The FIRE-IN project, Fire & Rescue Innovation Network, provides an EU-wide collaborative platform for first responders, researchers, and industries to access state-of-the-art solutions answering the needs of practitioners.

The solutions are technologies, standards, guides, etc., available on the market (with at least TRL 9). This dossier describes a selection of solutions already available and introduce on-going research projects working on new solutions.

What does it mean?
This challenge is built upon three main pillars: 

1. The selection of resilient strategies, through which certainty among first responders can be achieved. 
•    Shift actions from reducing damages inflicted by a disaster to increasing resilience, through the involvement of all relevant stakeholders, the selection of safe scenarios, the identification of potential cascading events and the overall reduction of complexity. 
•    Predict the operational environment and avoid unanticipated situations. 
•    Identify factors that could lead to galloping chain effects, proactively address them and focus on their resolution. 

2. The provision of a flexible flow of information for the efficient monitoring of an emergency situation and the accomplishment of a mutual understanding among different first responders’ organisations. 
•    Continuously monitor the emergency situation. 
•    Identify sources of uncertainty and take measures to counter the consequences. 
•    Provide first responders with up-to-date information in order to take the right decisions. Outdated information could result in decision lags with potential disastrous results. 
•    Decisions to be taken by commanders on the field, who have the most accurate picture of the situation and its evolution. 

3. The improvement of technologies and their alignment with current and future challenges, taking into consideration emergency response needs. 
•    Prediction models use current and past data in order to predict future conditions. In the face of ever more complicated, unpredictable and severe disasters these data might prove insufficient for future projections. 
•    Integrate new elements in technological innovations and include the human factor as a knowledge manager. 
•    Warning systems to make use of probabilistic forecasted scenarios and issue alerts that reach all the exposed population.

Raybird 3 Fixed-wing Drone / Autonomous Swarm-Unmanned Aerial System

Serial production of small unmanned aerial systems for different long-range missions and commercial applications.  Fully autonomous drone (executing the flight plan, detects a hotspot, navigating to point of interest, taking pictures autonomously). Images transmitted to the Ground Control Station and consequently dispatched to First Responders. Through AI, 5 targets can be detected, and First Responder sent to the location to rescue (SAR case).
The unique mobility of the system allows for transportation and deployment in minutes. The modular UAV design makes exchanging of various function modules easy. Payload packages can include radio relays and electric warfare/countermeasure equipment.

Weather forecasts systems (WFS) and Early Warning Systems (EWS)
Hydrometeorological forecasts are operational support tools for the various actors involved in the management of emergencies such as forest fires. Meteogrid provides detailed forecasting services in the short (up to ten days) and medium term (next months) with high spatial resolution. Forecast variables can be transformed into high value-added derivative products to provide warnings or alarms in different sectors of activity, including fire danger and impacts on the territory. Furthermore, these forecasts are supported by gis-web platforms and patented supply systems whose interface and functionality are adapted to the needs of the type of emergency and to the user's preferences in order to provide a utility in the operational field.

MidGard.AI : a web platform to simplify the visualisation, storage and analysis of your intervention images
 

Midgard AI provide a full set of solution to treat the information and data collected by cameras (drones, cellphones, fixed cameras...) during intervention and visualize them for collaborative decision-making and cooperation between various fire and rescue services.

In-Prep Handbook Series [Guide]

CROSS-ORGANISATIONAL HANDBOOK OF PREPAREDNESS AND RESPONSE PLANNING

Effective disaster response and preparedness rely on making sense of the situation in a rapidly changing scenario and responding with accuracy and speed. Research has shown us there is a lack of sufficient links between agencies during crises. They want to respond immediately and receiving clear information on available resources impacts their response. There are barriers between organizations in terms of interoperability, organization cultures and shared tools.

Interoperability of technologies – when technologies are different in and between organizations it affects the exchange and flow of information between emergency agencies. Communication can slow down wasting precious seconds in rescue operations. IN-PREP created a tool called the Mixed Reality Preparedness Platform (MRPP) to facilitate interoperability, merge decision support mechanisms with ‘at-a-glance’ visualization and integrate situational awareness with real time information.

Organizational cultures – organization and management of emergency agencies can vary from one country to another or between two different agencies in the same country. One agency may have a hierarchical structure while another may be more horizontal.  IN-PREP will provide training to standardize operations in transboundary situations and build capacity within organizations.

RESILIENCE STRATEGIES AND APPROACHES TO CONTAIN SYSTEMIC THREATS
[Guideline]

 OECD New Approaches to Economic Challenges (NAEC) Initiative
This paper defines concepts related to systemic threats and reviews the analytical and governance approaches and strategies to manage these threats and build resilience to contain them. This aims to help policymakers build safeguards, buffers and ultimately resilience to physical, economic, social and environmental shocks. Recovery and adaptation in the aftermath of disruptions is a requirement for interconnected 21st Century economic, industrial, social, and health-based systems and resilience is an increasingly important theme and a crucial part of strategies to avoid systemic collapse.

