed 50 pounds per bundle. Branches may not exceed 4 inches in diameter. Other yard waste may be placed in trash cans or biodegradable paper bags which may be purchased at home improvement stores. Bags are not available through West Goshen Township. There is no limit to the number of bundles or bags that will be collected. 
Last Chance to Complete Trash and Sewer Rebate for Seniors!
West Goshen Township is offering a Trash and/or Sewer Rebate again this year. West Goshen seniors age 65 or older who have an income under $35,000 and received a Pennsylvania Property/Rent Tax Rebate this year are eligible to apply for a Trash and/or Sewer Rebate through West Goshen Township.
Rebate Applications were mailed in June to everyone who received a West Goshen Trash and/or Sewer rebate in the past. First time applicants may receive an application for the Trash and/or Sewer Rebate program by calling 610-696-5266, ext. 4108. The Trash and/or Sewer Rebate Program application is also available at the West Goshen Township Administration Building. The Trash and/or Sewer Rebate Program application must be completed and returned to West Goshen Township by October 31, 2022.

Join us for the Harvest Festival this Weekend!

WARNING: If you and your family do not like to have fun, then the following notification is NOT for you! 

West Goshen’s annual fall celebration returns to West Goshen Community Park on Sunday, October 23rd between 2:00 and 4:00 PM as Township residents are invited to participate in the Harvest Festival.  The day’s fun will include a hayride to the pumpkin patch where children up to twelve years old can get a FREE pumpkin to decorate and bring home.  Families can bring old clothes or Halloween costumes to make into scarecrows for the Scarecrow Contest.  Guests of all ages can guess the weight of the giant pumpkin to win prizes.  Kids can enjoy a moonbounce, obstacle course, and giant slide.  Members from the group Makin’ Music will be on-hand to entertain.  Everyone can enjoy seasonal snacks and apple juice.

The Harvest Festival is FREE OF CHARGE for all residents of West Goshen.  Registration is requested but NOT required. Please use the webform HERE

Guests are encouraged to bring the following items for the Coatesville Area Veterans’ Hospital:  Individual toothbrushes, men’s sweatshirts, toothpaste, deodorant, and baseball caps.  Additional dry good items will be accepted for the West Chester Food Cupboard.

There's Still Time to Register for a Fall Bus Trip!

The West Goshen Park and Recreation Department offers many ways for you to explore and enjoy New York State this fall.
  • Sunday, November 20th: Radio City Music Hall. See the Rockettes perform their Radio City Christmas Spectacular, spend time exploring in the Big Apple, and conclude your day with a memorable dinner at the world-famous Stardust Diner. $195 per person includes round-trip motorcoach transportation, a ticket to the show, dinner, and driver and server tips.
  • Saturday, December 3rd : New York City. The motorcoach drops you off in midtown Manhattan to explore the city, see it decorated for the holidays, go shopping, enjoy a show, or have a special meal at your own pace. $45 per person includes round-trip motorcoach transportation and driver tip.
  • Monday, December 5th : Radio City Music Hall. See New York City in December with storefronts all decorated and visit the Rockefeller Center Christmas tree. Enjoy the Rockettes’ Radio City Christmas Spectacular before striking out into the city for an afternoon of fun and discovery at your own pace. Rejoin the group for dinner at the Stardust Diner before heading home. $195 per person includes round-trip motorcoach transportation, a ticket to the show, dinner, and driver and server tips.

POLICE DEPARTMENT NEWS
Congratulations to Sergeant Stephen Peacock on his retirement from the West Goshen Township Police Department. Steve served with the department from June 4th, 1990 - September 27th, 2022.

Sergeant Peacock started his law enforcement career with the Milbourne Borough Police Department before starting here on June 4th, 1990.
During his Thirty Two plus years here, Steve served as a Patrol Officer, Patrol Sergeant, Detective Sergeant and retired as Administrative Sergeant. Sergeant Peacock was a member of the Chester County municipal drug task force and was known for his attention to detail.

Congratulations Steve!!! Thank you for your dedication and service to the Department and the Township. We hope you enjoy your retirement.

