With a SpotlightDC award, the Washington City Paper reporter/columnist investigated an employee of DC’s Small Business agency whose side business helps companies land contracts that her agency regulates. Confronted with the apparent conflict of interest, the mayor’s office said: No Probs! Sometimes in DC it's what's legal that's the problem.
