TOWN MANAGER:
Election Day!!!! Tuesday, November 8th from 6:00 a.m. to 8:00 p.m. at the Hebron Elementary School, 92 Church Street, Hebron, CT. 
Please exercise your right to vote.
Public Information Meeting will be held on Thursday, November 10, 2022 at 6:30 p.m. at the Douglas Library to provide details on the Wall Street sidewalks.
All Town Office Buildings will be closed in recognition of Veterans Day next Friday, November 11, 2022.

Hebron Health and Safety

We have worked 71 days without a work-related injury or accident.
 
PUBLIC WORKS DEPARTMENT 

This week the Public Works Department conducted tree removals and trimming on Burnt Hill Road, East Street, and Millstream Road. The crew installed a new mail post for the library and assisted the Parks and Recreation Department with blowing off the leaves on the Airline Trail before the Ghost Run. Paving took place to repair a section of Old Andover Road. The storage trailer was cleaned out at the Public Works yard to prepare for the rear wall of the out building to be sealed. The trucks were outfitted for winter operations to identify potential problems for repair.

NOTE:  Transfer Station hours change to Winter hours effective Sunday, November 6, 2022.  The Winter hours are as follow: Tuesday/Thursday/Saturday 7:30 A.M. to 4:00 P.M. and Sunday 7:30 A.M. to 2:00 P.M.
 
REGISTRAR'S OFFICE 


The ROV is preparing for the Election.  They have made visits to Colebrook to help the residents vote by absentee ballot. This is a new endeavor.  It seems to be working pretty well.
 
Poll workers have been lined up for Election Day, Tuesday, November 8th.  Election Day Registration will be available for those who have not yet registered to vote.  
 
Hebron Elementary is all set for the day.  There will be 3 check-in tables in hopes to keep the lines short. Both gyms will be used.  The Girl Scouts will be selling cookies outside on the median between the parking lots.  

 
FIRE DEPARTMENT
 
The Hebron Fire Department is hosting a flu and COVID-19 vaccination clinic for the Chatham Health District on Thursday, November 10th, from 4:30 to 6:30pm at Company 1, 44 Main Street. Please stop in and take advantage of this free clinic.
 
It’s time to fall back and change our clocks this Sunday morning at 2:00am sharp! Remember to change the batteries on your smoke and carbon monoxide alarms while you’re at it.

This week the fire department responded to 26 EMS, 2 fire alarm/smoke investigations, 2 outside/brush fires, 1 lift assist, and 1 motor vehicle accident.

STATE ELECTION
TOWN OF HEBRON
LEGAL NOTICE
 
The Electors of the Town of Hebron are hereby warned to meet at their respective polling places in said town on Tuesday, November 8, 2022, for the following purposes:

 
  1. To cast their votes for Governor and Lieutenant Governor, United States Senator, Representative in Congress, State Senator, State Representative, Secretary of the State, Treasurer, Comptroller, Attorney General, and Judge of Probate.
 
  1. To vote on the following question for the approval or disapproval of a proposed AMENDMENT to the Constitution of Connecticut, a vote of “YES” being a vote for approval, and a vote of “NO” being a vote for disapproval:
 
 
  1. Shall the Constitution of the State be amended to permit the General Assembly to provide for early voting?
 
The full text of such proposed questions with explanatory text, printed in accordance with §2-30a of the General Statutes, is available at the town clerk’s office for public distribution.
 
The vote on the proposed question is taken pursuant to the Constitution of Connecticut.
 
Notice is hereby given that the location of the polling places is as follows:

Election Day Voter Registration will take place at the Hebron Elementary School, 92 Church Street, Hebron, CT.
 
Voting tabulators will be used.  The polls will be opened at six o'clock in the morning (6:00 a.m.) and will remain open until eight o'clock in the evening (8:00 p.m.).

