UNODC GMCP supports the Yemen Coast Guard (YCG) through the delivery of Seamanship training in Mocha
|

UNODC GMCP delivered a two-week Seamanship Training Course to ten Yemen Coast Guard (YCG) officers from the YCG Red Sea district at Mocha Center. The course aimed to develop the essential skills and knowledge required for the YCG officers to conduct effective maritime security operations when needed. During the course, the participants were first trained in handling the patrol boats, such as rope work, navigation, and communication skills. In addition, the ship's document verification training was also delivered to enhance the intelligence skills of the YCG patrol officers when inspecting a suspect vessel at sea.

In the context of UNODC GMCP's significant steps towards building the capacity of the Yemen Coast Guard (YCG), support to the repair works for Aden Ship continues at the Djibouti Drydock facility. Aiming to revive the ship's functionality and durability to conduct long range coastguard patrol operations, noticeable progress was made in the repair and welding work for the ship's hull structure. The repairs of YCG's largest patrol vessel remains one of UNODC GMCP's top priorities in the implementation plan for the YCG Regeneration Strategy. This has become possible thanks to the generous support of the US Department of State EXBS Program and the UK FCDO.

From 8 to 10 November, UNODC GMCP, with support from the EU, conducted a Maritime Domain Awareness (MDA) High-Level Interagency Workshop in Djibouti at the Regional Maritime Training Centre for 18 attendees, including three females, from the Coast Guard, Customs, Judicial Police, Immigration Police, Port Authority, Maritime Authority, and Prisons Authority. The workshop aimed at enhancing the working relationships to support interagency cooperation and information sharing. The workshop also aimed to create a better understanding of the maritime challenges faced by Djibouti and to map the roles of each agency in mitigating and having a better understanding of them.

UNODC GMCP facilitated a communications training and MDA exercise for the Yemen Coast Guard in Aden

From 1 to 15 November, UNODC GMCP delivered on-the-job communication training for eight Yemen Coast Guard (YCG) operators stationed at the operations room of the Yemen Coast Guards HQ. The training focused on conducting practical sessions and exercises to ensure the proper implementation of the Standard Operating Procedures (SOPs) previously developed by UNODC GMCP. The mentoring was concluded with a Maritime Domain Awareness (MDA) exercise conducted successfully between one of YCG patrol boats and the operations room. The participants demonstrated a high ability to utilize the data of a suspect vessel acquired from the Marine Traffic tool that was provided to the YCG last year through the generous funding from the US Department of State EXBS Program.

UNODC GMCP in collaboration with the Somaliland Ministry of Justice is implementing Vocational Training Activities for female prisoners in Gabiley prison

On 6 November, UNODC GMCP facilitated the handover of vocational training items which will be used to support female prisoners training on three main skills: Tailoring, Baking and Henna/Makeup. Gabiley prison in Somaliland holds the highest number of female prisoners in the region. To support with the female prisoners rehabilitation and reintegration, UNODC GMCP, in collaboration with the Somaliland Ministry of Justice is implementing Vocational Training Activities for female prisoners in Gabiley. The project will run from 14 November to 31 December. This activity is funded by the EU and the Government of Sweden.

From 2 to 6 November, UNODC GMCP Engineering Mentor delivered training for three male officers of Bossaso Maritime Police Unit (BPMPU) on repairing defective engines, installing equipment and maintaining boats for operations to increase the capacity to conduct patrol exercises. The mentor also had a meeting with the Minister of Transportation and Maritime Crime Prevention, Commander of BPMPU and relevant government representatives on the mission deliverables and the operational readiness of the BPMPU fleet.

UNODC GMCP Engineering Mentor worked with three male officers from the Mogadishu Maritime Police Unit (MMPU) on the planning, and preparation of upcoming maintenance activities, repairing defect engines, installation of equipment and maintaining boats for operations to increase the capacity of the MMPU. The mentor provided on-the-job training on installation of outboard engines to the patrol boat that had hoisted for underwater maintenance and carryout of complete 400 hours routine maintenance schedule including the overhauling of sea water pump. The trainees highly appreciated the effort of the UNODC GMCP for providing them the training and skillsdevelopment on the maintenance of Suzuki engines. These activities were conducted from 31 October to 1 November.

On 10 November 2022, UNODC GMCP delivered a one-day training for prosecutors and inspectors of the Department of Narcotics Control (DNC) of Bangladesh. This training session included lectures on maritime jurisdictions, respect for human rights at sea and during detention and investigation, international conventions applicable at sea, notion of mutual legal assistance, and a case scenario on how to put these theoretical insights into practice. This activity is funded by the US Government.

