CSBG Regional Quarterly Call Schedule FY 2023

The Office of Community Services (OCS), Community Services Block Grant (CSBG) has released the Fiscal Year (FY) 2023 Regional Quarterly Call schedule. In response to the FY 2022 Community Services Block Grant Training and Technical Assistance Needs Assessment Survey, the Quarterly Calls will serve as a touch point for informational exchanges relative to the needs identified by the CSBG Network. Further, the calls will be designed to strengthen regional connections to enhance service delivery. Tribes and Tribal Organizations are encouraged to attend the Regional Quarterly Calls.

The table below details times and dates of the FY 2023 Quarterly Calls. Quarterly Calls for Quarter One (1) will be held regionally November 1 — November 7, 2022. Invitations and the first Regional Quarterly Calls agenda will be sent to CSBG Tribes and Tribal Organizations no later than October 25, 2022.

ACF Commitment to Gov't to Gov't Relationships with Tribes

The Administration for Children and Families (ACF) values their government-to-government relationship with CSBG Tribes & Tribal Organizations. ACF and the HHS Assistant Secretary invites you to participate in the upcoming Tribal Consultation as they recognize that a robust Tribal consultation is important to their responsibility to improve the well-being of children and families across the country.

Back in June, ACF hosted a virtual gathering designed to help Tribal Grant Recipients maximize their ARP funding. The American Rescue Plan (ARP) Tribal Learning Collaborative − Leveraging Grant Flexibilities and Promoting Innovation in Pandemic Recovery. During this opportunity the White House and HHS leadership heard about obstacles that exist in local tribal communities, as well as to lift up successful projects made possible with ARP funding.

Next up, ACF will host their Annual Tribal Consultation meeting Monday, October 31, 2022, in Sacramento, California, in conjunction with the National Congress of American Indians Annual Convention. The meeting will take place from 8:30 a.m.-12 p.m. Pacific time. More information about registration and the meeting is posted here. During the session, the Assistant Secretary and ACF leaders will be available to speak with tribal leaders to discuss issues important to Tribes. You can reach out to ACF at anacomments@acf.hhs.gov.

10/31: ACF to Host Annual Tribal Consultation

The Administration for Children and Families (ACF) will host its Annual Tribal Consultation meeting in person and virtually on Monday, October 31, 2022. During the sessions, ACF leadership will speak with Tribal leaders and discussed issues important to the Tribes and ACF Tribal program priorities. 

In-person location: SAFE Credit Union Convention Center in Sacramento, CA
Time: 8:30 AM-12:00 Noon Pacific

Please register in advance for this event and indicate whether you plan to attend virtually or in-person. 

If you are joining virtually, you can view and participate in the Tribal Consultation, these are the zone adjusted times.

OCS Relaunches LIHWAP Resource Website

The Office of Community Services (OCS) is committed to keeping individuals and families connected to resources that support their health, well-being and self-sufficiency. OCS announced the relaunch of the Low Income Household Water Assistance Program (LIHWAP) resource website, waterhelp.info. The updated website includes a search tool designed to help households in need of LIHWAP assistance find administering agencies in their area. 

Waterhelp.info also includes outreach materials and informational one pagers both for households and water service providers who are interested in learning more about LIHWAP.

It is encouraged to share this resource with your communities and peers!

Throughout Community Economic Development Month, OCS has been highlighting community economic development efforts throughout the county and exploring themes related to creating businesses and job opportunities in communities facing persistent poverty and high unemployment.

11/3: Healing our Native American Veterans 

Join the Eastern Region Training & Technical Assistance Center of Administration for Native Americans (ANA) on November 3 as they host the "Healing our Native Veterans" webinar. With more than 140,000 Native American and Alaska Native veterans in the U.S., healing for these military veterans is critical for restoring balance with their spiritual, mental, and physical being.

This healing is considered crucial in helping veterans transition back to their families and communities. That is why this webinar will highlight community projects that are helping Native veterans heal and successfully reintegrate into their families and communities.

11/3: White House Native Women's Symposium

The White House announced its third virtual session of the White House Native Women Symposium, Native Women Rising: Inspiring the Future. , This symposium shines a needed spotlight on issues of importance to Native women.

The third session of the series, which will focus on MMIP issues and feature a panel of Native women experts and presentations by Native youth. 

There is hope to engage in dialogue about the ongoing focus the Biden-Harris Administration has placed on Indian Country and its intent to have positive, lasting impacts on Native women. The session will feature special messages from Secretary of the Interior Deb Haaland and Attorney General Merrick Garland, and we will be joined by Treasurer of the United States Lynn Malerba.

11/30 & 12/1: White House Tribal Nations Summit  

The next White House Tribal Nations Summit will be held on November 30 and December 1 at the Department of the Interior in Washington, D.C. The President has prioritized strengthening Nation-to-Nation relationships, honoring trust and treaty obligations with CSBG Tribes and advancing Tribal sovereignty and self-determination. Through the American Rescue Plan, Bipartisan Infrastructure Law, and the Inflation Reduction Act, the current Administration is also making historic investments in Tribal communities. This year’s Summit will be an opportunity for Tribal leaders to engage directly with senior administration officials on implementation of  key priorities, new policies, and other important issues facing Tribal communities. Tribal leaders are encouraged to register for the summit. Read the statement here.

LIHWAP Outreach Materials

OCS has created a number of useful outreach materials to help increase to utilization of the LIHWAP program. Check out the following:

Household Usage One-Page Fact Sheets
Two one-page fact sheets for households that aim to help users understand their water usage and water bills and increase LIHWAP participation are available. The first flyer gives advice on conserving water and explains how to check for leaks. The second explains how to read a water bill, as well as how to understand fixed and variable costs and other types of usage pricing. These educational materials are designed to help households manage and understand their home water costs to promote steps they can take to reduce their water bills. Links to the information sheets can be found in LIHWAP DCL 2022-18.

LIHWAP Animated Videos
OCS has created animated videos to spread awareness of LIHWAP for both households and water service providers. For households, the intention is to promote the program and encourage those in need of assistance to apply for aid. For water service providers, the video introduces LIHWAP and explains what benefits they may see by participating. It is highly encouraged that grant recipients use these videos for outreach activities. Links to the videos can be found in LIHWAP DCL 2022-18.

LIHWAP Data Dashboard Updated for Q3 FY22 

Low Income Household Water Assistance Program (LIHWAP) Tribal Grant Recipients that use the LIHWAP Data Dashboard will be happy to know that it has been updated to include report data for the third quarter of Federal Fiscal Year 2022. The LIHWAP Data Dashboard is an information management tool that visually tracks, analyzes, and displays key performance indicators, as well as key data points from the approved LIHWAP Implementation Plans and the LIHWAP quarterly and annual reports.