It builds on the report Resilience Activities at the OECD: Current Practice and Future Directions and was produced with the support of the Slovak Republic. Comments and suggestions from the NAEC Group are welcome.

Selection of projects
STRATEGY will develop a pan-European framework of the pre-standardisation activities for systems, solutions and procedures, addressing crisis management, validated by sustainable tests and evaluation frameworks which will improve the crisis management and disaster resilience capabilities, including European Defence Agency (EDA) initiatives in the CBRN-E area. STRATEGY aims to improve the shared understanding of emergencies both by proving procedures both for interagency collaboration and communication towards the citizens. Therefore, several Cen Workshop Agreements (CWA, pre-standardisation item, further information: https://www.cencenelec.eu/european-standardization/european-standards/types-of-deliverables/). In these workshops, external participants are welcome to share their expertise and knowledge. The project is still ongoing and experts are welcome to participate in the following pre-standardisation processes:

IN-PREP aims to prepare responders better – especially in cross-border emergencies. In these cases, a common understanding of the emergency is crucial. IN-PREP therefore improved the collaborative response planning. IN-PREP is trialling a new multi-agency training platform for civil protection agencies and first responders. It is an end-to-end to mixed reality preparedness platform and an interoperable system with dynamic scenario building. Agencies using IN-PREP will be able to plan, train and collaborate better than before. Even though the project is already completed, the homepage is still active and useful information are provided. Especially the In-Prep handbook gives useful advice for cross-organisational preparedness and response planning. The handbook is based on the projects results an addresses three main groups:
  • Policy makers
  • Responder organisations
  • The public
Another result of the project is the Mixed Reality Preparedness Platform (MRPP). The MRPP is an IT training platform for interagency response planning for the entire chain of command. The platform provides tool to plan, execute and evaluate an exercise. Further information with regard to the MRPP and the handbook can be found on the homepage of IN-PREP.

NO-FEAR (Network Of practitioners For Emergency medicAl systems and cRitical care) is a 5-year (June 2018 – May 2023) Coordination and Support Action project that will bring together a pan-European and beyond network of emergency medical care practitioners, suppliers, decision and policy makers to collaborate and exchange knowledge, good practices, and lessons learned. Members of the network will have the opportunity to work together and collaborate to develop a common understanding of the innovation potential that fills operational gaps and pinpoint areas for future research. This multi-disciplinary, multi-national, and multi-sectorial collaboration will be supported by virtual tools, including the NO-FEAR platform and networking events (e.g., workshops, demonstrations, exercises) every 6 months.

INTREPID is a 3-year-long EU-funded project that aims to help first responders deal with the challenges they face when they arrive at the scene of a hazardous incident, providing a platform that will improve the 3D exploration and analysis of disaster areas.
INTREPID has created a unique platform, seamlessly integrating Intelligence Amplification and eXtended Reality concepts, with unprecedented Smart Cybernetic Assistants and innovative deep indoor Networking and Positioning capabilities, to improve and accelerate the exploration and assessment of disaster zones.
The project will validate its effectiveness, in iterative and complementarity pilots, to support the rescue operation in areas that are complex or dangerous to explore.
 
Always first on scene, first responders will be able to immediately start operations without having to wait for specialized teams or for the zone to be fully secured. When these teams arrive, the INTREPID platform will already have given an invaluable head start to First Responders, by gathering reliable information and offering effective assistance. The result is an immediate and targeted response that allows faster, more effective and safer operations.
 
The project follows a user-centric methodology involving many first responders organizations, and an international Advisory Board and Open User Group ensuring stakeholders diversity. Social, ethical and legal constraints are carefully considered during the whole project's lifetime. The project will design and implement a training curriculum and an innovative validation framework along with an ambitious communication and dissemination plan, laying the groundwork for successful exploitation of project results.

Launched in May 2014, DRIVER+ (Driving Innovation in Crisis Management for European Resilience) is a project funded under the 7th Framework Programme of the European Commission, whose main aim is to cope with current and future challenges due to increasingly severe consequences of natural disasters and terrorist threats, by the development and uptake of innovative solutions that are addressing the operational needs of practitioners dealing with Crisis Management.
DRIVER+ has been a significant pan-European effort to accelerate innovation in crisis management. To this end, the project has created a set of sustainable outputs for crisis management stakeholders.
 
They include a Test-bed for the assessment of innovative crisis management innovations through trials; a Portfolio of Solutions to showcase and exchange information on existing products; the CMINE– an online platform to enhance the shared understanding of crisis management and a network of Centres of Expertise to support organisations in the use of DRIVER+ products.
