Sebastian Way! They were proud recipients of a $50 gift card at our local restaurant - The Range!
MESSAGE FROM THE PRESIDENT

Greetings to Stoneridge Neighborhood Association (SNA) and our followers on
Facebook from your newly appointed president Pam Maeda. Just a little about
myself, I have served as a “Member at Large” on the SNA board for the last 3
years and live in the Stoneridge Neighborhood. I raised my children (now adults)
in Roseville and volunteered at the local schools, parent clubs and local events. I
also serve in a community outreach program as well as in my church.
We are pleased to announce the SNA Board and its officer’s list below elected on
October 24, 2022 at the SNA General Meeting:

We would like to thank all those that came out and participated in our General
Meeting. The past SNA Board set the October 24th election on course in September, calling for nominations thru October 14th. The new SNA Board selected
its officers per our bylaws. Named our RCONA Representative and alternate,
Christie Borchin remains editor of newsletter, which includes fun photos and
great community events. We invite everyone to submit suggestions to Christie by
the 25th of each month with information and photos for the next newsletter.
I would like to acknowledge and thank the previous board, candidates for this
election, and look forward to their engagement and more collaboration with our
neighborhood in our affiliation with Roseville Coalition of Neighborhood Association (RCONA). We have an awesome team of people that care deeply about their neighbors and the community.
I'm grateful and Blessed to be serving this neighborhood!

ADOPT A CREEK - CLEAN UP EVENT
Gather your friends and family and come out to Olympus Point Sculpture Park 350 Sunrise Avenue on Saturday, November 12 from 9:00am-Noon for a cleanup event!
Volunteers will collect trash and debris along the trail and waterway.
Registration and a signed waiver are required to participate. Community Service Credit is available.

The contests just keep on coming! It's now time for our Holiday Decorating Contest!! We need neighbors to send an email to us with your address if you'd like to enter. We need at a minimum, 6 homes to participate. Tell a neighbor if you are not interested! Bragging rights and prizes will be awarded...along with a great sign! Also...we would like to let neighbors know the addresses so they can see your beautiful holiday display! However, we will not share gate codes unless we have your permission. STONERIDGE RECIPE CORNER -
LASAGNA SOUP

Lasagna Soup made with ground beef, sausage, spinach and three types of cheese! The perfect dinner for those cold winter nights! Vegan alternatives are at the end of the recipe. If you care to submit a recipe, please email - SNA@rcona.org!
Ingredients
- 1/2 pound lean ground beef
- 1/2 pound ground Italian sausage
- 1 yellow onion, chopped
- 1 TBLS olive oil
- 3 gloves garlic, minced
- 2 TBLS tomato paste
- 24 oz Marinara Sauce
- 1/4 tsp red pepper flakes
- 2 tsp dried parsley
- 1/2 tsp dried oregano leaves
- 1 tsp dried basil
- 7 cups low sodium chicken or vegetable broth
- 9 lasagna noodles, broken into pieces
- 2 cups spinach leaves, optional
- 10 oz ricotta cheese or cottage cheese
- 1 cup shredded mozzarella cheese
- 1/2 cup freshly grated parmesan cheese
- Fresh basil for serving
DIRECTIONS
- In a large pot over medium-high heat, cook ground beef and sausage until browned. Season with salt and pepper as you cook. Drain grease and remove meat from the pot.
- In the same pot, heat olive oil over medium heat. Toss in diced onion and sauté for about 5 minutes, stirring occasionally. Add in minced garlic and cook for another minute or two.
- Stir in tomato paste, marina sauce, spices and broth. Return meat to the pot.
- Bring to a boil, then add broken lasagna noodles to pot and reduce heat to medium-low and cook, stirring occasionally, until noodles are tender. Add spinach.
- In a small bowl, stir together mozzarella, Parmesan and ricotta cheeses.
- Ladle the hot soup into bowls, and dollop a scoop of the cheese mixture on top. Garnish with fresh basil!
Notes: Store lasagna soup, covered in the frig for 3-4 days.
Make ahead instructions: Make the recipe through step 3, however be sure and bring to a boil (without the noodles!). When ready to make the entire recipe, add the noodles bringing the soup to a boil and continuing the recipe. If freezing, follow these instructions as well. Keeps in the freezer for 3 -4 months.
Vegetarian/Vegan Lasagna Soup: Omit the sausage and ground beef and more chopped veggies to step 3, cooking with the onion and garlic. Recommendations are zucchini, mushrooms and yellow squash. If Vegan, substitute the cheese with cashew ricotta or similar non diary cheese.
ANIMAL CONTROL OFFICERS HELP KEEP THE PUBLIC SAFE

Did you know Animal Control is part of the Roseville Police Department? Animal Control officers make every effort to keep the public safe, protect animals, and educate the community on how to be responsible pet owners.
As part of their duties, Animal Control officers enforce animal laws and ordinances such as:
· Leash law / At-large: Dogs must be on a leash when off the premises of the owner or the person having care, custody, control or possession of the dog. The leash shall not exceed six feet in length and shall be of sufficient strength to restrain the dog and must be held continuously by a responsible person capable of controlling the dog. When on the premises of the owner or the person having care, custody, control or possession of the dog, the dog must be restrained by means adequate and sufficient to prevent the dog from leaving the premises or under the control and in the immediate presence of the owner or person having care, custody, control or possession of the dog. .
· Domestic Fowl: Roseville residents can keep up to ten (singly or in combination) ducks, chickens, or pigeons on residentially zoned property within the city.
Any domestic fowl shall be kept in a sanitary enclosure and the enclosure shall not be located within 20 feet of any building or property line. It is important to note that if there is a fenced area around the coop where chickens can walk around, that area is considered part of the enclosure, and its perimeter must be at least 20’ away from any property line.
Animal special permits may be granted by the Police Department for coops that are not in strict conformity with the provisions of the Roseville Municipal Code. Special permit applications are available online at the Police Department website and front counter. When received, the application will be reviewed by an Animal Control Officer who will evaluate the plan for the coop and the area where it is proposed. If it is determined the coop will not cause public health and welfare problems, a special permit may be issued. There can be specific conditions imposed with the permit that the permittee must follow. Permits are annual and there is a $25/year fee.
Special permits can be subsequently modified or revoked if violations of permit conditions are discovered or if the chickens become a source of complaints to Animal Control.
Owners of residential chicken coops must also be aware of the animal noise ordinance. If their chickens make continuous/incessant noise for 20 minutes, or intermittently for an hour or more which disturbs the peace of a neighbor, they can be fined.
· Service dogs: "Service animals" are defined as dogs that are individually trained to do work or perform tasks for people with disabilities. Examples of such work or tasks include guiding people who are blind, alerting people who are deaf, pulling a wheelchair, alerting and protecting a person who is having a seizure, reminding a person with mental illness to take prescribed medications, calming a person with Post Traumatic Stress Disorder (PTSD) during an anxiety attack, or performing other duties. Service animals are working animals, not pets. The work or task a dog has been trained to provide must be directly related to the person's disability. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA (Adults with Disabilities Act)." -U.S. Department of Justice.
Mandatory registration of service animals is not permissible under the ADA (Adults with Disabilities Act) and does not require service animals to wear a vest, ID tag, or specific harness. Therefore, the City of Roseville no longer issues service dog ID tags. If you would like to obtain service dog identification, you will need to contact a private company. Service dogs are still subject to the same licensing and vaccination rules that are applied to all dogs in the City of Roseville and must be licensed with the City of Roseville.
