October was another busy month, and here we are in November – the year is flying by!

This week we take a look at our elected members inauguration; put a spotlight on the infrastructure we delivered in 2021/22; introduce you to the draft report on the review into the future for local government, and much more! 

We're looking forward to seeing many of you out on on the Kāpiti Coast Art Trail starting this weekend, it's going to be amazing! Remember to share your pictures from around our district on social media (set to Public) with the hashtag #ShareYourKapiti – we love to see them.

Inauguration signals new chapter for Council

Newly elected Kāpiti Coast District councillors and community board members were officially sworn in at their inaugural meeting last week.
 
Elected members old and new embraced the opportunity to make their declarations in front of whānau, friends, Council staff, and representatives from our district’s three iwi – Te Āti Awa ki Whakarongotai, Ngāti Raukawa ki te Tonga, and Ngāti Toa Rangatira.
 
In accepting the mayoral chains, Mayor Holborow said it was important for the new Council to build trust with iwi and the community in the spirit of kotahitanga and whanaungatanga to address the challenges ahead.
 
Lawrence Kirby was appointed unopposed to the position of Deputy Mayor at the meeting.
 
The Council’s next meeting is set down for 9.30am, Thursday 3 November.

Delivering infrastructure for Kāpiti

This week we’re putting the spotlight on the infrastructure we looked after in the 2021/22 annual reporting year, like stormwater, drinking water, wastewater, local roads, and access to passenger transport.
We focused largely on improving the safety and resilience of our drinking water supply. This included completing a 1.5-kilometre water main upgrade to boost supply to the Ōtaki CBD, and installing a new bore head and raw water pipeline in Hautere–Te Horo to improve drinking water safety. We also progressed 32 major stormwater priority projects, along with upgrades to our wastewater treatment plants in Waikanae and Ōtaki.
 
We designed and commenced the Paraparaumu Transport Hub, and we sealed 12.2 kilometres of local roads and built 1.7 kilometres of footpaths.

Waikanae Pool OPEN!

It's swimming season! Waikanae Pool opened its doors for the summer yesterday, with a full slate of programmes including Aquafit, Splash and Learn to Swim lessons.
Plenty of dedicated swimmers made the most of the warmer weather  and made a splash on opening day.

The toddlers' pools are still undergoing maintenance, so remain closed. We'll aim to have them up and running by the weekend.

Review into the Future for Local Government

An independent Review Panel have released their draft recommendations on the Future of Local Government, in the report He mata whāriki, he matawhanui.

The review could have far-reaching implications for us as a Council, and for our community.
Reform will fundamentally change the system local government operates in, including:
  • how decisions are made and by whom
  • what local government does and how it does it
  • how we’re funded
  • who local government needs to work with to support community wellbeing.
It will take us some time to review the report and discuss it with our iwi partners, community and other key stakeholders before we make a submission. You’re also invited to make your own submission by 28 February 2023.

Update to District Plan for liquefaction-prone land

We recently made a change to the District Plan to do away with unnecessary consenting duplication between our District Plan and the Government’s Building Code.
Following the Canterbury earthquakes rebuild experience, the Building Code was amended in 2021 to address risks to new buildings on liquefaction-prone land.

As this applies nationwide, we no longer need our District Plan to require resource consent to manage liquefaction risk for new builds.

Behind the scenes at the Mahara Gallery building site

Come with us as we take a peek behind the construction boards at the Mahara Gallery. We’re excited to show you the building as it takes shape and gets closer to completion; project manager Rowan Cordwell explains the features and layout of the upgraded gallery.

The new, museum-grade Mahara Gallery will have double the number of exhibition galleries and almost treble the exhibition space of the old gallery.

Work starts on Raumati's Lorna Irene playground upgrade

The new Lorna Irene Drive Reserve playground is almost here! Installation of the playground in Raumati started yesterday.
The design is based on what you told us during our public consultation last year.
 
Site working hours will be 7am–5pm, Monday to Friday. Due to the scale of the renewal project, large trucks will be removing equipment and the old safety surface, so please be careful if you're moving through the area and follow the directions of the contractor on site.

We expect this work to take about eight weeks, weather permitting.

World Tsunami Awareness Day – do you know your zone?

This Saturday 5 November is World Tsunami Awareness Day. Tsunamis can be deadly, but they don't have to be. Early warning and early action are our best tools to protect our community – saving lives, and avoiding the hazard becoming a disaster.
 
The number one rule if you're in a tsunami zone is, in an earthquake, long OR strong, get gone – don't wait for official warnings.
 
If you're not in a tsunami zone, it's vital you stay where you are, so the roads are clear as possible for those who do need to evacuate.
 
Based on expert scientific advice, we don't have tsunami warning sirens in Kāpiti – so we all need to be proactive about looking after ourselves and our whānau.

Snapper coming to Kāpiti line

Commuters and train users, Metlink are progressing to paper-free! Snapper will be available on the Kāpiti Line from 12 November, and on all other lines from 27 November. Just tag on and off for every journey!
The new Snapper 30-day Rail pass is also coming to revolutionise your rail journeys – same price, more convenience. Explorer passes are still available too; you’ll be able to load them on to a Snapper card, activated on the day you first tag on, then tag on and off each service as you go. And if you like to use the 10-trip passes, one trip on a train tagging on and off with a Snapper card is the same as one clip on a 10-trip ticket.
 
You will still be able to use cash to buy a single ticket onboard.

Spotlight on Matthews Park, Raumati

Matthews Park is a much-loved local playground for our Raumati South community. Handy to a cricket wicket, touch field, junior football fields and the Kāpiti Bears Rugby League club rooms and field, it's well-used all year.
 
Including two slides, climbing equipment, drawbridges, swings (including a toddler and "nest" swing), a seesaw and spinning table, as well as a basketball half court and seating for parents, there's plenty of fun to be had at Matthews Park!

Exhibition: Evolution – Kāpiti Coast Art Trail 2001–22

4–14 November
Paraparaumu Library, 9 Iver Trask Place, Paraparaumu

Explore the Trail from its beginnings in 2001 as a small community arts event, through to today where it has become the Kāpiti Coast’s most significant art exposition featuring over 120 local working artists, and 13 Art Galleries.

Workshop: Introduction to composting, worm farms and Bokashi

Saturday 5 November
10–11am
Raumati Technology Centre

Composting is a great way to stop food and garden waste going to landfill, and creates great fertiliser for your garden. There are many different ways to compost, and this workshop is designed to help you find the right method for your household.

Learn about traditional composting, worm farms and bokashi bins with an opportunity to ask any composting questions.
