New Laws for 2023: Housing, Land Use and Transportation

CSAC recently reported on the final outcomes of measures that were approved by the Legislature and delivered to Governor Newsom for action. To keep counties informed of new laws of interest and impact, CSAC will publish a series of articles to spotlight those laws in each policy area. This week, the Housing, Land Use and Transportation (HLT) policy area provides information on new laws impacting zoning, parking requirements, and CEQA.

Cyberattack Simulation Course Offered Free of Charge for a Limited Time

The National Association of Counties (NACo) is offering a cyberattack simulation course on November 14 – 18, 2022, from 10:00 am to 11:00 am (Pacific Time). NACo is partnering with the Professional Development Academy and their community of information security officers, risk managers, and cyber leaders to provide this cyberattack simulation training.

Board of State and Community Corrections Opens Three Funding Opportunities

The Board of State and Community Corrections (BSCC) announced the release of the following funding opportunities:

WEBINAR: Drought and California Agriculture 

UC Center Sacramento is hosting a webinar on November 16, 2022 to discuss the impacts from the recent California drought as well as insights for water management, planning and policy in light of new groundwater regulation and a globalized economy.

WEBINAR: Behavioral Health Continuum Infrastructure Program (BHCIP) Round 5

The Department of Health Care Services (DHCS) will host an informational webinar on Wednesday, November 2 at 2:00 pm to review the BHCIP Round 5 funding opportunity and application process. This round will fund $480 million in projects to address significant crisis care gaps in California’s behavioral health infrastructure, with consideration for funding priority to those that provide crisis services to individuals in need.

Caltrans Division of Local Assistance Working to Reduce Inactive Projects

The California Department of Transportation (Caltrans) Division of Local Assistance (DLA) has been collaborating with the Federal Highway Administration (FHWA) to reduce the number of inactive projects, especially those that have not been reimbursed for 24 months or greater with an unexpended federal funds balance of $50,000 or more. Local public agencies are expected to invoice Caltrans regularly for projects in accordance with Code of Federal Regulations 23 CFR 630.106.

Institute for Local Government Seeking Nominations for Outstanding Leaders in Public Service

The Institute for Local Government (ILG) is collecting nominations for outstanding leaders in public service and celebrating champions of local government throughout the year. Nominations can include anyone working in one of California's counties, special districts, or cities – from staff to elected or appointed officials. Self-nominations are encouraged!
