New Toolkit Section Now Available Online

Integrating Midwives, Doulas, and Community-Based Care now included in the Supporting Vaginal Birth Toolkit 

The Next Step in California's Quality Improvement Journey: Integrating Midwives, Doulas, & Community-Based Birth Care

Continuing to reduce the rate of low-risk, first-time birth cesareans remains a top focus for CMQCC. Thanks to generous funding from the Yellow Chair Foundation, we have expanded the original 2016 toolkit to build upon our work and double down on our efforts, in partnership with the community.

CMQCC has released a new section of the Supporting Vaginal Birth Toolkit which is now available. The new section, labeled Part V, includes additional evidence-based tools and resources to effectively integrate midwifery care and doula support into the hospital setting and support those patients who necessitate transfer to the hospital setting and support those who transfer to the hospital from a community birth setting.


Since it was first published, the toolkit has had an emphasis on birth equity and team-based care to improve outcomes for all birthing people. The supplemental section was developed with a task force of hospital and community-based midwives and doulas, along with a patient advocate, nurses, and physicians.

The toolkit contains key strategies and resources to: 
  • Improve the culture of care, awareness, and education for cesarean reduction
  • Support intended vaginal birth
  • Manage labor abnormalities and safely reduce cesarean births
  • Use data to drive reduction in cesareans

The addended toolkit can be downloaded from the CMQCC website, along with its complementary Implementation Guide, the original slide set for professional education, the new PART V slide set, and more.
