Leading off: Additional vacation rental rules are closer to final approval

Unlike in other valley cities, voters in Palm Springs rejected a ban on short-term vacation rentals when it was on the ballot.

Months after initially moving to update the city’s short-term vacation rental (STVR) rules, and years after a review was due, the Palm Springs City Council moved closer to a final vote on the matter Thursday evening.
Driving the news: Among items councilmembers agreed on were a cap on the percent of homes that can be licensed in each neighborhood (20%) and the introduction of a “junior permit” that allows for a half-dozen annual rental contracts.
- The new permit is designed to allow homeowners to rent their residences during highly profitable festival weekends.
Zoom out: Once the additional regulations are approved, none – including a change to the number of annual contracts vacation rental owners could sign (from 36 to 26) – would apply to existing permit holders or those currently going through the application process until Jan. 1, 2026.
What they're saying: For dozens of vacation rental owners and industry professionals who spoke Thursday evening during yet another hours-long public testimony period, a proposal that permit holders occupy their homes for a certain number of days each year drew the most protest.
- “It’s frankly a poison pill and will create chaos,” said David Feltman, a co-founder of Vacation Rental Owners and Neighbors of Palm Springs. “Honestly I feel like it’s peeping in people’s bedrooms to an extent.”
Yes, but: That proposal failed to move forward after a majority of councilmembers could not agree on whether the requirement was necessary and if it was how many days of occupancy should be required.
Next steps: Thursday’s discussion was most likely the last step before the Council makes a final vote on the additional regulations. That vote is expected at the next regular meeting on Nov. 28.

In brief: District 1 race getting tighter and tighter

With roughly 231,000 votes from Tuesday’s election still left to count in Riverside County, one of three Palm Springs City Council elections appears far from decided.
Driving the news: After all ballots cast at precincts on the day of the election had been counted early Wednesday morning, challenger Scott Nevins led Mayor Pro Tem Grace Garner by 144 votes in District 1. As vote-by-mail and provisional ballots have been counted over the past two days, however, his lead has been cut in half.
Details: Nevins still leads 984-911, but with 100,000 of more than 300,000 outstanding ballots counted, Garner has picked up 213 votes while Nevins has picked up 142.
- If that pace continues for Garner, she could surpass Nevins when all is said and done.
Are there enough votes left to count in District 1 to bring about that scenario? It’s hard to say. Nobody knows what part of the county the remaining ballots to count are from, but so far an additional 355 have been tallied from District 1 since Election Day.
- That could mean there are 710 votes left to count in District 1, enough for the scenario to play out.
Bottom line: The Riverside County Registrar of Voters isn't exactly on a torrid pace to count the remaining ballots, meaning it could still be days before we know the winner in District 1.

Our low-income and unhoused neighbors need our help year-round, but this time of year is the season of giving when most of us go out of our way to help each other. There's a way on Saturday to start doing some good.
Here’s how: The Greater Palm Springs Realtors (GPSR) group is accepting donations of non-perishable items at one of three events they've organized this month. They’re also accepting winter items like gloves, coats, winter hats, thick socks, and blankets, as well as travel-sized hygiene items like shampoo, conditioner, wipes, soap, deodorant, toothbrushes, and toothpaste.
Details: You can drop those items off between 8 a.m. and 10 a.m. on Saturday at the GPSR office at 4045 East Ramon Road.
