Welcome to the fourth quarterly operational support update of 2022. This edition features key HRP guidance as well as, GBV and Disability Inclusion guidance, HR.Info to ReliefResponse website transition, and more information on key GWC and IASC guidance for NCPs. We also take the opportunity for those who have not started their annual Cluster Coordination Performance Monitoring (CCPM) for 2022 to remind them that the survey phase should be completed by 1st December, see more details here.
At the end of the quarterly update, there is a reminder on how NCPs can solicit bilateral support for coordination activities through deployment or remote support of the Field Support Team (FST) and the Cluster Advocacy and Support Team (CAST).
The GWC helpdesk skype group can also be useful as a peer-to-peer discussion forum, to ask questions and freely discuss the HNO/HRP process amongst WASH humanitarian coordination platforms. Please write an email to globalwashcluster@unicef.org in order to join the skype group.

HR.Info to ReliefWeb/Response Transition
|

|
HumanitarianResponse.info is moving to ReliefResponse on Reliefweb and most platforms will be migrated by April 2023. OCHA colleagues have put together a check-list specific to Clusters and Working Groups to facilitate their migration in English, Spanish and French.
Also note that it is the responsibility of OCHA country offices and OCHA IMOs to initiate the migration process, please do liaise with them to know more about your country operational website migration. Several platforms have already moved and find some good examples with the recent WASH Cluster Afghanistan web platform.

Timelines and Migration
Migrations to the new platform began in June 2022. We would like to complete all migrations by April 2023. Once all operations have been migrated, HumanitarianResponse.info will continue to exist as a read-only archive. We are migrating operations in stages - the decision to migrate is made at the request of the operation and the timing is determined by the operation manager (OCHA IMO). You can see a list of all operations that have migrated here.

GBV and Disability Inclusion Resources

|
International Day of Persons with Disabilities is celebrated on 3 December every year to recognize the rights and contributions of persons with disabilities. This Day is a key opportunity to remind our partners of actions that WASH actors can take to ensure equality of access to WASH services and facilities, and resources available to support their work in this regard.
Persons with disabilities make up an estimated 15% of the global population (10% of children), a number that is expected to be higher among populations affected by humanitarian emergencies. About 11% of children and adults with disabilities worldwide do not have access to improved WASH services. Compared with children without disabilities, children with disabilities are 26% less likely to have improved sanitation facilities in their households, 12% less likely to have improved drinking water sources in their households, 8% less likely to have water and soap for handwashing in their household and 1.7 times more likely to have diarrhea. All of these figures are again expected to be substantially higher in humanitarian contexts. Barriers to access can be related to a variety of factors, including obstacles to reaching, entering or using facilities; access to WASH-related information; stigma related to the disability; and a lack of supplies to respond to the specific requirements of persons with disabilities.

We invite you to think about how you can use the opportunity of this upcoming International Day of Persons with Disabilities on 3 December 2022, to engage with partners on identifying concrete actions to improve access by children and adults with disabilities to WASH services and facilities. Actions could include:
- Take the opportunity of the International Day to conduct a review of how the cluster is integrating disability inclusion in its work. The UNICEF checklist on cluster coordination- essential actions on disability inclusion can serve as a useful guide for this discussion. As preparation, cluster members can also take a short online training on disability inclusion in humanitarian coordination
- Review data collection tools and reporting processes to strengthen how we are identifying WASH-related needs and monitoring equality of access. The UNICEF guidance on inclusive WASH data collection, monitoring and reporting may provide helpful guidance
- Identify local organizations of persons with disabilities (OPDs) and engage with them to explore potential for partnerships. For concrete tips see the UNICEF guidance on engaging with OPDs in humanitarian action
- Organize training on disability inclusion for partners. OPDs can be an important resource to support such efforts, and the UNICEF guidance on including children with disabilities in humanitarian action (WASH) contains useful content
- Review mechanisms for complaints and feedback to ensure that they are accessible to persons with physical, hearing, visual and intellectual disabilities. The IRC guidance on inclusive client responsiveness may be helpful for this purpose
- Consider ways to strengthen coordination on disability inclusion. For example, in some countries, the establishment of a working group on inclusion has had a positive impact. The UNICEF guide on interagency coordination on disability inclusion can provide some practical ideas
- In the development of Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plans (HRPs), ensure that disability inclusion is well reflected, as an important basis for an inclusive response. Specific guidance can be found in the guidance on disability inclusion in HNOs/HRPs
- When budgeting for the humanitarian response, consider that costs of building in accessibility from the start are lower than retrofitting. The UNICEF technical paper on the case for investment in inclusive and accessible WASH may be a useful resource in advocating with donors on the need to allocate funding for ensuring equitable access to WASH.

Global Cholera Emergency Briefing - Call to Action - 8 November 2022 - Materials
In an effort to address the alarmingly increasing number of cholera cases worldwide, the Global Task Force on Cholera Control (GTFCC), the Global Health and WASH Clusters, together with UNICEF and WHO, with the support of the CDC, convened an interactive global cholera briefing and call to action on 8 November 2022 with high-level keynote speakers. We sometimes receive feedback that IASC Products, while technically excellent, can be difficult to use in operational settings. Given the huge amount of expertise, time, and collaboration that has contributed to the body of IASC tools and guidance, the IASC secretariat launched a review to improve the usability of IASC products for time-pressed colleagues, within the IASC and beyond.
Following this review, we are pleased to announce the launch of IASC product summaries for 21 key operational IASC Guidance, with more to follow over the coming weeks. These summaries should take no more than 2.5 minutes to read and print- and mobile-friendly versions are available on the IASC website. We cannot thank enough those colleagues from across the IASC community who have contributed to this process.

The Global WASH Cluster provides Operational Support for national coordination platforms in humanitarian emergencies through deployments and remote support. The support is provided by the Field Support Team (FST), a consortium of WASH agencies providing 6 staff (3 x coordinators, 2 x information managers, and 1 x assessment specialist) with the support and oversight of the GWC-Cluster Advocacy and Support Team (CAST). A people-centered programming specialist is also available to support Inclusion, and AAP in WASH and has specific skill sets on GBV. A specific helpdesk for Cholera and Coordination is also available for NCPs (as outlined above).