PARKS AND RECREATION 
DOUGLAS LIBRARY NEWSLETTER
WETLANDS AGENT 

Activity items for inclusion in the weekly report:

  • Effected routine sediment and erosion control adherence checks relative to previously issued permit conditions of approval
  • Made 4 regulatory compliance jurisdictional determinations with corresponding site visits
  • Assisted a property owner with project plans and the permit application process
  • Observed the status of the Route 94 DOT culvert repair project and sediment and erosion control measures
  • Inspected sewer line upgrade project at two pump stations and substations for environmental protection conformance
  • Coordinated with the CT Resource, Conservation and Development Agency toward the completion of Environmental Review Team studies of two Town open space properties
  • Coordinated with a DEEP Wildlife Biologist toward the abatement of invasive aquatic vegetation
  • Drafted an environmental narrative for possible inclusion in the Hebron Views publication
  • Participated in continuing education course relative to wetlands and watercourse protection
  • Conducted periodic patrols relative to access, ATV usage and illegal dumping on Town-owned open space lands

CHATHAM HEALTH DISTRICT

As of November 3, seven Connecticut counties (Fairfield, Hartford, Litchfield, Middlesex, New Haven, Tolland and Windham) have a MEDIUM COVID-19 community level.  New London county has a LOW COVID-19 community level.

-The average daily COVID-19 case rate in Chatham Health District this week is unchanged from last week (6.8 cases/100000).    

-The number of individuals currently hospitalized is 363This is a decrease of 26 compared to last week.  

-Fatalities decreased compared to the last reporting period (16 fatalities this week compared to 39 in the previous week).  

Updated vaccination data for this week had not been posted as of 630 am on 11/4. 

CT DPH data from 10/26 showed that approximately 77% of Chatham Health District residents are fully vaccinated for COVID-19, and 51% have received an additional dose. State-level data indicate that about 11.7% of children under 5 have had at least one dose of a covid-19 vaccine while 6% are fully vaccinated.  

In order to protect yourself and others from COVID-19:

·       Stay up to date with your vaccinations.

·       Get tested if you have symptoms.

·       STAY HOME if you are sick or have tested positive for COVID-19 in the past 5 days, and DO NOT leave home until:

  • At least 5 days have passed since your symptoms began or since you tested positive,
  • you are feeling much better, and
  • no longer have a fever.

If you test positive and are more likely to get very sick from COVID-19, there are treatments available that can reduce your chances of being hospitalized or dying from the disease. These medications must be prescribed by a healthcare provider and started as soon as possible after diagnosis to be effective. Contact a healthcare provider right away to determine if you are eligible for treatment, even if your symptoms are mild right now.

CDC recommends that everyone 5 and older get the new updated bivalent booster if it has been at least 2 months since they completed their primary series or had their last booster dose. NEWS/COMMUNITY EVENTS:

9th Annual Shred Event

November 12, 2022 • 9 a.m. - Noon • RHAM Parking Lot
(PLEASE READ FOR COVID RESTRICTIONS)

Every year we host a Shred Event for residents of Hebron, Andover and Marlborough in honor of America Recycles Day! We’ll still hold the event this year, with a couple restrictions in place. All visitors must remain in your car for the entirety of your visit.

Put your sensitive documents in a paper bag or box and place them in your TRUNK. Paper bags are preferred. We take only household documents and there is a 5 box maximum per household.

Canned good donations accepted again this year for Interfaith Food Pantry in town.

St. Peter's Episcopal Church Roast Pork Tenderloin Dinner
      
St. Peter's Episcopal Church will hold its next monthly community dinner on Saturday, November 12th from 4:00 - 6:00 or until sold-out. If the food is ready, and the parking lots are filling up, we may start at 3:30.  The menu will include roast pork tenderloin, pork gravy, applesauce, roasted red potatoes, butternut squash, rolls, and assorted desserts. The cost is $15.
 
This is a take-out-only dinner with no preorders or reservations – first come, first served. Servers will come to your car, take your order and dessert choice, and return to your car to place them in the back seat or trunk. There is no need for you to get out of your car.
 
As part of the St. Peter's outreach programs, a portion of each meal sold this month will go to the Colchester Food Bank. The church is located at 30 Church St. (Rt. 85) in Hebron. For more details, please contact the church at 860-228-3244 or visit the church website at

The Town Office Building and Horton House are currently open to the public.  When possible, the public is encouraged to conduct business electronically, and to continue to use mail or drop boxes located in front of the Town Office Building and Horton House.