Tips to Reduce Your Carbon Footprint

As a follow-up to last month’s article about calculating your carbon footprint, we are presenting 10 common sense tips on how you and your family can reduce it. Remember, every action you take as an individual is cumulative and contributes to a healthier environment now and in the future. Or, as the Academy of Natural Sciences of Drexel University puts it, “Small actions spark big changes.”

  1. Save energy and money by setting your thermostat to 68° in winter and 78° in summer and by adjusting it further when you are sleeping or not home. 

  2. Turn off lights when you leave a room

  3. Unplug electronic devices after they are fully charged

  4. Take shorter showers and turn off water when brushing your teeth

  5. Set washing machine water to cold 

  6. Drive less by planning and consolidating errands

  7. Keep your car well-serviced and check tire pressure for optimum fuel efficiency

  8. Eat low on the food chain: less meat, more fruit and vegetables

  9. Turn your water heater down to 120 degrees

  10. Shop with reusable bags, and not just at the grocery store

Halloween is a time for fun and spooky celebrations and activities, but it can also be a time for some truly scary fire safety hazards. As the holiday nears, take simple precautions that can help ensure the holiday remains fun and fire safe:
  • Use glow sticks or battery-operated candles for jack-o’-lanterns and other Halloween decorations.
  • When choosing costumes, stay away from long trailing fabric.
  • Provide children with flashlights to carry for lighting or glow sticks as part of their costume.
  • Teach children to stay away from open flames, including jack-o’-lanterns with candles in them.
  • Keep Halloween decorations away from open flames and other heat sources, such as light bulbs and heaters.
  • Remember to keep exits clear of decorations so nothing blocks escape routes. Make sure all smoke alarms are working.

This month marks 100 years of National Fire Prevention Week.  The West Chester Fire Department will be out in many of our local West Goshen schools hosting Fire Prevention talks for children.  This years national fire prevention theme is "Fire Won't Wait. Plan Your Escape" and the National Fire Prevention Association has many resources available here for you to use at home with your family of all ages
The West Chester Fire Department is a 100% volunteer fire department that provides service to West Goshen Township and the surrounding community.  If you have ever considered giving back to your community there are plenty of opportunities to volunteer at one of The West Chester Fire Departments three locations. They are looking for members who are 14 and older, NO EXPERIENCE is necessary. Click here for more information.

Goshen Fire Company at the PA EMS Conference

In September, leadership from GFC was asked to present at the 4 day virtual Pennsylvania EMS Conference.

Their topic, “Maintaining Personnel and Organizational Resilience during the COVID-19 Pandemic”, examined the ways GFC prepared for, and met the challenges of this unprecedented worldwide health event. Presenters included Dr. Robert Fleming, Deputy Chief of Administration, Robert Horton, Deputy Chief of Health and Safety, and Grant Everhart, Executive Director and Deputy Fire Chief.

Their presentation highlighted the creation of a Pandemic Committee, which met weekly to protect our crews by assessing conditions and responding in a strategic manner.  

At no time during the pandemic were the stations shut down due to quarantine, and were able to provide uninterrupted 24/7 service to the community.

The pandemic response was a team effort requiring cooperation and collaboration between GFC Leadership, Volunteers, Career Staff, Local Government, Chester County, and The Commonwealth of Pennsylvania. GFC responders were kept safe so that they could keep our community safe. 

Never Stop Training

Monday evenings are for training…these photos from a recent “Master Streams” training show how a little friendly competition can make it fun. A barrel is suspended on a wire above the firefighters and teams of two will push the barrel toward each other to demonstrate precision in hose control.
Our Fire, EMS and Fire Police divisions always welcome new volunteers; training and equipment is provided at no cost to you! Have a special skill you can share with us? WEST GOSHEN PET OF THE MONTH: Stew!
Stewart or “Stew” is a two year old Holland lop. He rules the house being a free roaming rabbit who uses his litter box and begs for lettuce. Stew loves running up the stairs, hiding under beds and taking long afternoon naps. As pictured - he loves his llama girlfriend and often kisses her on the nose. Generally Stewart a good boy, but likes to manipulate his parents out of treats.
