New Laws for 2023: Health and Human Services

CSAC recently reported on the final outcomes of measures that were approved by the Legislature and delivered to Governor Newsom for action. To keep counties informed of new laws of interest and impact, CSAC will publish a series of articles to spotlight those laws in each policy area. This week, the Health and Human Services policy area provides information on new laws affecting behavioral health, health services, and human services in California.

Maps of Progress for Bipartisan Infrastructure Law Released

The White House recently published updated interactive maps illustrating the funding allocated under the Bipartisan Infrastructure Law (BIL). As of October 25, 2022, $16.2 billion in funding has been allocated to the State of California and local governments in California, with over 700 specific projects identified for funding.

COVID-19 Public Health Emergency (PHE) Operational Unwinding Plan Updated

The Department of Health Care Services (DHCS) recently updated the Medi-Cal COVID-19 PHE Operational Unwinding Plan. The updated plan reflects two new flexibilities approved by the Centers for Medicare and Medicaid Services (CMS) effective October 18 to further reduce the administrative burden on Medi-Cal members, managed care plans, and local county offices when updating member contact information. These flexibilities will remain in effect 14 months after the COVID-19 PHE ends, as counties process Medi-Cal redeterminations during the COVID-19 PHE unwinding period.

Caltrans Issues Implementation Memo for 2022 Contract Standards

The Caltrans Division of Local Assistance recently announced all local public agencies (LPAs) using Caltrans Construction Contract Standards (Standards) for projects off the state highway system must use the 2022 Standards for projects receiving construction authorization on May 1, 2023, and thereafter.

The California Department of Housing and Community Development Announces NOFA and Guidelines for the HIT Allocation of REAP 2.0

The California Department of Housing and Community Development (HCD) in partnership with the Governor’s Office of Planning and Research (OPR), Strategic Growth Council (SGC), and the California Air Resources Board (CARB), recently announced the release of the Final Notice of Funding Availability (NOFA) and Guidelines for the Higher Impact Transformative (HIT) Allocation of the Regional Early Action Planning Grant Program of 2021 (REAP 2.0).

Celebrating the Generous Spirit and Rich Cultural Identity of the Kotzebue Community
During the 2022 Western Interstate Region annual conference in Anchorage, Alaska, leaders of the Town of Kotzebue highlighted their rich culture and history during the North to the Future – The Northwest Arctic’s Development and Indigenous Collaboration tour. Attendees of the tour from California, Minnesota, Montana, and Oregon, including CSAC Executive Director Graham Knaus, were blown away by the community’s display of incredible resilience, ingenuity, and kindness. Qualities which were uniquely displayed by Northwest Arctic Borough Public Safety Administrator Saima Chase.
