Providers Urge Biden to Tackle 'Gridlocked' Hospital EDs and Life-Threatening Care Delays
Thirty-three provider groups penned a joint letter to President Joe Biden this week warning of “gridlocked” hospital emergency departments that are threatening patients’ lives and the well-being of shorthanded health care workers. The issue of boarding “has become its own public health emergency” for adult and pediatric care alike, the latter of which is being driven by a spike in mental health visits and, more recently, a “triple threat” of flu, COVID-19 and respiratory illnesses that have backed up children’s hospitals.

CMS Releases Plan to Advance Health Equity Through Data
The Centers for Medicare & Medicaid Services’ (CMS) Office of Minority Health (OMH) released a report on progress and future actions to improve data collection across CMS programs to advance health equity. In a blog post, CMS OMH Director LaShawn McIver, M.D., said priorities moving forward include collecting new health equity data elements across CMS programs; aligning health equity data to acceptable standards; gradually implementing health equity scores; equipping the field with new tools aligned to health equity goals; and providing public access to disaggregated data insights to drive action.

Guidance for Youth Behavioral Health Crisis Care
The Substance Abuse and Mental Health Services Administration yesterday released National Guidelines for Child and Youth Behavioral Health Crisis Care, which offer guidance and strategies to help communities address gaps in behavioral health crisis services for children and youth. The guidelines recommend that youth in crisis from mental health and substance use disorders receive care in the least restrictive setting possible, and if safe, at home and in the community. They also recommend crisis response systems partner with schools, community organizations and others across the continuum of care; be trained to respond to diverse needs; and reflect the diverse communities they serve.

U.S. COVID Public Health Emergency to Stay in Place
The U.S. will keep in place the public health emergency status of the COVID-19 pandemic, allowing millions of Americans to still receive free tests, vaccines and treatments. The possibility of a winter surge in COVID cases and the need for more time to transition out of the public health emergency to a private market were two factors that contributed to the decision not to end the emergency status in January. The public health emergency was initially declared in January 2020, when the coronavirus pandemic began, and has been renewed each quarter since for 90 days. But the government in August began signaling it planned to let it expire in January. The U.S. Department of Health and Human Services has promised to give states 60 days' notice before letting the emergency expire, which would have been on Friday if it did not plan on renewing it again in January. The agency did not provide such notice.

WRTC and The LLF Combine Organizations
The Washington Regional Transplant Community (WRTC) and The Living Legacy Foundation of Maryland (The LLF) announced that the new name of their combined organ procurement organization (OPO) will be Infinite Legacy. In June 2022, WRTC, the OPO serving Northern Virginia, Washington, D.C. and three counties in suburban Maryland, and The LLF, whose service area includes 20 counties in Maryland and the city of Baltimore, announced they signed a definitive agreement to merge the organizations in January 2023. The merger reflects an opportunity to bring together collective expertise, resources, and offerings to provide 9.4 million people with improved donation and transplant services. After the merger closes, Charlie Alexander will assume the role of CEO for Infinite Legacy and Lori Brigham will retire after 35 years of working in the donation industry.
