DUMBLEYUNG SWIMMING POOL PREFERRED CONCEPT DESIGN CHOSEN

The Shire of Dumbleyung has chosen a preferred concept design for a new Dumbleyung Swimming Pool (pics attached).
The new design was selected by a Project Working Group consisting of selected community members and Shire Councillors.
The working group was ably supported by both Shire staff and professional architectural and engineering consulting advisors (both with significant experience in new pool design and builds). This advice showed the current main pool and plant room equipment is no longer salvageable.
The preferred design looks to replace what is no longer usable (particularly with a replacement main pool and toddlers pool) in a modernised plan and meeting current standards required.
The realities of building anything in the current economic environment has also struck home with the expected cost of full pool development coming in at $8.5M (stages 1&2).
The Shire has undertaken financial modelling to determine options to fund the swimming pool development (details attached). Unfortunately current external funding options are limited.
Instead, the Shire will look to stage the development utilising existing Federal Government (circa $1.2M) LRCI grant funds which must be acquitted (spent in two separate tranches) by 30th June 2023 & 30th June 2024 respectively.
 
Using these funds, stage 1 will be earmarked towards the building of a new kiosk, pool plant room, toilets and changeroom facilities on the north side of the pool in line with the concept design. Unfortunately stage 1 funding does not cover filtration, pumps and balance tank.
It is anticipated that this new building structure can be utilised as a Community Gym (with equipment) in the interim until the pool is able to be built.
This will enable another important community health and fitness facility to be created until an affordable financial solution can be identified to fund future stages of pool development.
 
The Shire will now seek full design drawings and related project information, including costs, for the Stage 1 development. This information will be important to confirm whether the Shire has adequate funding to go to tender for these works.
The current situation also confirms that the Shire may be without a new pool Swimming Pool for potentially quite some time.
The Shire remains hopeful that the Federal Government might reintroduce a new regional grant scheme to replace the previous successful Building Better Regions Fund (BBRF). This could then be targeted to leverage the State Government Community Sporting & Recreation Facilities Fund (CSRFF), noting that this program has only $12.5M available per round across the entire State (including metropolitan Perth).
The Shire of Dumbleyung is seeking community feedback on the concept design work produced to date, including proposed next steps. Please send through your email feedback to the Shire by no later than Tuesday 13th December 2022 to enquiries@dumbleyung.wa.gov.au
An uncosted pool masterplan concept design has also been developed for future use, if the Shire is successful in securing additional grant funding, following pool development (masterplan design can be found on the Shire website).

DOG AND CAT RENEWALS


Dog and cat registrations are now overdue. If your pet was last registered for one year or is coming to the end of a three-year registration, it’s time for it to be renewed. Renewals have been sent out in the post. If your dog has been sterilised or microchipped since it was last registered, please bring the certificate with you when you come in. Please don’t forget to register your furry friend!
 
Renewal payments can be made at the shire office in person only.

ROADWORKS UPDATE
  • Headwalls on the pipe extensions on One Twenty-Nine Road will be continuing
  • Tree mulching has begun on Tincurrin Road where the Shire of Wickepin adjoins the Shire of Dumbleyung.
  • Work is beginning on widening of the Tincurrin Road in sections.

AUSGOLD LIMITED COMMUNITY INVESTMENT PROGRAM 

The Community Investment Program from Ausgold Limited aims to support a range of organisations and groups that support the local community. Members of the community are invited to submit applications for donations or sponsorship (either financial or in-kind) in the categories of Education, Health, Community and Environment.

VOLUNTEERS NEEDED!

The Dumbleyung and Kukerin volunteer ambulance service wants to advise our Community that we are currently severely depleted of volunteers. As a consequence of this we may not be able to service incoming call outs as our attendance prerequisites are to attend any scene or transfer with at least two suitably qualified SJA volunteers.

Due to a variety of circumstances our active volunteer numbers have been severely depleted and until we can effectively recruit new volunteers we fear the situation will only deteriorate further. What that means for the community is that wait times maybe severely impacted or an ambulance may not even be able to be provided.

For example if we can not engage a crew,  the State Operations Centre have to diverted the 000 request or transfer to another sub centre and so on. In the past we have been contacted for transfers or call outs in Wagin and Narrogin and beyond - we are reluctant to take these calls as our fundamental reason for volunteering is to serve OUR community, and wish to be ready and available for our own.

This is a situation that is unfortunately increasingly common across our country regional areas. This situation has been such for an ongoing period of time, placing an immense amount of pressure on the existing volunteers, both operational and administrative.

If ever you considered a community volunteering role that really matters please contact our sub Centre at your earliest convenience to discuss volunteering options.

DEPARTMENT OF TRANSPORT
IMPORTANT LICENSING INFORMATION


As a directive from the Department of Transport please note the Shire is a face-to-face agency only. Shire staff are not authorised, trained, or qualified to take phone enquiries.
 
For face-to-face transactions – the Shire of Dumbleyung Driver and Vehicle Services Agency opening hours are 9:00am – 4:00pm Monday to Friday.
 
For phone call enquiries – please call 13 11 56 from 8:00am - 5:00pm Monday to Friday.



Licencing Rules
  • Shire staff are unable to process transactions for anyone who is not present in person with appropriate I.D. This applies to spouse and children.
  • For customer convenience; registration payments, temporary permits and licence searches can be done over the internet.
  • All new clients (those obtaining their Learners) must supply 5 items of identification.  Shire staff can provide the fact sheet regarding Department of Transport identification requirements, or the fact sheet can be found on the Department of Transport website under Proof of Identity.
  • All existing clients (not a Learner) must have at least 2 forms of I.D.
  • If a client wishes to swap or change number plates – they must attend a licensing centre or Agency in person and bring with them the plates wishing to be swapped.
  • Transferring vehicles may be done by either bringing the transfer paperwork to the agency or by sending the paperwork into the Department of Transport directly via the address on the top of the transfer form.
  • Clients must remain at the front counter for the whole transaction.  Most transactions require payment and Shire staff cannot finalise transactions without it.
  • Some transactions may take longer due to their complexity, please allow appropriate time for Shire staff to complete the transaction.
  • Please treat staff with respect. Abusive or disrespectful behaviour will not be tolerated.
