Dear Friends, 

As I detailed in my Supervisor’s Note on Wednesday, we have a fall weekend before us filled with lots of fun events (see flyers in this newsletter). So, let’s smile and enjoy our community together.

Let’s unite and come together with the common identity of New Castlers. The more we label and segregate people into groups, the worse it is for our wonderful town. So, let’s lose the labels, practice empathy and kindness, and listen to each other – even (gasp) to alternative points of view. Let’s speak to facts, not personal interpretations. Let’s be respectful of each other, and, most importantly, let’s enjoy each other, this marvelous community, and the incredible natural surroundings in which we are so lucky to live.

Take It or Leave It “Shop” - Saturdays 
(Weather Permitting)


The Take It or Leave It “shop” (TIOLI) is a place where residents can leave usable things they do not want, and pick up things they can use. No money is involved – everything is free.  Location: 1st left as you enter the station parking area from South Greeley Avenue. 
 
The Take It Or Leave It will be open, weather permitting (no rain, strong winds or excessive heat), on Saturdays until the end of October. Drop-off hours are from 8:30 to 11:00 am. Shoppers will be welcome from 9am to noon, although the volunteers will start packing things back into the shed at about 11:30. Only New Castle residents may leave things, because we have limited room in the shed and everything must be stored there if not taken by noon.

  • TIOLI closed for the season November 2022 - Reopening April 2023
Shoppers may be asked to limit their shopping time to let everyone have a chance at our wares.  Signs will indicate the drop-off area.
 
Please note these updated rules: NO books, clothes, cassettes or VHS tapes, electronic equipment or things in poor condition (including chipped china). NO items heavier or bulkier than one person can handle. NO car seats, cribs, bed frames, or skis. Staff volunteers will have the right to refuse itemsChildren must be supervised, and please, no strollers or dogs.

Holocaust & Human Rights Committee Update

 


Members of the Town of New Castle Holocaust & Human Rights Committee held their October meeting at the New Castle Holocaust Memorial. We hope you will have an opportunity this Fall to take a moment to visit this serene space and use it to sit, relax and reflect. 

The Committee members are hard at work planning Community Events. Please save the date for the Third Annual Human Rights Day Program on Wednesday, December 7th at 7:30pm at the Chappaqua Performing Arts Center.

EPIC All-Inclusive Student Short-Film Festival


Are you a middle or high school student who likes making short films? 
Get a chance to see your film up on the BIG screen!

 
The New Castle EPIC Committee with The New Castle Recreation Department is hosting an EPIC All-Inclusive Student Short-Film Festival. We will be accepting short films for consideration now through December 31. The festival, which will be free and open to the public, will take place at the Chappaqua Performing Arts Center on Saturday, January 14. Absentee Ballot Assistance for New Castle Seniors


If you are a New Castle senior in need of an absentee ballot the Senior Center can help you request one.  The deadline to request an absentee ballot is October 24th (or November 7th if you request the ballot in person from the Board of Elections in White Plains).

Absentee Ballot Deadlines

Absentee ballot application requests:

    • October 24, 2022:  the last day for board of elections to receive absentee ballot application by letter, telefax, or through the absentee request portal, OR
    • November 7, 2022: the last day for request delivered in person 

Absentee ballot return:

Absentee ballots must be postmarked by November 8, 2022 and received by November 15, 2022 OR delivered in person by November 8, 2022. 

**Due to a recent change in law, New York State voters are no longer permitted to cast a ballot on a voting machine if they have requested to vote by Absentee Ballot. Voters who have requested to vote by Absentee Ballot but are able and desire to vote in person can vote in person using an affidavit ballot if they have not returned their Absentee Ballot.

For up-to-date and accurate information on early voting polling sites, how to obtain an absentee ballot, and more, visit the Westchester County Board of Elections at https://citizenparticipation.westchestergov.com/ or call 914-995-5700.

* Change of party enrollment and change of address is done by completing a NYS Voter Registration form and sending it to your County election bureau, or by refiling their voter registration on the DMV website at https://voterreg.dmv.ny.gov/.

Party Enrollment Deadlines

Anyone can change party enrollment up until February 14, 2023 to be eligible to vote in the 2023 party primaries.

Mission Statement

Board of Assessment Review 

The Town of New Castle is seeking qualified candidates for 1 open position on the Board of Assessment Review.

Candidates shall have a solid knowledge of values of all types and classes of property throughout the Town of New Castle as well as a firm understanding of ad valorem taxation.

Members of the Board of Assessment Review (BAR) have been vested with the duty and responsibility of hearing assessment complaints in the first instance. You will be asked to exercise judgment and discretion to render an impartial, objective determination on assessment complaints brought before the board, including a statement of the reasons for the determination.

The Board of Assessment Review (BAR) is a quasi-judicial body and the members of the board are charged with judicial responsibility to get all the facts, and apply appropriate laws and reasoning to the facts in a fair and judicious manner. Accordingly, each member of the board of assessment review should: 1. Possess judicial temperament, patience and tact. 2. Provide a fair hearing. 3. Safeguard the constitutional guarantees of due process of law. 4. Withdraw from a case where he/she deems themselves disqualified by reason of personal or business relationships or interest.

A mandatory training module must be completed after each appointment in order to serve.

The Board of Assessment Review’s primary annual meeting ison the third Tuesday of June (Grievance Day), and members must be available throughout the summer for additionaldeliberative sessions.

The term of Office is five years.