UNODC GMCP supports Maritime Law Enforcement (MLE) agencies in Sri Lanka through the delivery of VBSS training

UNODC GMCP delivered a two-week-long Visit Board Search & Seizure (VBSS) training for Navy officers in Trincomalee, Sri Lanka. The Trincomalee training facility provides an excellent environment conducive to conducting training. A Commercial Fishing Vessel, A521, was also available for the activity, which added a new dimension to the training composition due to its unique features: size and type of vessel that accommodated two boarding teams in demonstrating complex scenarios.
The first week was predominantly theory-based, with various presentations, including the officers' modules, alongside a few practice sessions. The second week mainly consisted of practical exercises onboard the Dhow covering the ISI, ESI, and in-depth searches, and later in the week, the commercial fishing vessel A251 was used for underway boarding.

UNODC GMCP facilitated a training for prosecutors from coastal regions of Indonesia

UNODC GMCP in cooperation with the Prosecutor Training Academy of the Republic of Indonesia, conducted a training on International and Domestic Maritime Law and Maritime Crime in Surabaya from 7 to 8 November 2022. Twenty-four prosecutors, including three female prosecutors, from Bangka Belitung, West Java, Central Java, East Java, Bali, and West Nusa Tenggara Province, participated in the training. Both trainers from UNODC GMCP and Maritime Law Enforcement (MLE) agencies of Indonesia delivered a presentation on key topics, including the United Nations Convention on the Law of the Sea (UNCLOS), the United Nations Convention on Transnational Organized Crime (UNTOC) and Indonesian maritime laws.
Furthermore, presenters and participants also discussed three major maritime crimes: maritime drug trafficking, terrorism at sea, and people smuggling through sea routes. At the end of the session, UNODC GMCP national experts discussed the importance and challenges of evidence collection at sea.

UNODC GMCP in partnership with the Pacific Fusion Centre facilitated the First Talanoa between the Regional Security Secretariats on Pacific Maritime Security and Maritime Domain Awareness (MDA) from 10 to 11 November 2022 in Nadi, Fiji. The first Talanoa provided an opportunity for Heads of Regional Security Secretariats to discuss collective approaches to maritime security in the Pacific. The Regional Secretariats provide a coordinating role on vital thematic areas that impact on maritime security and Maritime Law Enforcement. The regular engagement of Regional Secretariats to have a common understanding on maritime issues is imperative and the Talanoa process facilitated by the UNODC GMCP will be an annual engagement in the future.

UNODC GMCP successfully organized the Visit, Board, Search and Seizure (VBSS) training for Fisheries Enforcement Teams from Indonesia and Viet Nam at the maritime training facility in Batam, Indonesia, from 31 October to 11 November 2022. 16 participants were provided with a comprehensive understanding of boarding operations, maritime safety, and security skills to ensure fisheries enforcement personnel have the required knowledge and abilities to successfully carry out their duties in compliance with national and international maritime laws.

From 1 to 15 November 2022, UNODC GMCP delivered three Maritime Domain Awareness (MDA) Analytical Training courses (Basic, Intermediate, and Advanced) with cohorts from Bangladesh, Malaysia, Maldives, and Sri Lanka in Kuala Lumpur. The training focused on using non-cooperative technologies to detect dark vessels, with the participation of MDA Analysts from the European Border and Coast Guard Agency (EU FRONTEX).
The cohorts were fully engaged in practical sessions, and they look forward to future training opportunities on MDA.

UNODC GMCP facilitated a simulated trial on smuggling of migrants by sea in Cote d'Ivoire. The exercise was an opportunity for prosecutors and other MLE agencies to put into practice the theoretical knowledge acquired during the workshop on the Law of the Sea and aimed to familiarize them with the provisions of national instruments that punish the trafficking of migrants by sea in particular and all other acts related to maritime crime in general.

UNODC GMCP organised a legal training on piracy and maritime crime in Kinshasa, Democratic Republic of Congo. This workshop provided basic and advanced legal elements in the field of piracy and maritime crime including knowledge on the Law of the Sea, international conventions, analyzing the legal frameworks relating to maritime crime and to strengthen the capacities of judges, prosecutors, and judicial police officers. It also promoted a better understanding of the international legal frameworks, the offenses committed at sea and on land, as well as the concrete aspects of the jurisdiction of the Democratic Republic of Congo (DRC) in the field of maritime security.

As State Party to both UNCLOS and the SUA Convention, Ghana has an obligation to incorporate relevant provisions of the international instruments into its legal system and, importantly, to address remedy Sections 192 and 194 of Act 29. This is being urgently addressed by the Ghana Maritime Authority (GMA) and the Ministry of Justice and the Attorney General (MoJ & AG) with technical support from UNODC GMCP.

UNODC GMCP facilitated the Maritime Rule of Law Exercise (MROLEX) I for Kenya, Mauritius and Seychelles

Funded by US-INL, UNODC GMCP concluded a Maritime Rule of Law Exercise (MROLEX) for country teams from Kenya, Mauritius and Seychelles. This exercise ran from 31 October to 11 November 2022. Country teams comprised of Maritime Domain Awareness (MDA) watchstanders, Maritime Law Enforcement (MLE) boarding teams, maritime maintenance personnel and prosecutors.
The exercise presented a simulated operation that integrates all thematic areas, from vessel detection, interdiction, seizure and the prosecution of a maritime crime, along with the maintenance of vessels intertwined therein to ensure operationality and longevity of maritime assets used for such operations. The exercise also included an information-sharing component with detection interjects transmitted between the Regional Coordination and Operations Centre (RCOC) in Seychelles and the Regional Maritime Information Fusion Centre (RMIFC) in Madagascar.
This MROLEX for English-speaking countries precedes a second exercise for French-speaking countries from the western Indian Ocean region which will commence later in November. Participating country teams will be Comoros, Djibouti and Madagascar.

UNODC GMCP conducted Boat Crewman Qualification trainings in Mauritius, Seychelles and Tanzania. Participants from the National Coast Guard and Marine Police acquired essential boat engine repair and maintenance skills which included both classroom-based and practical courses. The trainings involved conducting outboard engine reviews, identifying and solving disabling and restrictive casualties, as well as instruction on navigation, mission procedures, mission checklists, and safety procedures such as man overboard drills. This activity is funded by US INL.

The closing ceremony was held on 4 November 2022, with officials from SAPS, NCIS (National Crime Investigation Service) and UNODC in attendance. The training was aimed at providing capacity building for law enforcement agencies to facilitate an increasingly coordinated approach to combatting southern route drugs trafficking. On 2 November 2022, UNODC GMCP held its end of training debrief and inter-agency workshop training on Port Security in Windhoek, Namibia. Seven senior officers representing the ports at the national level were at the event which was a follow up after the four-week training that took place in October 2022 in Luderitz and Walvis Bay. This event is implemented as part of the EU-funded Programme on Port Security and Safety of Navigation and coordinated by the Indian Ocean Commission.

For the periods 25 October to 29 November and 7 November to 2 December respectively, UNODC GMCP is embedding an ICT expert at the Judiciary of Mauritius and Mozambique develop and implement a robust Electronic Case Management System (eCMS) to build capacity in the criminal justice system. The aim is to improve the effectiveness and efficiency of the Judiciary and National Legal system. UNODC GMCP is also conducting Training of Trainers on how to use the system. The project is funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. State Department.

The training is conducted under the Prevention of Violent Extremism project for Kenya Prisons, funded by the UK.

From 7 to 8 October, UNODC GMCP held a working session with attorneys, clerks and prosecutors from the Office of Public Prosecution the Parish Courts, in Kingston, Jamaica. The session focused on an introduction to the Law of the Sea, maritime law enforcement, case management and case packaging, evidence handling and chain of evidence. The overall goal of the session was to develop a Standard Operating Procedure based on the recent developed Regional SOPs, adapted to the Jamaican laws and protocols.

From 7 to 11 November, UNODC GMCP in partnership with the Canada Coastguard and with the financial support of the Canada Global Affairs held a Maritime Domain Awareness (MDA) Analysis Training, in Kingston, Jamaica. The training had 12 delegates from the Dominican Navy (ARD), the Jamaica Defence Force (JDF) and the Trinidad and Tobago Defence Force. During the course the participants were able to engage in MDA analysis based on scenarios that focused on the most common threats at sea, specifically on smuggling of migrants. In addition, the participants were trained on MDA tools and digital platforms that help with unusual vessel behaviour detection.

From 7 to 11 November, UNODC GMCP in partnership with the Canada Coastguard and funds from Canada Global Affairs joined the Jamaica Defence Force (JDF), in their Patrol Craft Course in Kingston, Jamaica. During the training UNODC GMCP and CCG covered practical and theoretical exercises, such as aid to navigation, ROR, boat issues and maintenance and coordination systems. The participation of UNODC GMCP and the CCG also contributed to identifying additional avenues for cooperation and capacity building.

A three-day workshop on Strengthening Maritime Law Enforcement (MLE) in the Eastern Mediterranean Sea was arranged at the Jounieh Naval Base, Lebanon. UNODC GMCP supported Lebanon and Cyprus inter-agency simulation scenario with Pier Side boarding by the VBSS team of the Lebanese Armed Forces (LAF) Navy. Participants from LAF Navy, LAF Military Police, General Security, Customs, Directorate of Land and Maritime Transport, Cyprus Marine Police, and Cyprus Prosecution office attended the workshop.

UNODC GMCP and UNODC's Global Programme on Crimes that Affect the Environment (GPCAE) in partnership with World Wildlife Fund (WWF) launched a new discussion paper on Crimes that Affect the Environment and Climate Change last week at the 2022 United Nations Climate Change Conference (COP27) in Sharm El-Sheikh, Egypt during a side event on ecosystems-based climate mitigation.
